'Hmm we know it is customary for nations to hold some sort of celebration when they pass the 1 Billion Population mark, and we had intended to do so, but we can hardly hold a party while our people are fighting and dying on the Planet Mars in defence of our rights to be there and our territory. Therefore we have decided that such a party shall be delayed until the war is won. when the war is won we shall hold a joint Victory and Population celebration within Tor Yvresse itself.
We plan to during this time make an open offer to the world leaders, including those that might consider themselves our enemy. This offer will be open to any, with but one exception Lord melkor, while we will invite him to send a repersentative we do not really think his presence would be good for the Infinity Circuit.
Still other than that we will willingly when Mars is secure undertake the security risk of holding such a momentous event within Tor Yvresse, in the hope that from this event better understandings will emerge.'
