Who should rule Higera?

We have invaded Higera (http://www.nationstates.net/forum/viewtopic.php?t=73904) due to a coup by a far right-wing group of Fascists and Capitalists. Our forces quickly took overtook theirs after a failed nuclear strike, and we are currently in the process of retaing the capital.

Emperor Cav must make a decision about the next ruler of Higera. There are a few candidates:

Emperor Cav himself, from his own governmental office in Cav;
Emperor Cav II, currently in control of Judithville after that takeover;
General William Higgins, General of The Imperial Army of Cav, who planned the invasion and himself fought so valiantly;
Minister Cav III, Emperor Cav's other son and second in command of Cav

Bob the Doughnut Boy should rule Higera, and if you mean the planet from Homeworld, the PC game, that's spelled Hiigara.
