a terrible sorrow....

Sumer, Southern Cirdanistan
Sonya Alexandrovna had just come off a spell of duty as a Revolutionary Guard lieutenant. Now she waited otuside the Karl Marx Primairy School, eager to pick up her seven year old son Mikhail. The doors, set in the rockface, opened and the children came pouring out towards eager parents....then suddenly, a huge, obscene, shocking blast of orange, erupted outwards from the groud at the school's gates, a deafening blast of hot air, the ground shaking...Irina's recently honed reflexes stood he rin good stead as she remianed standing throughout. But when she cleared here eyes of afterimages, what she saw appaled her.... the concrete pavement ripped up, the school doors blasted into oblivion, blood and bodies littering the wreckage, alone child-a girl-miraculously spared and crying in the middle of it all....she rushed forwards before she even knew what she was doing, but there lay Mikhail's barely recognizable body....she was oblivious to her own screams.
Cirdani News Channel broadcast
"This is Kali Devnastraya, for the CNC. Less than two hours ago, a huge bomb blew up the entrance to the Karl Marx Primairy School in Sumer, leaving more than fifty children between the ages of six and ten and several adults dead, and many more injured. The Revolutionary Guard have cordoned off the blast area and police forensic officers have begun their investigation. We have recently received a tape claiming responsability..."

"This is the General of the Free Market Brigade. We have just blown up a primairy school in Sumer, which bears the name of a great criminal. Our goal is to chase the revolting, disgusting Proletarians away from their evil communist system and into their rightful place through the use of terror. Proletarians, submit to your God-given bourgeois masters or we shall continue!"
*scene shifts back to anchorperson*
"In related news, we have just received a speech by hardline leader Andreï Illyich Gorovdine, calling for the arrest of all capitalists in the country and the execution of ten of them in reprisal for each casualty of the Free Market brigade's campaign of terror."

SeOCC sends our sincere condolences to the people of Cirdanistan for their loss; violence of all kinds is deplorable, and the quick death of an explosion is as deplorable of the slow death of poverty. Whatever aid we can offer in the tracking of these criminals is available from the MSA at a moment's notice.

However, we cannot say we endorse this kind of response:

"In related news, we have just received a speech by hardline leader Andreï Illyich Gorovdine, calling for the arrest of all capitalists in the country and the execution of ten of them in reprisal for each casualty of the Free Market brigade's campaign of terror."

There was a time when SeOCC moved itself to the brink of war several times to prevent citizens from being discriminated against for their ideology, be it capitalist or communist. We are confident that Cirdanistan's government will not succumb to such base demands and will see the value of preserving the freedom of all people to believe what they feel is true. We condemn the demands of Mr. Gorovdine and aks him to mind what happens to those that fight monsters.

We thank our comrades in SeoCC for their kind offer of aid. Also, we'd like to remind them (and the world) that we cannot see how Comrade Gorovdine could possibly find a sufficient majority in the Supreme Revolutionnary Council to pass such a piece of outright stupid and heinous legislation, although we fear that the actions of the Free Market Brigade might increase the popularity of such hardline politicians.

Wreckage of Karl Marx Primairy School, Sumer, Southern Cirdanistan
Principal Inspector Samuel Hecht turned irritably to face the new demand on his time. He glowered down at the small agent before him. all i need....a timid rookie! at least it's not a journalist...
"Well, speak up!"
she stammered back at her wrathful superior "s..Sir, it's definately...C-4..chemical anlysis p..positive, sir."
"Well then? what are you waiting for? get a team searching for how it could have entered the country!DO I HAVE TO DO ALL THE WORK HERE?!?"
The agent before him ran off towards the car with the long-distance radio.

Well, i am just amazed... per definition, capitalists kill by exploitation, by using surplus value for their own rather than for the common good, by preferring profit to the environment etc etc.

Now, to see so called 'capitalists' playing terrorists in armani suits is just... ummm... ridiculous? (Right- wingers playing terrorist, although not in armani suits, would be far more realistic, imho...)

In a socialist nation, there are no capitalists, at least not to my knowledge... the pressure comes from outside and more subt... umm, no, not more subtle *remembers McCarthy*, my mistake...

Well, go on, i still enjoyed the laugh :P

The thoughts of the people of Knootoss are with the victims of this henious crime. The council of ministers has taken into account one minute of silence before the start of the friday council meeting to remember the victims.

We strongly condemn the actions of the Free Market Brigade and they have been added to the AIVD list of terrorist organisations. Terrorism, for whatever goal, is always wrong. If the Cirdanistani government needs any kind of assistance from the Democratic Republic, it will be given. If needed Knootian intelligence will assist with investigations into the Free Market Brigade.

Let it also be known that the Ruud Lubbers of the SATO directorate of compassionate relief is prepared to send aid and compensation to the families of the victims if this is approved by the Cirdanistani government. I am sure that this attack shocks the peoples of all of the South Atlantic Treaty Organisation.

OOC: I agree with what Angsty said though. People in Armani suits resorting to terrorism isn't very likely. Us Evil Captialists use other means. Not "subtle", I think Angsty was looking for the word "devious". Blowing up schools really isn't going to convince anyone don't you think? Which leads us to suspect your government. :P If you want to RP capitalists undermining your nation I am sure we could give you some pointers... it's all about explointing human weaknesses such as greed, lust for power and corruptability. >insert evil cackle here<

[OOC:firstly, these are true terrorists, as in that they believe that they can litteraly terrorize people into bowing to their will, like both sides did with their strategic bombing campaigns in WWII.
Secondly, the Armani suit-if you think Al Qaeda operatives dress like Osama Ben Laden, you're in for a shock. The Free Market Brigade's leader dressed in an Armani suit because it symbolizes the capitalistic bourgeoisie.
Thirdly-now, can we get back on track and stop the OOCs?]
Ic:

we would very much appreciate the assistance of our comrades and allies of SeoCC, whose experience in these matters greatly trumps ours.As of now, our only lead is that the explosive used must have been smugled into the country; hopefully, if we track down how this was done we may cut off the terrorists' supply chain.
Comrade Li Huan-Si, Praesident of the Interior

We thank our esteemed Xikuangese allies for their kind words, and their offer of aid. If i may be so bold and get down to practical details, is there any way we might track possible illegal transit of explosives through across the border we share?

Airstrip outside New Grey Havens, Central Cirdanistan

John Smith, the Praesident of Economics, stepped quietly out of the small transport that had flown him back to the capital. The Chairman wanted the Praesidium to drop their tasks and show up togethe rin the wake of the recent bombing. There were no bodyguards, and no crowds waiting for him. In fact, in addition to Smith and his staff, there were even a few "ordinairy" passengers. The arrival of Comrade Smith back in the capital had passed virtually unnoticed, just another piece of minor news unheard because of the terror attack. But wirtually must have been the keyword here, because as Smith's foot touched the lowest rung of the ladder two shots rung out from a window in the mountainside, and Comrade Smith collapsed. The shooter got off easily while the airplane's passengers scattered in panic; no precautions had been taken against asssinations.

HQ of the newly set up Anti-Terrorist investigation cell, Sumer, Southern Cirdanistan

Samuel Hecht was going through the reports on his desk; he ha donly just come on shift and was already seriously dissapointed by what had turne dup while he was away.
are they working at a snail's pace???
The interphone on his desk beeped, and an aide's voice said: "Sir, we've got a report just in from a New Grey Havens post-office. They may have found us a lead."
The Principal Inspector had the call passed on; as he heard the postal worker reporting details, his face took on a new look of excitement as he joted down notes.
a good thing we didn't make all we had found out public...they have it again....and now we can trace back along the trail....
He turned to his computer, and started a search on a string of stamp serial numbers. Purchased in seven different places-as i expected from the postmarks, anyway, he thought-using ERCs for five different citizens. He checked on the buyers, then started a deep search on a young woman's dossier, from a hunch. It turned up nearly blank- many details he would have expected were'nt there. He did the same for the other four-all were the same.Fakes-plants, he thought bitterly They've managed to plant fucking fake citizens in our computers!not in depth, at least-but still!. He began to furiously draft a report, barely pausing to order a message sent for a bomb squad to deal with the synchronized mail bombs.

We have recently found out that someone, in support of the Free Market Birgade or else the Birgade themselves, have succeeded in pirating the government networks to allow the terrorists to make purchases under the names of non-existent citizens. Given you're nations great skill and experience in this domain, we would like to ask wether you could spare some personnel to track down those who have hacked our system.
Sincerely,
Comrade Li Huan-Si, Praesident of the Interior.

We wish to express our sympathy and sincere condolences to the Cirdani people over this horrendous attack. We will offer our assistance in any investigations.

Greetings--

This crime having been committed so soon after the recent terrorist attack on the school, we consider it a possibility that the events may be linked. It may be the case that other members of your government are in danger. Things in Xikuang may not being exactly stable at the moment, but conditions here are not dangerous. Our borders are open to Cirdani citizens you believe to be under threat.

The first words of the head MSA investigator, whose name I must withold for security reasons, were: 'Not again.'

The MSA has been stretched beyond ordinary limits for several years now; the MoE had to approve emergency funds two years ago to increase the MSA's size, and again last year to cover over two million in overtime pay. Several offices now have onsight bunkrooms for those who cannot find the time to commute, and coffee purchases, always a key indicator, have risen five times in the last year. Between Svea Riga, Skargarden, the Volunteer Army, Al Nydia and now Cirdan, MSA officers travel more than even the MFA.

Which has all combined to create a unique atmosphere of exhaustion, desperation, and most importantly, determination.

With five nations in Aperin now facing either serious unrest or outright rebellion the MSA's mission in Cirdan is critical. Terror tactics, attacks that strike at civillian and political targets, tend to get results; not always the results intended, but still they get results. People tend to accept any kind of change if it means people stop dying, especially if they're convinced they're on the chopping block next. The fear isn't that capitalism will return to Cirdanistan, no one follows the people that just butchered their children, but the worry is that the Cirdanis will start demanding the government listen to the terrorist demands. Or worse, the government will realign itself to deflect the wrath of their enemies entirely.

Which is what makes this situation worth a, 'Not again.' A year ago this same team was in Al Nydia, desperately attempting to find the source of an attempted nuclear attack against SeOCC, at attack that, if we survived it, would have probably seen the current government toppled for making us those kind of enemies. In fact, the two investigations have so much in common it borders on creepy.

Both feature terrorists that emerged out of the blue. Both feature attacks without a clear origin, and both have no leads whatsoever. Regardless, people are going to be expecting results and quickly; the presence of foreign investigators, espcially those with a reputation, will only raise expectations. Which is what makes this situation all the worse.

News Report
Department Of The Interior Annoucnes Creation Of Two State-wide Police Units

The Praesident of the Interior, Comrade Li Huan-Si, today announced the formation of a Special Protection Service and Flying Squad within the Cirdani police.

The SPS will be tasked with the "close protection of potential terrorist assasination targets", while the Flying Squad will have State-wide responsibilities in order to "fight serious organized crime threatening the entirety of the People's Republic." Both will be created using volunteers from existing police units, which will be soon replace din their original outfits by the many new recruits following the recent police recruitment drive, and both will be armed at all times during duty, a first for a civillian police force in Cirdanistan.

This move is believed to be a response to the recent terrorist bombing of a primairy school in the southern city of Sumer, and the probably linked assasination of Comrade Smith, the Praesident of Economics who will likely be remembered as the man who presided over Cirdanistan's greatets period of economic growth.

The ship turned into the fjord, following instructions from the port's smart navigation beacons. Already the Hover-lighters were zooming towards her, ready to swarm around her and offload the 35,000 metric tons of Anhierarchi grain she carried.... but as she neared the depth limit for such a large ship, something happened. She appeared to bump on something, and a second later the hover-lighter crews heard a chain of explosions. Then she began to sink, clearly shipping water fast, while a handful of figures dived over the railings. She didn't sink totally, of course: she hit the bottom before being totally submerged, but only a few meters of her hull were above the waves, and smoke came from her superstructures. Despite determined efforts, precious little of her cargo and only about half the crew could be saved. The sailors were befuddled, but the first mate laid the blame on a new crewman who had jumped ship the day before, and gave his description to the authorities.

Within a few hours, the bombing was at the head of the afternoon news and the Free Market Brigade had claimed it's third attack. While the material losses could be replaced, and the death count was dwarfed by the Karl Marx Primairy School bombing, nobody wanted to contemplate the symbolic effect on a country massively dependant on imports for it's food supply.

The man walked out of the Hall of the Revolution, just as his shift there had ended, and just before the Praesidium met. He walked to his waiting wife. He apparently hugged her, though the umbrella she was carrying against the day's rain hid him from the Revolutionary Guardsmen on duty. Suddenly he tore himself away from his wife's arms, and sprinted back into the building, telling the guards he had forgotten an important memo. They nodded and let him pass without security checks-they knew him well, and besides, what harmful item could a hug with his wife enabled him to pick up?

But once he was in his office-adjacent to the Augusto Cesar Sandino conference room where the Praesidium held its meetings- he moved fast: first, he dialed the code-lock on his briefcase to a specific number combination; it didn't open, but he didn't seem to mind, instead looking satisfied and quickly proping it against the wall. Then he grabbed the empty briefcase he had stored in the office the day before, ran out shouting "i've got it!" to the guards, and gave his wife a quick squeeze. Then they both began walking away rapidly-but not to fast-from the Hall of the Revolution.

The Praesident of Science and Education stood aside to let the Chairman cross the door as he held it open. "So, about the funds for the ESF project...."
"You"ll have them, Jorgen, but you'll have to wait...the military is a bigger priority right n..." The Chairman didn't finish his sentnece, as a kilogram of pure semtex exploded the far wall of the conference room.
Dust, a wall of fire, shock...blood.Darkness....

Comrade Tesman, the Praesident of Science and Education was killed, and our Chairman, comrade Dharix, left injured by a bomb in the Hall of the Revolution yesterday evening...the Flying Squad believe they have a lead....
