Naori looking for powerful allies
The Constitutional Monarchy of Naori is looking for a nation with similar ideals to become allies with us.
We would be willing to allow allies to set up bases on our Pacific Islands if they would aid us in conflicts with other local Pacific/Asian powers.
We could also allow tourists to come to our beautiful islands for vacation, if a large nation could modernize us somewhat.
OOC: Naori is basically a really weak little Japanese rip-off nation, that consists of two big islands and six smaller ones, with roughly the land territory of Japan. So far we have gained our islands through trade, but now unclaimed land is scarce, and nations do not want to sell land, so we may have to take what is ours...

Well, we believe that we should maintain an Emperor, simply to be linked to the past. But we do have a democratic parliament, and any descisions the Emperor wants to make must first pass through Parliament. The Emperor sits in Parliament, but the rest of the 118 members are democratically elected.
The parliament can pass any resolution without the Emperor's consent, technically, so he is really just a figurehead.
The parliament currently believes in a rather socialist approach to things, with a few conservative members sitting on the back bench.

The king runs the whole show but we do have a Parliament will 200 members (100 vampires and 100 dark elves). The Parlimant helps pass law and other stuff but nobody with do anything will out the say of King JWolf.

We could help you with your land troubles. We took a small but fertile archipegalo of islands some miles East of yours when Emperor Maximillion the Flatulent declaed war on the ocean in 1873. We never really did anything with them and they've been pretty much untrouched after we abandoned the air base there once we realised it was useless. We could let you settle on them, purely for living space, agricultural and light commercial uses but in return we would require favoured trading status plus 5% of all tropical crops grown on the islands as "rent".

There are restrictions on foreign companies, and the tariffs would be crippling.

BORING Come on, wars won't happen all the time. To be honest you can't really even be imperial in NS, because you can't actually take anyone over. And on another note. Its new imperialism not oppressive imperialism we practice anyway.
