We're looking to aquire 5 custom build hospital ships to aid in foreign and domestic outbreaks and warzones.

Each must have beds to support 2000 patients, and living quarters for a staff of 400 nurses and 300 surgeons.

Since this is a hospital, special considerations have to be taken for the transport of patients, hygiene and fire protection. Elevators should connect each level of the ship to the top deck, and these should be large enough to hold 2 stretchers.
In case of an epidemic each ward must be able to be sealed airtight, which also means special considerations have to be taken when designing the venting system.

Just taking an obsolete carrier and putting in some walls won't do.
All ships must have storage facilities for at least 2 months of seafaring, and the top deck should have at least two helipads.

Any nation who feel up to the task is welcome to send the Valonian ministry of Trade their offer.

Our military is 33.3% devoted to Navy. Mushroomius is isolated from the rest of the world, so this is somewhat necessary.

So, to answer your question, yes, we do have extensive naval manufacturing facilities (namely shipyards).

That would be a pretty good idea. Is your nation big on Navy?

Actually, the ultimate sub (in my opinion) would incorporate not only stealth technology, but also the same technology used in the current Duncan-class to transport aircraft. Talk about a way to disrupt the balance of power... a submarine of that sort could park itself off of someone's coastline and just pick off canals and things like that. Not... that I would ever... consider... any sort of... erm.. course of action... of... that sort.

If we are to endeavor such a goal, I would emphasize these points:
-Silent to all modern forms of underwater detection (sonar).
-Silent to all modern forms of surface detection (phased-array radar, visual contact, infrared)
-Capable of transporting 5 VTOL aircraft, possibly stealth.
