You don't have to ask the administrator to declare war on someone. All you have to do is say 'I declare war on so and so.' (Speaking from an RPer, it's best if you dress it up a bit but thats it in basics). Whether they want to be at war with you is another matter.
Declarations of war should be in the International Incidents Forum.
