See the above link for more info, and the conflict that was so threatening our very existence has been diffused.

IC:

It has been 450 lightyears since Penguinatans had last seen light of day. 95% of them had been placed in cryo-freezers, now awakening to find themselves over a beautiful planet. It was covered in white, and they saw plenty of blue, indicating that water existed on this planet that existed in the Star League-Tharkad.
Scandinavian States had been in contact with Penguinatan diplomats who were raised and died on the ships. They had come to find that Scandavian States, leader of the Star League, had granted Penguinatans membership into the League, granting them free passage on Tharkad.

The President, Jake McDermont, who had just awoken hours ago, looked out of the window. He knew that he could not possibly do this, and was planning on new elections held electronically before anyone exited the ships. The Admirals' messages were now flooding the PSS Miona, the flagship of the Navy, which the President was on. He answered as many as he could, leaving his aides to answer others.

"OK people, you know what we need to do. Order the ships to prepare for the release of dropships. The first released will be military scouts. We need to discover areas to settle, and then I'll order architects and workers to construct buildings. Record has it that Tharkad is very cold, and that it is teeming with Ghost Bears. They never yellow, and have noses and eyes of gray. It is and will be illegal to shoot, harm, or harass any ghost bear unless the Star League gives us such permission. Carry on."

The message was relayed to the hundreds of ships floating above the frigid planet.

Below is an unedited message relayed to the Penguinatan Navy from Scandavian States:

IdP, I've always imagined Tharkad a lot like Alaska, very cold and snowy in the winter and temps in the mid-60s during the summer. There's not much in the way of crops, although we can probably help you engineer cold-weather wheat. Minerals include Tharkad diamonds, petroleum, coal, and iron. Waters is in abundant supply with all of the snow, I'll have to go over the planetary review I wrote up but I also believe there are two oceans plus quite a few small rivers and streams that seam common in evergreen forests. Speaking of which, the evergreens on Tharkad are absolutely massive, they'd dwarf Sequoias with ease, so if you ever need timber just send a crew out and cut a tree down and it should be enough for a three bedroom house.

More information will be given as the settling takes place. :)

The SLS McKenna, the first ship the Star League had ever built and a battleship at that, slipped around the planet until they had line-of-sight with the IdP flagship. The First Lord was aboard the kilometer and a half ship, he wanted to great McDermont himself.

"PSS Miona, this is the SLS McKenna, welcome to Tempest System. The First Lord wishes to greet President McDermont. Permission to send a dropship and fighter escort, over."

The First Lord, for his part, was already strapped into his seat on a Nekohono'o dropship, waiting for it to undock from the battleship and redock on the IdP flagship.

The date of landing has been postponed 2 hours RL, meaning that in about 1 hour RL, our stuff will begin to land.

"This is the PSS Miona to the SLS McKenna. Request granted, board when ready. President will not be leaving the Miona until the he and the First Lord have had their meeting. Over."

Meanwhile, all dropships are prepared, and settlements have been set up in strategic locations on Tharkad. Initial reports are good, with only minor problems-being small injuries due to clumsiness. The hundreds of millions are waiting, and dropships are already being loaded. Supplies and food have been sent to the surface, and most housing has been constructed. For the time being, people will be forced to stay in large apartment buildings at temporary settlements, which will eventually be turned into military bases and spaceports, until more permanent cities can be planned.

After the go ahead had been recieved, a dropship and a six fighter escort docked on the Miona. The First Lord stepped off of the dropship and looked around for the President...

After the unidentified ship had made a transmission, it had confirmed that it was not part of the IdP convoy. The two Expeditionary fleets were on the other side of the planet, which put them in a perfect position for a pincer maneuver. Around 1600 Nekohono'o dropships and 26,000 fighters swung around one side of the planet while close to 400 warships of the two combined fleets swung around the other side.

"Unidentified space ship, you are unauthorized to be present in Star League space. Cut your engines and prepared to be boarded, any attempts to resist will be met with your destruction."

The President had been getting ready, and was just finished when he got word that the First Lord had boarded. He gave the signal for the kitchens to prepare drinks.

Meanwhile, dropships had been taking about 500,000 people at a time down to Tharkad. People had begun settling in many areas, except the planned capital. That would remain unsettled until it was completely finished. There would be different sectors all over the city.

Currently, about 6 million people have yet to land on Tharkad. There were enough supplies to last about a month, but the President would have to find a way to create a permanent food source before he departed back for Earth.

Inside the Presidential Parlor

The President looked up into the mirror, making sure his tie was fixed right and that his navy blue suit was crisp. Ms. Brown, his secretary, was criticizing him again for his tie color. She didn't think that yellow should go with dark blue, that light blue would be better.

"Oh Mr. President, please just change the tie! The First Lord'll think you're nuts!"
"Ms. Brown, I doubt the First Lord is a fashion critic. Thank you for the pointers though."
A young man, about 21, walked through the door after knocking. He told Ms. Brown something, and she nodded.
"Mr. President, I've been informed that the First Lord has arrived."
"Thank you Ms. Brown. Inform the kitchens, I'll go with Jennifer (the Vice President)."

President McDermont and Vice President Coulten met in the hallway, and walked to the docking bay that the First Lord had arrived in...

The First Lord saw McDermont and a lady he didn't initially recognize approaching and smiled, "President McDermont and Vice President Coulten, welcome to Tharkad, I hope it has met your expectations. It's a beautiful planet this time of year, only problem is the yearly nasty blizzard that comes through, I'm glad to say you've just missed it because your dropships would have had a hell of a time landing"

Meanwhile...

"You couled say that Mikado, we don't like people coming to our home unannounced. We've sent a dropship to dock with you, we expect you will not give us trouble."

A dropship disengaged itself from the dock and started towards Mikado, its capital missile launchers pointed firmly at the uninvited ship. Once it was within docking range it flipped around and hit its thrusters, stopping it entirely. a ramp not unlike those found on airliners extended until it came into contact with the hull and then sealed itself to it. A cutting laser crew cut a box slightly larger than man sized while a squad of ten Marines in battlearmor waited to enter the vessel.

A crewmember in an EVA suit scuttles to the airlock door, and opens it up. He peers around the outside of the ship, and finds the SC dropship several meters to his left. He waves at it, indicating the proper entry point.

When they were firmly attached the head of the crew nodded torwards the Gunnery Sargeant who signaled back to go ahead. The crew pulled the door back and then lowered it, when the clamping crew was out of the way the Marines swarmed into the ship in a double-stack formation, checking for any threats or crew that could point the way to the bridge.

The crew is much surprised at the marine's entry. They are very confused, and also worried about the gaping hole now drilled into the side of their medium sized patrol frigate. A faint tune can be heard on the speakers, "Bad Moon Rising."

They followed the red arrows until they came upon the bridge and entered, "Will the Captain of this ship please step forward?"

The Gunnery Sargeant took off his battlearmor's helmet and stared at the reptillian humanoid, "Captain, if we were to sieze this ship there would be more than ten of us and we wouldn't ask your permission. We do have some demands, however:

1) You have 24 hours to be out of system
2) You are to flush your logs once you do
3) No ship from your nation will come back unless we invite a diplomat or delegate.

If you violate our third damand we will know that you have violated the second and you really don't know what our reaction will be then. Good day Captain, we'll repair the hole we made in your hull before we leave."

The Marines did an about-face and marched back to the dropship and as promised the hole was repaire before the dropship detached itself from the LRR ship and returned to its own ship.

"Hello, sir. Thank you for allowing us to live on this planet, and blizzards are quite our specialty. If you don't mind, Vice President Coulten and I would like to invite you to a drink in the Parlor. Perhaps we can discuss certain issues that are of importance. One being that I will no longer be President in a short time.."

The President and VP Coulten led the way down the hall, and the Presidential Guard suddenly came to attention, and shouted abruptly,

"Welcome to the PSS Miona, Sir!"

The First Lord acknowledged the soldier and continued to follow his hosts, "You have rather enthusiastic soldiers, it's not something I would suspect out of any soldier. Committment, dedication, and pride yes, but not enthusiasm. I sincerely hope that that enthusiasm is never taken away by war, especially since those men are your guards, it would be a bad thing to have their mettle tested as such."

The First Lord paused and then switched subjects, "Miona is a strange name to christen a ship, what does it mean? Oh, and I'll take a White Russian, please."

The President, as well as VP Coulten, was beaming with pride. "And Miona is the name of the elf that began the Elf Rights movement in Isla de Penguinata. She has been praised for decades.."

"A White Russian will be fine. Soldier, go inform the kitchens of the First Lord's order. Also, I want a margarita, and you Jenn?"
"I'll take strawberry wine."

The soldier rushed off to the kitchens, proud of this meager duty.

The First Lord took the offered seat, "So, you are resigning your office? May I ask why? I understand you may be concerned about the governing of your nation on a planetary scale, but I don't think it would be as difficult as you may think. Look at me, I have to govern an entire solar system and command the Star League Defense Force and I'm still sane. If you do decide to stick around, there are many people around that are more than willing to give you a leg up, most especially me."

"Well, it's mostly that. I don't feel I have the strength and endurance to rule on a planetary scale. But it's also the fact that I miss home. I'd be honored to be governor of Arctique Island, but I just can't stay around here. I just can't bear to stay away from home."

The First Lord nodded in understanding, "Home is where the heart is and your heart is on Terra. I would prefer that you at least put foward someone for election that has served in your administration, perhaps Vice President Coulten?"

He looke over to the IdP Vice President and said, "What say you? You'd have my endorcement and that of my Planetary Governers."

Jennifer appeared startled, and very honored.
"Oh.. I don't know. I suppose I'll submit applications for International Affairs Minister, but my days of leading IdP are long over. You know I ruled for nearly 15 years..those were great times. Very rewarding too. But I personally believe that once you serve as President, that should be the end of it there. I'm honored at your suggestion, but I do know two of the candidates that would be thrilled to work with you." She beamed at the First Lord with utmost respect.

The First Lord nodded, "Very well, then. I need to get back to my ship so that I can help coordinate some action on Terra."

Aboard the SLS McKenna
Alex looked at the dosiers for the three candidates and immediately set aside Van Retter, the last thing he needed was more political influence from companies and she also wanted business restrictions revoked. It just wouldn't do.

He then looked at Senator Black's file and was impressed, twelve years of hard work for his government and honest too, that was all too uncommon. The one setback was his age, he would have even less energy than McDermont and governing a mutli-system nation was hard work. He marked Black as his second choice.

The last file was of Kei Cho and he was pleasently surprised at her age and accomplishments. She looked to be a prodigy and was young enough that energy was in abundant supply and enthusiasm probably wasn't lacking either. On top of that, she was supported by McDermont and Coulten.

He sent a message to the Miona that read:

Van Retter's views on business would cause high tariffs on IdP goods within the Star League and political indoctrination through the Defense Ministry likely makes her too agressive, not a suitable candidate.

Mr. Black is much better but I worry about his age and that he may be a bit stuck in his ways, I also worry that he may not have the energy for a multi-planetary government. He would make an excellent VP, however.

Ms. Cho has my endorcement. She is a political prodigy, is young enough not to assume she has learned every and has enough energy to learn what she hasn't, and she appears to be sensible.

I will forward these Dossiers to my planetary governers for review but expect they will agree with me.
