Belurussia's Nuclear Testing

The scene: The city of Kelosk, a marvel of modern technology. The streets are clean, the buildings are new and the transportation system is the best in the nation. Even the government has a hard time controlling it. And all because of one man. Leonard Kelosk. The government's #1 most wanted for his 'crimes against authority'. They have been trying for years to place a mole into his inner circle but failed every time.
At the monthly government meeting in Moscow, the capital, the leaders debate over what course of action to take.
"We must find him! He is refusing to pay taxes for his city and denying us huge sums of money."
"Yes, well, we've been trying for years, haven't we? I think it's about time we gave up..."
Just then, a man in a white lab coat barges in, interrupting the conversation. The four gaurds snap to attention and he finds himself with four barrels pointed at his head.
"State your name and identification."
"Leven Kaftor. Lead scientist on the Manhattan Project."
One of the leaders speaks up, "Ah, yes, Leven, what is it?"
The gaurds lower their rifles and step to their respective posts.
"Well sir, I think we have had a major breakthrough. We've managed to harness the power of hydrogen and create an explosive whos power far surpasses that of an atomic bomb."
The other leaders speak up. "Impossible!"
"Can it truly be?"
"About time!"
Leven smiles and goes on, "So then, sirs, where would you like to test it?"
"Test it? My god... Where could we possibly test such a thing."
"Quit your moralistic babble, I know the perfect location."
The others realize what he is talking about. One says, "You can't be serious... On humans?"
"Yes, this is the perfect chance to see it in action and it's secondary effects on survivors, if any."

OOC: Anyone can jump in as a protester, spy, board member, whatever. Just keep it realistic.

"Good evening sir," Arvan von Adleburg stood before the High Council of Edolia. "I would like to present some information that my team has been on for some time. Using radio and satellite broadcasting and communications intercepts, as well as good, old-fashioned spying, I have assembled a report regarding the Empire of Belurussia. We have reason to believe that they are close to or finished developing a hydrogen bomb." There was a stirring in the Council chamber.
"Why is this a problem?" asks the youngest member, Berun von Lapburg. "We have thousands of hydrogen bombs. Most powerful nations on this planet have developed them." Von Adleburg sighs.
"Your hastiness is uncalled for. There is more." The Councilmember sat down, cowed. "As I was saying, we have reason to believe that they may use the bomb on one of their own cities. Yes, unthinkable. As a nation recently engaged in nuclear war, we Edolians understand the power of such weapons. Yet other, crueler governments would seek to use them as toys."
"What would you have Edolia do?" interjects Laura von Seriusburg.
"For now? Nothing. There's nothing we can do. We have no proof that they might plan to do this. Only evidence pointing to a wish to eliminate a political rival; a certain Leonard Kelosk. I would suggest that we up our intelligence monitoring of Belarussia. If they explode their bomb, we might be able to do something. On the other hand, a war with Belarussia, though quite winnable would be long and arduous. The loss of life on both sides would be horrendous. War must be avoided." Erik von Blätterschplitt stood up. It was the first time that meeting that the Imperätor of Edolia had spoken.
"Agreed. We must seek to avoid loss of life. If the Bellarussian government nukes one of its own cities, hundreds of thousands -perhaps millions will die. Likewise, an Edolia invasion would cost thousands of lives. If possible we should resolve this through espionage. I want to see special operatives ready to move into Belarussia at a moment's notice."

The meeting ended.

After a brief vote, the proposal is shot down with an executive veto.
"Now let us forget this topic and go on with other problems, such as the rioting in the town square."
"I think we should send police armed with non lethal weapons to quell those bastards."
"Non-lethal! Hah! You grow softer every day. I propose that we send a sniper up to a nearby rooftop to pop a few heads, show them who controlls who."
The executive speaks up, "I have to say, you men will have to decide for yourselves, I abstain."
The vote for the sniper passes.
One of them presses a button by his chair and an assistant comes in.
"Yes, sir?"
"Order one of our sniper school trainees to get up here immediately."
"Yes, sir."
She walks out and a few minutes later, a young man of about twenty walks in. He seems awed by the fact that he was invited to the meeting.
"Yes, sirs? What is it you want?'
"We have an important mission for you. How would you like to take out one of those dirty rebels down there?"
"Seriously, sir?"
"You bet."
"I'd love to!"
"Well, then get on that rooftop ASAP and pop a skull for your nation."
"Yes, sir!"
The sniper runs out, ecstatic that he is allowed the honor of serving his nation in any way possible.
"Well, now that that's done... What's next? Ah, yes, the budget deficit- Johnson, what the hell are you doing?"
"I've waited patiently while you damned idiots kept running everything, but this is the final straw! Don't you understand... We're dead, all dead!"
"He's insane!"
"Maybe, maybe, but I've got the button and you can't do anything!"
He pull out a remote from his pocket and a handgun from the other. The guards raise their rifles, but hesitate.
The leaders' eyes widen, as they realize what the remote is for.
"Hold your fire!"
"Now then, I'm taking out that bastard Kelosk and his damned city too!"
He presses the top button and yells "LAUNCH THE MISSILE! You are too late now!" He fires the gun at the nearest gaurd and attempts to run. The doors seal shut at a voice command and he is trapped. A split second later, his body is ridden with lead.
"Johnson... What happened to him?"
The executive realized what had just happened.
"Men, we have just launched a missile... Capable of destroying a city, at Kelosk... How the hell are we going to explain this to the high leader?!"
"Well... Maybe he'll be happy. He did say he hated that city and its founder."
"But you don't realize... We're only a few miles from the border of Kelosk... The shockwave."
Panic spreads like wildfire as the leaders try to get out the doors. They won't budge.
A voice comes in on the intercom "Haha... How the mighty have fallen. I hope you have a fun time dying."
