As part of the long term plans for a greater diversity of thoughts, skills and forms being introduced by our new president Nidien Sebridith, we are proud to announce the first stage, the relaxing of immigration laws and an attractive package of financial incentives to bring in both humans and non-humans. Previously, immigration was only permitted through excessive acheivement subject to Governmental approval, representation by a citizen of Austrin-Ontis in a case brought before the Government or by direct Governmental dictum. This has now ended, and been replaced by an application system in which the individual fills in a number of forms which are reviewed by the newly formed Austrin-Ontis Border Control (AOBC) whihc will have the authority to approve applications.

Also amongst the powers of the AOBC:

Ability to waive the compulsory one years military service
Ability to assign housing to Immigrants from new government constructions
Ability to assign Immigrants to jobs of their choosing upon entry
Ability to request facilities to house distinctly non-human races in comfort

New citizens will still have to go through a number of security checks, but they are in no way as invasive as the previous versions. Very welcome. As stated above the offer is primarily aimed at non-humans but still remains open to humans also. In the case of humans with non-standard abilities (such as telepathic ability) they would be considered within the first priority for acceptance.

Citizens have guaranteed employment and enjoy the benefit of a continously updated grading skill testing system which allows those suited for the best roles to rapidly accelerate to them and remain within them. Our medical care is extremely advanced, one of the best in the world and unlike many nations we have an organ excess which allows surgeries to be completed quickly and with minimum waiting time. Automated systems have been continously proved as able to reduce the human error factor and further increase the rate of successful operations. Housing is also guaranteed in the close vicinity of your workplace and other options are also available for those with different preferred home-work patterns. Technological access is undeniable, each home comes equipped with a grid-networked terminal and all houses contain some degree of automation. Citizens will also have access to the latest in maglev trains and electric cars to get to and from work.

We have just had our second ever election, voted for by the people of Austrin-Ontis, which has resulted in a elven president, Nidien Sebridith who will preside over AO for the next three years.

It cannot be denied that our civil and political rights are somewhat less than some other nations. Excellent. I was rather hoping that someone would ask this because I had noticed it may have been a point of confusion. These are our reasons:

i) As stated above, we have recently Inaugurated a new President, Nidien Sebridith. She is an elf and very much objected to our former humanocentric policies as well as our fascist immigration procedures. This is her initiative designed to correct the damage of the past by building an overall more diverse national makeup.

ii) Different species as well as being physically different, act and think differently too. These differences, properly recognised, are an advantage unto themselves and one that can yield results that would not be possible with a mono-species nation. We aim to analyse and utilise new species so that while they can do the best for themselves here, we too can benefit from their presence.

There are no motives besides these ones.

How much for a modest population of Thri-kreen? I find them most curious and believe they could be a worthwhile part of our new multi-cultural attitude. We are willing to negotitiate in trade arrangements or other terms if good will or simple resource are not acceptable.

We shall take it under advisement and conduct our own series of tests to determine the sentience of the Thri-kreen upon their arrival. If they are found to be sentient then we shall begin the cultural bridging process necessary for integration. If the results are unsuccessful then a reservation may not be entirely out of the question.

We later discovered several dead specimens and we were able to retrieve enough genetic material to attempt cloning. They are sentient, and the clones have been able to learn english or other terran languages as well.

They are a very interesting species - tri-lateral symetry (2ish heads, 3 arms, 4 legs) and a limited hive structure. The picture is of a drone, but the master looks similar, if thinner and more 'poised'. Each master produces from 6-12 drones, depending on it's needs. Given the needed materials, it simply deposits a particular secretion on them, which absorbs them and forms them into a drone. This takes about a year, but they generally start the process within a year of birth.

They appear to be genderless - though we cannot say that may not change. The drones are incredibly strong, and can follow very complex instructions from their master.

As far as we can tell, they can live for quite some time. Our encounter was with one who claimed to have been alive for 10,000+ years. This may be a result of their native technology, or it could be natural. This remains to be seen, as the first clones in the Republic are now 15 years old.

The Cloning will take place in an isolated scientific research facility in the northern Calesquen mountains known as Alitar Academy, primarily used for the study of potentially dangerous vectors and orgamisms. There are extensive subterrenean cloning facilities connected to the facility as well as a series of executive suites normally used for visiting governmental officials whihc will be placed at the disposal of the scientific team.

We are fortunate in that this area of the Calesquen Mountains is known for numerous unusual events and strange sightings, alllowing us to contain operations like this deep within the affected area and provide an excellent cover story if something goes wrong. We are not entirely inadept at dealing with hostile organisms possessing significant natural abilities but we concur that a creature of the type you describe would not be useful as part of our greater current movement towards sentient non-human involvement in society. The ability to study another psionic creature would be useful for an unrelated project though, ever we strive to understand the intricacies of the human, and the non-human mind.

A worthwhile and appreciated offer, and one we are happy to accept.
