Spartha Reborn Question (New Spartha, read)
Background: Spartha Reborn is an independant territory of Alvarezistan lieing on an island in the north, where hundreds of thousands of New Sparthan citizens settled after their country was practically wiped out by a brutal AMF/Roanian invasion force. Its population has grown drastically to 18 million, oweing to rapidly decreasing infant mortality rates and a huge importation of millions of New Sparthan refugees by Roania from the southern half of the country it administered. The island now has fully functioning infrastructure, adequate housing, a robust agriculture sector and a developing industrial sector, though the territory is struggling to cope with the new refugee influx.
The Alvar parliament is scheduling to place a referendum for the Spartha Reborn population on what they want to happen to their territory. The choices on the ballot are as follows:
A) All Spartha Reborn citizens should be repatriated to New Spartha, once reconstruction is finished once and for all. Once repatriation is completed, the territory will be dissolved, as it no longer has reason to exist. The cons to this measure are that the Spartha Reborn territory has, at the moment, more infrastructure and industry than the New Spartha homeland does, most of it having been destroyed in the fighting.
B) Remain an Alvar protectorate. Under this measure, Spartha Reborn citizens would be allowed to elect their own local government, raise an army for self-defense, collect their own taxes and generally run things as they see fit. The territory would not be allowed to develop its own foreign policy, however, and would remain under Alvar protection. Taxes would have to be paid to the Alvar government as well, though these would be nominal at most.
C) Become independant. All Spartha Reborn land would be ceded to Spartha Reborn and it would become a completely independant country. This idea is unpopular with Alvarezistan's citizens, who don't wish to see hundreds of miles of territory given up to refugees.
D) Be administered by New Spartha itself. This idea is even more unpopular with Alvar citizenry and the Alvar government itself, who are wary of giving up territory to the rule of a nation that has demonstrated an uncanny ability to screw up situations and piss people off.

Lord Riel Tian has expressed his encouragement towards keeping the Sparthan territory you have provided a protectorate and had this to say. "What's left of the New Sparthan government is obviously unfit for a leadership role as yet, they have proven themselves dangerous and seem to bite off more than they can chew, as was the case with AMF."
Lady Lara Tian, the Foriegn Relations advisor and heir to the Empire, and Ambassador Krall'c, head of Foreign Relations, both seem to agree.
"The reason for war was absurd enough. Cloning and gentic manipulation is what has made the Empire what it is. Myself and most of the other citizens have been alive for over two centuries and have at least two more ahead of us. The scientists have eradicated most illness and treat the others within hours. The populace of our Empire are among the fitest and healthiest in the world. Until they learn that these technological advances are for the better, they need someone to hold them back." Said Lady Tian after an international summit.
"The New Sparthan leadership has proven that they are much too reckless and have little regard for nation soverignty. Untill they prove that they can rule themselves like a government looking out for the survival of the people, the best option is to become a ward of the Alvarezistan government and be protected from those that would wish them harm." Said Ambassador Krall'c when asked for comment.

The Royal Group of Intellectuals, temporary in charge of New Spartha goverment, has decided to support the idea og Spartha Reborn remaining to be an Alvar protectorate. We wish to have close relation with Spartha Reborn and Alvarezistan, as well, citizens from both places can come in and out New Spartha with no documents needed.

FROM THE PRESIDENT OF THE COMMONWEALTH OF BOA VISTA
The President of The Commonwealth believes that the following proposal will prove to be perfect for both parties in this situation
1. Spartha Reborn shall be owned by New Spartha in name only.
2. The administrative rights of the region shall be split between Alvarezistan and Spartha Reborn. With Spartha Reborn be in charge of its own administrative affairs and Alvarezistan be in charge of all foreign affairs.
3. Defense affairs shall be shared between Alvarezistan and Spartha Reborn, with Spartha Reborn and Alvarezistan contributing 50% of the Armed Forces.
4. The High Command of the Armed Forces, to be called the Regional Command Council, shall consist of 8 generals, with 4 generals each.
5. The Armed Forces on New Spartha shall be called "Joint Defense Forces"
6. A referendum will be called every 5 years to review the proposed system. An absolute majority will be needed to keep the system.
7. If the population votes no, a committee of 16 people, consisting of 4 Alvarezistan delegates, 4 New Spartha delegates, 4 Spartha reborn delegates, and 4 Boa Vista delegates, will come up with a new system. The system will be put on a referendum, and a majority is needed to implement the system.
8. The population has the right to relinquish all review referendum rights and keep the proposed system forever. A majority referendum vote is needed for this to pass.
The president hopes that this will help solve the problem.

With the popular votes in and New Spartha's word on the matter stated, it appears that Spartha Reborn will remain an Alvar protectorate. The government has decided to adapt Boa Vista's proposal for governance and implement it as soon as possible.
Plans for a joint defense force are currently in the works; Alvarezistan plans to arm and train a Spartha Reborn army of no more than 40,000 infantry with a single light armored division and an defensive air wing. The population of Alvarezistan seems to agree with the proposal overall, and members of parliament from several parties have praised President Alvarez and the New Sparthan Reconstruction Board for their work in peacefully defusing the New Sparthan crisis without shedding a single drop of Alvar blood. The plans have come under fire, however, for their cost, which runs into the tens of billions of dollars. Combined with military spending on five new space destroyers, Alvarezistan's budget is set to hit deficit spending for the first time in two years.

The president of the Commonwealth has expressed his delight over the passage of the solution and has pledged to assist in the implementation of the plan in any way possible. Also, the president has pledged 10 million dollars in the construction of the army. In addition, the Commonwealth government is willing to donate 10 brand-new Baixa-class fighters for the Joint Defense Forces' defensive air wing. The specs of the aircraft is posted below.
