The Council has been planning these changes for some time, but recognise that a restructuring of assets during War time is hardly a great start still we shall lay them out now in advance, and in the certain knowledge of Victory. we would welcome commentry on this matter.
1.) The Protectorate Intelligence services.
For some time now Protectorate and Colonial assets have been left to manage their own Intelligence gathering without any form of central command and coleration center, this obviously is not only inefficent but quite possibly dangerous therefore this will end.
We anouce the reformation of the Mon-Keigh Inteligence services of Tor Yvresse-Mars, they shall now form the Nucleus of a group dedicated to Colonial and Protectorate Internal and External Security. This agency shall have the provisonal name of the Colonial and Protecterate Agency for Internal and External Intelligence Services (CPAIES).
Yes it will be a body to deal with both Internal and External needs, it will answer to a joint body appointed by the Council and from them to the Council directly. The center for Internal Security shall be based within the Capital of Roania our protectorate state, while External matters shall be handled by the old Mon-Keigh base in Tor Yvresse-Mars. They shall have a wide remit, only matters of the Council being outside their remit for review.
2.) Expansion of the role of the Tor Yvresse-Mars Advisory Council, the Council shall now be granted the power to over ride the Veto of the Farseer of Mars, in a limited form, they shall have this power where in the issue is a Domestic matter of the Colony only, and wherein the initial Vote that sent the matter to the Farseer was one where the Law was passed with a Two Thirds Majourity. The matter shall then be returned to the Advisory Council for a second vote if it meets these requirements, the Farseer of Mars being invited to state his/her case to the Advicory Council.
This expansion of the function of the Advisory council is to address the needs of the growing non-Eldar Community within the Colony, and is in recognition of the fine work the Body has had to do during Darvins absence from the Colony.

Again the advisory Council shall have a further power in the Absence of a Farseer of Mars the body shall be able to declere Martial Law as the Farseer, but the matter must be passed via a two Thirds Majourity of the Advisory Board. This need was recently highlighted to the Farseer council and we have been considering it for some time, in the spirit of these changes we have decided to make it law.
