The Constitution of the Alliance of European Island States and Federated Realms.

Pax Europa

1) It is the declared aim of all the members of the Allied States of EuroIslanders that peace between member states is a pre-requisite of membership of the A.S.E.

2) It is believed that whether Communist or Capitalist, the region will prosper through complete co-operation on an international level and the region is bound to the military and economic aid of all the member states.

3) It is asserted that the Alliance Assembly will not have the power to interfere in the sovereign internal affairs of any member nation, to impose a system of economics, to pass laws or declare freedoms without the assent of the government of all member nations.

The Alliance Assembly and Governance of the Realm.

4) The Supreme decision making body of the Allied States of EuroIslanders will be the Council of Allied States, consisting of every sovereign nation within the A.S.E. Sovereign status is determined by the fact of admission to the alliance.

5) The Council of Allied States will be chaired by the United Nations Regional Delegate of the day. The C.A.S. will have authority over the following matters;

i) Declarations of War or Peace when a member nation invokes the alliance.
ii) Ratification of Appointment of Positions within 5 days following Appointment.
iii) Authorisation of the initiation of diplomatic contact on behalf of the alliance.
iv) Ratification of Expulsion from the Alliance within 24 hours of Expulsion.

6) Declarations of War and Peace for the alliance will be subject to a veto of the Founder and Delegate which must be agreed between the two before it comes into effect.

7) The Positions of Government will be subject to appointment by the United Nations Regional Delegate of the Day and will change on occasion as the delegacy itself changes hands.

8 ) The Founder of the A.S.E. will have authority to gather a quora of 6 nations to remove a nation from it's position due to percieved incompetence or inaction. The UNRD will have the authority of automatic dismissal over positions subject to change with the Delegacy itself.

9) The Positions of Government within the Alliance are as follows;
i) Temporary Rotating Positions are listed elsewhere.
ii) All Ambassadorial Positions. (Non-Rotating)
iii) Co-ordinator of Alliance Defence. (Non-Rotating)
iv) Director of Intelligence. (Non-Rotating)

10) The UNRD and the Founder will have sole authority to introduce proposals for amendment of the Constitution to the Council of Allied States except in the matter of military affairs, where the Co-ordinator of Alliance Defence will also have the same authority. The Founder promises to introduce any proposed reform on behalf of those who wish it so long as it does not threaten the interests of the region.

11) The UNRD, the Co-ordinator for Alliance Defence and the Director of Intelligence will have sole authority over signing of alliances with other regions and must collectively agree over the terms of an alliance before it can be considered legally binding.

A.S.E. Charter of Sovereign Rights

12) FREEDOM OF SPEECH: Every member nation has the right to use the Civil Forum for intelligent purposes such as political debate or discussion of affairs related to the machinations of the alliance. All nations undertake to keep spelling and grammar correct and not to use OOC on the Civil Forum.

13) FREEDOM OF THE MEDIA: Every member of the government is to submit on request to investigation by independent media sources to a maximum of once a week. Those members not directly related in the administration of government may choose when they do and do not give interviews.

14) FREEDOM FROM EXPULSION: Every member of the Alliance has the right to remain within the alliance until such times as they breach the Consitution of the A.S.E. at which point it becomes the responsibility of the Founder and the Delegate to remove the offending nations, pending review as under Article 5 Section IV.

15) FREEDOM FROM UN INTERFERENCE: Every member of the Alliance pledges to aid any fellow member nation of the alliance should that member nation fall prey to sanctions and other legislative reforms from the United Nations regardless of UN membership status.

16) FREEDOM OF VOTING PRIVILEGES: Every member of the Alliance has the right to take a vote in the Council of Allied States regardless of other considerations unless the C.A.S. itself takes a vote to suspend the voting rights of said nation.

17) FREEDOM OF ENDORSEMENTS: Every member nation has the right to endorse whatever nation it wishes and as many nations as it wishes - however, all member nations which bear UN status must have 2 endorsements so that all members of the alliance who wish to be part of the UN have the right to make proposals. To this end, the Regional Delegate or the Founder has the right to ask a third nation to make a strategic endorsement.

1) The non-rotating officers of the alliance will be:

i) The Director of the Diplomatic Corp - [Open].
ii) Co-ordinator for Alliance Defence - Britain's Empire.
iii) Director of Intelligence - Eurosoviets.

2) The Office of the Diplomatic Corp will be subject to the control of the Director of said Corp and the positions therein will rotate at whim.

3) The rotating positions within the alliance will be:

i) Officer of Elections.
ROLE: Interpretation of the ASE Constitution regarding the fairness of election to posts.

ii) Adjutant-General to the Co-ordinator for Alliance Defence.
ROLE: As with all political appointees, this office will be in charge of the interpretation of the ASEC regarding the actions of his direct superior, the Co-ordinator for Alliance Defence.

iii) General Secretary for Communications.
ROLE: Guardian of A.S.E. communication fora, both the Civil HQ and the General Forum. This office will be in charge of recommending suspension of communication or voting privileges within the General Forum and the Assembly respectively.

iv) Commander of Recruitment
ROLE: To make it a priority to invite keen and active new members to the Alliance. The responsibility of this role is huge given that new members must be briefed on their role in the alliance. All telegrams for recruitment must be posted in THIS forum before usage in order to ensure fair recruitment policies.

v) Office of Treaty Legislation
ROLE: To ensure that no treaty accepted by the Alliance contravenes the basic principles of the Alliance Constitution. To interpret each treaty when deciding on breaches of treaty. To ensure that the terms of all treaties between the A.S.E. and any region be posted in both this forum and the General Forum for Alliance scrutiny.

vi) Convenor of Committee for Alliance Euthynai
ROLE: To convene a council of five nations chosen at random in order to subject any nation holding public office to a scrutiny of action. On the recommendation of this Committee alone may the Founder or the Alliance Council be permitted to bar a nation from accession to public office.
