Public purpose of the school: The school for the Advancement of Belem Culture has opened in the foothills of the Trinsic Mountains. the schools purpose is to teach foreigners about Belem civilization and culture and how they can turn there countries into great countries like Belem. The School is privately funded by corporations(OOC: Knight Templar controlled corporations).

Secret Actual Purpose of the school: The School is run by 500 retired Inquisitiors who teach students how to voliently overthrow a nations government. The school is funded by private corporations but basically run by the government through the Knight Templars giving the government plausable deniability about its purpose.

How this effects you: 1) If you are plotting terrorists acts I can give you advice on how to do it with the biggest effect and how not to get your guys caught in the process
2) access to weapons, explosives and special forces level training.
3) if all nations participating agree I can RP all terrorism acts for you using any and all weapons including NBC terrorism if neccesary.

What I ask for in Return: 1) Upon the regime change in the country a government be installed which either supports or is sympathic to Belem ideals and opinions and one who will take no action against Belem. Also Belem will never take action against the said government unless it attacks Belem or openly opposes Belem by supporting an enemy.

Reasons given: No war has touched our lands in nearly 800 years. The Imperial scientists have eliminated most sickness. The ruling family has improved the standard of living for the populace across the board. The crime rate is at 10% nation wide. Almost no air or water polution in major cities. Education systems have an 94% graduation rate. The education standards were not lowered to artificially boost the percentage. It was, in fact, raised.

Harmful pollution is almost nonexistant, and atmospheric filters eliminate what little pollution does exist. All citizens undergo government-paid education through the college level. The college graduation rate of the total population is 98%. Xanthal consistantly has among the highest standards in education of the known universe.

A random poll of students throughout Sizzle has revealed that Sizzle is actually a better place than Belem, Crimmond, and Xanthal. It was shown that 99.5% of Sizzlers "Don't give a damn about how great other nations think they are!" because, as one Sizzler youth boasted "I'll still kick the crap outta one-o'them Xanthal learnd pukes!"

Might I suggest that the Belemese government develope a vague acronym for your "training camp." Statistically speaking, acronyms such as our own uTac are more widely accepted by the world community than the word Terrorist. Also, I wouldn't lay the terms of service on the patron until "their pen hovers the dotted line" so to speak.

Is there any instruction on how to be insane and even more destructive in attacks?

We seek to overthow other governments we want with terrorist acts - not our own. As in bringing elves, blowing themselves up or creating a bunch of chaos, and hopefully try to get them to surrender to us.

However, we want it easier for the enemy government to collapse.

The terrorism that is basically taught is how to make a country collapse by making it impossible for people to go anyplace without being gripped with fear.

one example is putting bombs in public bathrooms where once the toilet is flushed it sets off a reaction and makes it go boom.

They will arrive in non-descript civilian clothes via a range of civilian transport methods. The password they will use to identify themselves is 'Infinite Diversity' although we are sending through full profiles of each individual to allow recognition and collection.

Is this acceptable?

The members of the Brotherhood of BHP arrive in dribs and drabs over a fortnight at multiple camps and begin their training without delay, concentrating on explosives as well as the skills of scoping out a target location, mining it and getting away intact. They insist on numerous practical sessions where they run attacks on mock-up buildings and structures with live ammunition and never seem to lose enthusiasm for their work, though they have little in the way of personality to speak of.
