The ships, which carried the refuges, took them to previously unclaimed territory on a strange new continent that had just emerged into the multiverse. The continent was named "Oni" and the people then set up small colonies across the continent.
Prince Korba declared himself Regent of the People until a new government could be established but the Grand Duchess Olivia advised that as the people were very suspicious of the Monarchy due to fact that Imperial Corruption had been Mishakal's downfall that a new system of government be created. Korba's answer, Virtual Democracy. A system of government that would all for an incredible amount of freedom never seen before in any nation, it would allow for every single adult citizen to be represented in the government through Virtual Reality, and would have very little bureaucracy so desisions could be made faster and the risk of corruption would be lessened.
The Founding Counsel, the group of men and women who drafted the Articles of Law, spent over a year creating the new system of government. They created the Virtual Reality where the people would vote on the bills proposed by the "Prime Minister", they made the rules on which this simulated world would run, even invented "Instantaneous Link" which would allow anyone with the implant to enter the Virtual World at anytime.
The Articles of Law also split the continent into 10 States and each state would elect a "State Minister" and have it's own version of the Virtual World where the people of the said state would vote on bills proposed by the "State Minister". However the crowning achievement of the Articles of Law was the Egalitarian Act.
The Egalitarian Act
Preamble:
We the People who have in long past been lied, deceived, and even tricked by previous corrupt governments have suffered from much by the tyrants of the failed nations of the [i]Galactic Imperium and later the idealistic (but ultimately corrupt) Mishakal Imperium. We the People say, No More Imperialism! no more shall we offer ourselves to the shackles of the past and we shall move on to the future, this Act promises Liberty, Freedom, and Perfect Equality to all Peoples of the new nation Tiberius-Oni.
On Liberty:
The freedom of Choice, speech, religion, peace, happiness, etc have been in the past abused, violated, even ignored by the previous governments of the Galactic Imperium and the Mishakal Imperium, Now this will end. In this promise which shall be one third of the basis of all of the acts and judgments of the People, the Courts, and the Elected Officials of Tiberius-Oni the people are now and forever free and to be given perfect Liberty of Choice (which extends into all other freedoms) so as long as their choices do not violate the safety (both mind and body) of other Sentient Peoples.
On Freedom:
The simplistic gift given to us by the forces of the universe that made all life of Freedom is a power that has been taken away from the People in the past by one Corrupt Government after another, this will end now. Never again shall the simple freedoms that were stated in the section On Liberty be vulnerable to corruption and theft by would-be tyrants. In this promise which shall be one third of the basis of all the acts and judgments of the People, the Courts, and the Elected Officials of Tiberius-Oni the people are now and forever granted Perfect Freedom of Speech, Choice, Press, Faith, Pursuit of Happiness, and any and all other Freedoms that the People deem fit for themselves, (Unless the Freedoms violate both mind and body of other sentient peoples).
On Perfect Equality:
The promise that was ridden on like a broken horse by the previous corrupt governments of Perfect Equality was never truly kept. As seen by the endless bloodbaths and murders committed in the name of religion, race, official standing in government, etc., this portion of the Egalitarian Act will forever secure this right for the People for all time. Forevermore no matter what your Social Class, Economic Standing, Sexual Orientation, Race, Religious Association, Color, Genetic Heritage, AI (EI) Technological Creation, or anything else that must be added at a later date to the Perfect Equality Promise are considered Perfectly Equal in the eyes of this Government and nation and can never be taken away.
Conclusion:
All three promises are forever permanent in this government and this Act is Eternal and can never be taken away lawfully. This act allows that all citizens that is 18 years and over is forever granted these inalienable rights. Forever shall the basis of all decisions made by the Tiberius-Oni government shall revolve around these three promises. Forevermore is this law.
With the drafting of the Articles of Law and the unanimous vote to declare this the basis of the new Virtual Democracy, within a month the Virtual World GovernmentWorld was made and every citizen of the new nation was given a Link-Implant so that they could go into the Virtual World at anytime. A series of information leaflets were printed everyday to show the schedule of what would be voted on each day so that the people could go into the Virtual World when the vote was to happen so they could cast their vote. (As the law states that only the people in the Virtual World at the pre-declared time will be allowed to vote on a specific bill and the ratio of margin will be counted based on the number of people there).
*On a side note: After the Virtual Democratic States of Tiberius-Oni were formed Prince Korba declared the permanent disband of the Great Houses and the eternal end to the monarchy, he is now the CEO of the Ionthas Corporation, the largest Virtual Gaming Corporation in Tiberius-Oni.
The Articles of Law allows for Political Parties (but the maximum amount of donations they can get is $100) and it was Daniel Corrino (the husband of former Prince Korba) who won the election and managed to be relected 6 more times before retireing from public service. The list of all the Prime Minsiters of Tiberius-Oni are listed bellow.

Not until Jodaius Falster however did the nation of Tiberius-Oni reveal its existance to the world until the new Prime Minister Jodaius Falster proposed that the nation reveal it's existance (during which time the nation had grown to over 12 Million People). The vote was unanamious and within a day Tiberius-Oni, the newest incarnation of the desendants of the Galactic Imperium revealed it's existence to the world.
What will become of this nation in the future? No one knows but the future is full of possibilities and Tiberius-Oni is a nation of hope and promise.
