Naorian Parliament has given the Emperor the go-ahead to begin settlement of a second Pacific island located nearby the main Naorian island of Naowi. The island, named Kyukatori, will have an estimated 25,000 inhabitants by the end of this year. The settlers will be employed in jobs such as farming, logging, and mining. The Eastern side of the island is inhabited by a tribe of cannibal natives, but they have agreed to let the Emperor colonise the island in exchange for metal goods and tools.
Within three years, the Emperor hopes to negotiate the settlement of six other much smaller islands in the Southern Pacific, all surrounding Naowi
