Semi IC, Semi OOC: We're looking for design partners. Most of the systems will be between 2030-2040, but some will go as low as 2003 (Systems like those that have reached about as high as they will go) and as high as 2050.
We reserve the exclusive right to accept or reject any petitions for participation in the process. All participants will be granted production rights.
We would also like someone skilled in 3D Computer Graphics, to create pictures of the Proteus.

Namesake
Proteus, an Ancient Greek diety whose powers were related to the sea, although should not be confused with Poseiden, the god of the sea. He also had the abilty to disquise himself as whatever he wished, and was omniscient. A fitting name for a vessel capable of disguising its sonar signature and designed primarily for intelligence gathering.

Length
Not to exceed 110 Meters
Displacement
Not to exceed 6,500 Metric Tons above water, and 7,000 Below. This will be accomplished by lightweight, yet strong next-generation materials already common in the Feline Fleet.
Crew
Not to exceed 60. This will be accomplished by heavy automation.
Diving Depth
In excess of 700 Meters. This will be accomplished by lightweight, yet strong next-generation materials already common in the Feline Fleet.
Armament
Must have at least one rail gun for surface use that pops out of the hull. Must have at least two forward plasma-based torpedo tubes, and at least one rear. Pop-out laser emitters are not a requirement, despite the sucess they have shown in destroying other submarines that are travelling at slow speeds or still. This is due to the special hull shape required to meet other requirements. However, if a way is found to integrate this weapons system in, it would be excellent.
Integration of V.S.S. Technology
Must integrate the new Variable Sonar Signature technology. This allows it to set, to a certain degree, how it appears on sonar scans. Through classified means, it will direct sonar scans into the V.S.S. bay, where they will be altered before exiting the V.S.S. Bay. For a ship to integrate V.S.S. Technology, it must be cylinder shaped, with an open area running through the middle (The middle area is known as the V.S.S. Bay) . The V.S.S will allow it to conceal its sonar signiture as an aquatic lifeform, a ship of some other nation, or (during periods of heavy currents and ocean waves) sometimes naturally occurring water patterns.
Other Low-Observation Technology
To foil magnetic based submarine detection technology, the outer hull must not have any magnetic materials whatsoever in it. It also must have quiet waterjet engines.
Sensors
Must integrate the following forms of sensors:
*Sonar
*Radar for surface use
*Quantum Pingers (Send out particles packaged in magnetic fields generated by an electromagnet (so it will not always generate an electromagnetic field) an object to jet a very detailed picture. The magnetic field is disrupted upon impact, and the particles are tracked as they bounce way by Sonar.)
*Ability to launch robotic scientific vehicles
Auxillary Craft
Must be able to hold at least one small scientific study submersible. (OOC: More advanced vessels along the lines of of the real world Alvin submarine.)
Power Plant
Must use Quantum Reactor Technology. Quantum reactors are unique to Feline and a few nations they have sold to. They directly extract the forces that hold atoms together and use them to generate electricity. (OOC: Entirely an IC technology, of course.)
Computer
Must use a Quantum Computer for its core computer system.
Top Speed
At least 92 KPH Top Speed, with a silent running speed of at least 60 KPH. This will be accomplished using water jet engines.
