Follow the suggestions above. Barcode your populas, place cameras on every street corner, increase your police numbers...this will stop crime in it's tracks. It is up to you as a leader to provide the things your people need. Education and Social welfare are key to preventing crime. If you provide these within reason, your citizens will have no desire to steal and commit crime.
