Government collapses into anarchy

Widespread reaction to the situation in Svea Riga has galvanised political dissidents in Xikuang. Rumours that the Svea Rigan government provided covert assistance and funding to the Guo Leng occupation are gaining in currency and credibility, and the people are increasingly calling for more direct action on the part of the Xikuangese government. Attention is drawn to Zhaxizong region locality council chair and known military advocate Jye Choden, who powerfully denounces the Svea Rigan government, declaring it an enemy of Xikuang and a threat to Aperin and all CACE nations, as well as the non-military policy in place and advocated by the current Elected General Council.

"It is not the Svea Rigan people who are are our enemy." Jye declared in a public statement delivered in the Capital City of Lhijir. "It is the corrupt and evil government that has seized power without the people's consent, and which now terrorises them in their homes and murders them in the street. It is a government that uses nuclear weapons in response to attacks from territories it occupies, while its citizens increasingly cry out against that very occupation. And now it is revealed that this government approved so much as to support with money and provision of arms a regime of oppression and terror in Xikuang that none of us will ever forget. Now that we are free, how can we stand by and let that government remain in power? Svea Riga's people must be liberated from this tyrannical and evil regime and we, Aperin and the CACE, have to stand up for them against this threat at our very doorstep."

Jye further denounced Xikuang's demilitarised policy. While agreeing that it was the right step to take in the days immediately following the Restoration, when the economy was completely imploded and the people of Xikuang could barely scrape together the necessary resources to feed and clothe themselves, he argues that it is time to reconsider that policy. "At present we have the means to develop and maintain a reasonably strong military, and that's largely because the CACE nations not only pulled together and provided aid to us when we needed it, but they helped us to develop and strengthen our economy. We can't expect Celdonia and Anhierarch to bail us out any time anyone threatens us, and we have a duty to back the CACE when it generally is threatened or any one member is threatened, with military as well as humanitarian aid. Hiding behind our allies isn't good enough. We must stand beside them."

The Elected General Council is itself divided, and pressure is increasingly being put upon them to change military policy and exert further pressure in the CACE towards backing the SFP against the Svea Rigan government. Regional councils have been making preliminary steps towards organising people ready and willing to engage in military service.

Dr. Xu continues to uphold Xikuangese demilitarisation. "Any military we could organise would be worse than pointless." she says. "We cannot possibly contribute anything that would bring the CACE up to the military might of organisations such as NATO, and should we backpedal on our current policy now and start building a military, it is highly likely that other nations, particularly WBO and SATO nations, will view that as a CACE move to increase military. It would send entirely the wrong message to the international community, it would serve to perpetuate the falsehood that the CACE is a military organisation, and it would only make us a target for warmongers who would rightly perceive us as vulnerable in the initial stages. We have too to consider the extremely delicate political situation that the Svea Riga crisis creates. The council is unanimous on that something must be done. But this is the time to exert diplomatic pressure, not go in waving guns. That would be sheer lunacy."

A statement one way or the other on the Svea Riga question has yet to be formalised.

That resolution for "the furtherment of democracy", by establishing that space programme, must have boosted both our Political Freedoms that extra nudge to make it "high". I don't RP spiralling into chaos though, I can just play it off in my sceme of being more lefty now. :wink:

Should our dear comrades in the Most Serene Republic need any form of assistance, excepting volounteer military units for internal policing, we are willing to contribute in any form the people of Xikuang could need.

With the government system in disarray, locality councils are increasingly taking resource distribution into their own hands, and several have banded together to form what they call the Security Collective Assembly (SCA). In response to concerns for the well being of citizens living in particularly removed affected areas where basic resources are scarce, what of the government is still functioning has reallocated federal resources previously earmarked for education to bolster health and social services in those areas. As an unfortunate consequence a growing number of small, rural schools are being forced into closure, their students taken in by larger schools in more populated areas. Crowding has become an issue for some, but even more of a problem is the physical transportation of the students, many of whom must now travel considerable distance to reach their schools, and many parents are simply pulling their children out.

"Education is an important basic need and a basic right of all our citizens." said Draghne Lokesh, Elected General Councillor and Chair of the Elected General Committee for Education. "But our commitment to the health and welfare of the people is absolute. We cannot let these people fall through the cracks this situation has created."

In associated news, 34 children between the ages of six and fourteen were stranded for several hours in temperatures only a few degrees above freezing in the mountains of Zhin-Dao yesterday when the bus carrying them ran out of fuel between destinations. The area was not covered by any mobile telecommunications network, and the bus was not equipped with a radio. With no way to contact anybody, the driver was obliged to walk approximately 19 miles to get help. It was reported that the bus had not been refuelled as normally because no fuel was available, it having been diverted by locality managers into another project.

"The way the children handled the situation was amazing." said Zhiir Sanhe, the driver. "When I returned, I found that those who carried their lunches had pooled all the food they had and distributed it equally. Some of them were sharing their coats with the smaller kids. They were singing songs to keep their spirits up. These children obviously know something these SCA fruitbats have conveniently forgotten."

When asked whether there were plans to move in on SCA-affiliated and independent non-cooperative localities in measures similar to those being proposed in Empire and Tellenic Aperin, the Elected General Council said that they were 'in negotiations' with those concerned and that no show of force was planned.

"We thank our comrades and allies who have expressed their concern and pledged their support. We are determined to keep this an internal affair and to resolve it peacefully." said Dr. Xu.

In a move which has been welcomed by some as the beginning of a new era with Xikuang a real player on the map and regarded as potentially the beginning of a campaign that will tear the nation apart from the inside, the Xikuang Security Colective Assembly (XSCA) formally announced itself as a rival party to the elected councils, rallying behind increasingly popular public figure Jye Choden and called for Elected General Councillor and Chair of the Elected General Committee for National Security Sarekh Djijirin to step down. "This is no time for the committees in charge of the security of the country to be in the hands of a known pacifist." one spokesperson said. Mr. Sarekh has stated that he is not prepared to concede to these demands, and that he will step down as and when democratic process indicates that he should.

Meanwhile, the escalation of economic chaos has left people in Xikuang's more rural areas deeply concerned. With the onset of winter approaching and communities at high elevation already effectively in its grip, there is genuine need for worry as resource distribution and the stability of public commodities such as electricity and water become more and more erratic in these areas. Measures are being taken, both by the government and by offshoot organisations of the SCA, but fears of shortfall run high.

Civil order has been restored in Xikuang at the announcement of a nation-wide emergency series of meetings moving to a vote on the motion to hold an immediate election in the interests of restoring order reflective of the will of the people. The nation is largely shut down as industry and business minimise activity to allow as many people as will to attend and contribute to the debates, at present in the locality town meetings stage.

Resolution in the Most Serene Republic

Full order has been restored as the voting period for the emergency elections in the Most Serene Republic comes to a close. Firm support has been shown towards the established government, in spite of the apparent popularity of the XSCA and Mr. Jye Choden, advocate of reforms in military policy towards militarisation, overwhelming popular support for incumbent Chair of the Elected General Committee for National Security, General Councillor Sarekh Djijirin. Mr. Sarekh was approved by 87% simple majority, and lost to Mr. Jye regionally only by narrow margin in Qabka Province; this was rather unexpected, as Mr. Sarekh has retained his position as Qabka's elected representative to the General Council. If unsuccessful in gaining the Chair, Mr. Jye has succeeded in gaining a place on the EGC for National Security. The unexpected large-scale support for established government is said to reflect increasing popular concern over continued resistance of the productive communities in Empire and Tellenic Aperin, and the fear of further shortfall, especially in light of admonitions offered by the governments of Celdonia and SeOCC, as XSCA diversions of resources, amongst other factors, brought about a serious blow to Xikuang's struggling economy.

There has been considerable change with respect to several provincial and locality councils, particularly in the regions most heavily affected by XSCA activity, but the Elected General Council remains largely the same. Thanh Sangye has stepped down both from his position as Elected General Councillor and Chair of the Elected Committee for Spiritual Affairs, and is replaced in both capacities, as anticipated, by long-favoured candidate Q'ing Lhyijing. Ahn Thi is replaced on the Elected General Council by Khe Quzhie, while retaining her position as Chair of the Elected General Committee for Spiritual Harmony, on which committee Mr. Khe also serves.

The XSCA has been officially disbanded.
