NATO Head Council Meeting

OOC Note: This conference is behind closed doors in a secret section of one NATO country. If you read this, this is OOC knowledge. It only pertains to the NATO Head Council. Thank you, have a good day.

Victor sat patiently at the head of the conference table. All the member nation's representatives were there, Haraki, Derieties, Celack, Sigma Octavus, and Ruhr. Chancellor Victor Firestorm took the oppurtunity to begin the meeting.

"Welcome everyone, once again to the NATO Headquarters. I would like to note we have finally completed NATO Tower in Coriella. This was a great achievement of our nations. What is next is discussing the terms for the next years to come." Victor smiled and looked around the room.

"Well, we have a lot on our agenda today. First, the overall stance on wether or not to begin recruitment. Second, discussion of a standing force. Third, setting taxes on military goods between nations. Fourth, an NATO Space station. And after that, it will be time to start open discussion."

(OOC: you all in NATO understand the plan. Haraki, you start it shortly, please.)

"Well, let us begin. Bringing issue one to the the hearing. Ruhr would like to see NATO begin recruitment of not only older, powerful nations but smaller nations which can serve as the backbone of our general economy. Right now, we average about 33,000 Stuka a year (Roughly 35,000 US). While that is very respectable, we can do better. If we keep opening outside channels and allowing our companies to gather more materiels for cheap, we can both become self-sufficient and enlarge our overall exports. Ruhr is in favor of this."

Prime minsiter tuesat sat at the table.....the second nato conference in a month. The last one in his country was poorly attended. He listened to the proposal

He couldn't shake the feeling some of the people didn't like him.......he was the last of the original members to stop the civil war in Haraki. He had the terrorists come from his country.

Empress Katarina sat there, thinking. "this is the first NATO conference i've ever attended, and the only NATO conference Derieties has attended in a long while. I hope I dont screw things up."

"recruiting? that cant be too bad to agree to."

Katarina: Derieties agrees that recruitment would be a good idea, and that it would have favorable effects for all of the senior NATO members. We do, however, think that a council of senior NATO members should be formed, just something to distinguish them from the newest of nations. A nation could earn senior status after, say, ten to twenty years of membership, with approval by 2/3 of the senior nations.

OOC: Might I point out this quality phrase at the top of the page:

The five head council nations. Thus, it would appear, the 'NATO Head Council Meeting' thread is for the NATO Head COuncill, which means only the people from the NATO Head COuncil (The five nations mentioned above) are there.

The SO delegate stands up. "I think that we should let smaller nations in, but still allow large powerful nations to join. That way, the little nations can feel safe."

On recruitment, I say we let any nation in, regardless of size, but we have a thorough background done on each and every nation that applies. Histories of warmongering, WMD-selling and other such misdemeanors would lower their chances of being approved."

"Jono Land for some reason seems to bear a grudge against me and my nation," Jaime said in an off-handed way. "He started a pact against me, that is no threat to Haraki alone, let alone the multitude of allies it packs. North Korea seems to be the only actual threat to NATO."

"It has recently come to my - And Victor's - attention that Celack and Derieties seem to start an unusual amount of wars, compared to the rest of NATO. They always seem eager to enter a fight, as opposed to the rest of NATO, who only steps in when there is no further option."

Might I remind you all that Derieties was the reason for roughly 10,000 Ruhrian Soldiers dying in combat in the Melkor Wars, while Derieties soldiers did nothing. My forces fought while his 'defended'. Not only did this cause great discomfort with his decisions, but his responsibilities."

"North Korea directly attacked Ruhr. Where was Celack? No where to be found! No aide, no troops, no nothing! While you sat and idled, Ruhrian, Oglethorpian, Alvarezistani, Li Tania, Coriella, Sigma Octavus, White Tundran, and Harakin troops were bravely fighting. Even Derieties sent several thousand troops! Right now, it is a success! Yet you decided not to participate!"

Tuesat sat down thinking about the fact that NK attacked ruhr. He was going to fire that diplomat.

I only entered one war that did not concer NATO and that was WWV because Drum Gods kille my diplomats. I helped both of you in your times of need and this...this is how you repay me?????? If this is what NATO has come too I want no part of it. I am resigning."

Tuesat walked out of the room.

Jaime closed his eyes, leaning back in his chair. "I had hoped that could have gone better, Victor..." he said quietly.

He opened his eyes again to look at Katarina from Derities.

I just hope she's more reasonable.

The Sigma Octavian delegate spoke, "I also vote for it."

Victor rose, and then called the guards in. "It is now known that Derieties and Celack are no longer on the Head Council. Their positions will be replaced and the meeting will continue. You are now regular members of NATO until we see your actions are commendable. If they are not, you are to pay fines administered by NATO Head Council or face expulsion. Have a good day, gentlemen." Victor turned to the guards, "Escort them to their transports."

I.C. Tuesat got into hsi helicopter and wept. He thoguth these men were his comrades but since he had an incompetent diplomats they lept upon his liek a wolf upon a steak.

OOC: I would continue, but I do not know what Sigma will say about this section. I think temporarily we should also appoint Alvarezistan as a junior member to the board, because when we go under reformation one of us will take general Secretary General. We need that board to sit there and vote, and that secretary general would only put in his input and veto on certain matters.

Edit: The Secretary General would be more or less the president. Generally deciding how much force is needed, and setting up plans of action. He basically is in charge at the meetings, and most of the time will voice his opinion but have no vote. He has the right to Veto though in a check and balance set-up.

Two delegates from the countries were fetched, upon their arrival the meting will continue.

Jack heard the news from his secretary that Coreillia had been apointed to the NATO Head Council. He was shocked, but very glad of this. He walked out his office door, grabbed his coat off the hook outside his door, and walked towards the stairs.

He quickly travelled up the stairs going to the roof, to take off in the Black hawk helicopter assigned to him.

When he got to the top the Marine pilots had the chopper running, he ran towards the chopper and climbed in.

The chopper quickly took off towards the NATO HQ in Solo City.

Jack watched as the chopper approached to land on top of the NATO Building. Jack picked up the radio mic, and called into the building.

"This is President Jack Bush, we are just about to land. I should reach the meeting room within the next 5 minutes. Thank you very much Over and Out."

The chopper landed, and Jack hopped out, and walked towards the entrance to the stairway that led into the building.

He nodded his head at a armed guard at the entrance.

Jack was about halfway down the stairway when his cell phone rang. He grabbed his phone off hsi belt, and clicked send. "Hello, President Jack Bush speaking...."

Only a few important people knew how to reach his phone directly.

As the guards come up and take Katarina's arms to escort her out, she glares at them, and they fall unconcious. Turning, she seems to gain a presence, dark and powerful (ooc: think galadriel in LOTR when she is offered the ring. scariness). She begins to yell. "You blame ME for my fathers mistakes?" she shouts in their direction. "You evict our great nation, one of the founders of this alliance, from the head council? I shall go, and I shall even leave you your lives, but let it be known that we shall no longer be an ally of NATO, nay, you may now count me among your greatest of enemys. Goodbye, for the next time you see me shall be your last"

Jack was shocked, a civil war in Ruhr. He would have to look into it for sure.

4:41 PM OST: Oglethorpia City, Oglethorpia

Paul Baker got up out of his office and headed for Newell's: two doors down on the right, the text on the shrouded window reading 'FOREIGN RELATIONS BUREAU' and below it 'GORDON NEWELL.'
"Newell - got some news for you," said Minister of Information Paul Baker, just outside the doorjam of the dark mahogany-sided office with it's offwhite walls.

"What is it, Baker?" Newell asked, looking up from his large wooden desk.
"NATO message," he said, walking into the office and handing him the folded sheet of paper.
"Thanks," Gordon Newell said as he began to unfold the message.
"No problem," Baker mentioned as he left the office.
"Hmmm," he said, scanning over the message detailing Oglethorpia's admittance into the NATO head council.

"Baker - while you're at it, fetch Darrel Higgenbottom. He's to represent Oglethorpia at the NATO meeting; i'll arrange for him the flight to Coreillia," Newell said, picking up his phone and dialing.
"Will do," Baker replied.
"Thanks again."

Soon Higgenbottom had entered Newell's office, taking a seat on the wall that faced Newell's desk. Darren Higgenbottom was a man 6 ft 2 in stature, cleanshaven with nondescript brown hair, wearing a dark-brown suit and a red tie.
"Mr. Higgenbottom," Newell began. "Your first Foreign Relations Bureau business. An important one, I might add."
"Yes, sir," Higgenbottom replied.
"I assume Baker detailed you on what's going on?"
"Yes, sir."
"Ah, yes. Well, i'm sure you'll do Oglethorpia proud," he said, scanning over the young gentleman, 27 years in age. "Right, now there's a car outside that'll take you to the airport, drive you out to the tarmac, and to the waiting business jet."
"Noted."
"Good luck," Newell said with a slight smile.

Soon Higgenbottom had arrived in Coreillia and the appropriate officials driven him to the NATO Building. Higgenbottom had to remind himself that he was there for a meeting, taken aback by the granduer and beauty of the NATO hq in Coreillia.

Higgenbottom entered the meeting room, taking the appropriate seat, ready to introduce himself when called upon.

Jack hung up after saying good bye to Tuesat. He was troubled by that message.

He ran down the remaining stairs, and quickly found an elevator on the top floor. He walked into the elevator, and pressed the -8 button, that led to the meeting room.

After a 5 minute wait in the elevator with, fortunatly two stops, one for somebody to get on, then get off again at a few floors down.

He walked to the guards, and showed his identification and walked in.

"Hello, Thank you for allowing Coreillia a spot on the NATO Head Council. As you know, I am President Jack Bush, and am very honoured by this position."

He reached out his hand to shake the Head Council delegates hands.

"Welcome to the meeting, Gentlemen. I am happy to announce that you two are now representatives of your respective nations, which are now Head Council members. Back onto the unscheduled agenda, who will vote for a Head Council Junior member who has no vote but a lot of say and training to fill the position incase an incident like before happens again and the junior member can fill the spot?"

"I would suggest Alvarezistan, as he has proven himself in NATO. He would have my vote."

Jack liked Alvarezistan and thought that they would be a good Junior Head Council member. He hoped that the others agreed.

"A NAP sounds great, it will help us in the long run as well. I think we should get right on that. If we can get a NAP, then for sure he would make an excelland Jr. Head Council Member." Jack thought that while they were talking about Non Agression Pacts, he might as well bring up a case for SCORE. "Another NAP that I hope we can get done is with SCORE, if they do not end up merging with us."

Jack got out of his chair and stood up, he glanced at all the members at the meeting.

"Well, you know my vote for Junior Member, and you shouldn't be surprised about my secretary General nomination. I would like to nominate the delegate of Ruhr for NATO Secretary General. I have full confidence in Ruhr, and I the rest of you do to."

Jack sat down slowly, he had a quick thought that he was veing rather outspoken at his first council meeting, but quickly pushed that idea out of his head.

Jiame chuckeld. "I'm glad you asked. Kijin is one of the smaller nations we discussed about allowing in earlier. They benefit NATO in many ways. One, they aid our economies, and theirs by being in NATO. Second, they provide more strength to NATO, although it is a small amount right now. It grows to be much more later. And, it shows to other small nations that we allow small nations in, giving us a better reputation."
