This afternoon the Californian President passed a motion in congress today to petition the Eternal Noldorin Empire of Menelmacar for the rights to the overseas military bases owned by the former United States of America. If a deal is reached the United States of Sovereign California, will be able to bolster its current armed forces to three-fold by the next fiscal year.
Sandra M. Devnostræva. President,
United States of Sovereign California.

I'm curious why we'd give up those bases, and what we could possibly stand to gain from doing so.

Just so you know, Atlantean Republics is one of my newer nations and don't feel like switching over to California & Alaska...
Well... I will be willing to settle for some of the bases as I am positive that you won't give them all up... Needless to say I have been needing to bring Belgium, N. Ireland, and Scotland (all territories of California) into California as states... and one of the more intriguing bases that I wanted was Gibraltar. :)

Needless to say I need bases to spread my forces out... I have an armed forces totalling in at 61,850,000 armed personnel, having them all based in the mainland is kind of redundant since I only need at least half of that number to defend continental California.
Needless to say that California has called in a peace-time draft not too long ago... which means that the USSC has another fifteen million troops in training, I would at least appreciate the Philippines or some of the Pacific bases since those are out of your reach.

None of them are out of our reach. :)

OOC: Btw, why does Menelmacar claim America, anyways? Shouldn't that Noldorin Empire be located in Valinor, not America..?

Would you rather have us claiming more territory in North America... or going for territory elsewhere?

I'll tell you what. There are some devices we require, located within the NORAD base at Mount Cheyenne, in Colorado. Give us access to remove them, and we'll let you refuel your ships at our overseas bases.

I wouldn't recomend Europe, Synchronized and their "protectorates" and Tordor and the Central European pact have turned Europe, the middle east and North africa into two armed camps in a cold war that makes the Cold war between the US and the Soviet Union pale in comparsion.

Excellent. I'll send a ship for the equipment shortly. Keep in mind that we retain the ownership of the bases, you simply have rights to dock and refuel your ships there.

A few hours later, deep in Cheyenne Mountain...
"Menelmacari, here? Why?" asked the guard at the entrance.
"We're here to make a pickup," said the lead Mornahossë of the Menelmacari group. "It's all cleared by Devnostræva. Do you know where section fourteen is?" She showed the appropriate documents, the guard looked them over.
"Everything seems to be in order... Yeah, it's down that way... the President gave you the old SGC stuff?"
"Apparently," said the Mornahossë.
"Well, it's just taking up space here. We had no idea how to use any of it. Maddox moved all the files to Washington before the war... so I suppose you've got those too."
"I'm not at liberty to answer that..." the Mornahossë replied. She gaped as they entered the room... there it was. Covered in dust, sure, from a century of disuse, but... there it was all the same. Round, grey, ancient... glorious.
The Stargate.
Various other equipment relating to it, and acquired via trips through it, was also scattered about.
The Mornahossë grinned. "All right, boys, pack it all up."

I'M in Central Europe! The region may be Western Europe, but still, I wouldn't call Poland 'Western Europe'.

Belgium is claimed by me, so you can have the former US base in Kleinebrogel if you want
