The Socialist Charter of the Allied States of EuroIslanders.

General Preamble

We the international representatives of the working classes of the Allied States of EuroIslanders hereby affirm...

General

1 ) All members of the alliance are equal irrespective of military size, population, economic factors or any other marker by which nations measure their respective position in world politics.

2 ) All members of the alliance commit themselves to full operation within the Alliance, their sovereign right to participate in all the administrative structures created, that all nations should strive for total harmony and socialist unity with their brothers and sisters of the world.

3 ) The supreme decision making body of the ASE will be the ASE Council (ASEC) and this will consist of all nations within the alliance - each will have one vote and the right to propose any issue for discussion. Majority vote will rule the day.

Foreign Affairs

1 ) All Nations in the alliance must vote on the creation of any offensive or defensive alliance with nations not within the Allied States of EuroIslanders and with regions except in cases defined as 'exceptional circumstances' - these circumstances are accounted for later in the Charter.

2 ) A Committee for Foreign Affairs, chaired by the regional delegate and consisting of three other nations appointed by said delegate and ratified by the majority vote of the ASEC, will be in charge of seeking out like-minded regions with which to co-operate for the benefit of the working class along with any other responsibilities the ASEC seeks to approve them.

3 ) The United Nations regional delegacy can be held by any nation within the alliance at any time. The greatest amount of endorsements gives the right to hold the delegacy. At times when the delegacy changes, all affiliated structures can change at the wish of the new delegate and the ASEC.

ii ) The ASEC must ratify the change in delegacy for it to be allowed. The vote must be taken within three days of a change of delegacy. If the delegacy is not ratified, the delegate has 2 days to lose several endorsements and re-empower the former delegate, resign from the United Nations or face expulsion from the alliance.

iii ) All nations are encouraged to join the UN. Refusal to abide by UN decisions for socialist reasons will be supported by all nations in the A.S.E.

Internal Affairs

1 ) A quora of 16 nations must be reached for any decision in the ASEC to be constituted legal.

2 ) The password of the ASE Civil Headquarters will remain the property of the Federation of EuroSoviets or an appointed representative to be divested to a given nation wishing to join at will or by order of the ASEC. Discretion to change the password following divestment, after the reasons for said divestment are complete, remains the property of the F.E.S.

3 ) The UN Regional Delegate will not have access to the Regional Controls save for a period where the F.E.S. Government will be inactive for longer than 4 days.

ii ) The decision to expel any nation from the ASE remains the prerogative of the F.E.S. but must be subsequently ratified by the ASEC or said nation will be invited to return.

Exceptional Circumstances

1 ) Where the last vote of the ASEC failed to make quorum.

2 ) Where more than 50% of the ASE is inactive for six days or more.

3 ) Where more than 50% of the ASE is at war.

Conclusory Article

1 ) All parts of this Charter are subject to addition, subtraction or otherwise amendment by a majority vote of the A.S.E.C.
