We breed our own Minotaur Slaves who have been cowed into submission for centuries, though we will take care of the Mithas Kothas problem eventually but for now it is wise to leave them alone.

Over 900 years ago, during the reign of Kingpriest Symeon XVI the Minotaur lead an assault upon the Holy Empire city of Zaladh, the War of the Breaking (as it called) that resulted from the failed attack lasted for over a decade before the minotaur forces were completely wiped out or taken prisoner, however the prisoners were taking up massive space in Istari Prisions, eating large portions of food and not contributing anything to society. So the wise Kingpriest declared that if the Minotaurs were going to act like dogs they deserved to be treated as such and signed into law The Enslavement of the Dark Minotaur Race Act that allowed for the minotaur to be sold and bartered as a slave-race in the Holy Empire.
Over the centuries it has been found that the Minotaur is a very useful slave capable of doing work that would take several dozen men they can do with only two of their race. All in all the minotaur has been counted among the evil races as they were spawed by the dark god Sargonnas and they might not even be worthy of being slaves but they serve a use and they are baptized into the Church making it impossible for them to serve the forces of darkness without our knowledge.
All in all, nothing about this will ever change, the minotaur will remain as they are... for all time.
