Only days after the Aperin Central Economic Planning Board (ACEPB) was created, providing the first regional economic coordination institution of its kind, it has already recieved fierce resistance from the more independant aspects of the Empire, Tellenic Aperin and Outer Aperin, whose governments agreed to join the ACEPB and create the Aperin Central Political Body (ACPB). The primary source of conlict is the refusal of many communities organized along synidicalist, communalist or other anarchist-inflected ideologies, to integrate into the planned economy established by the ACEPB.

'The basic issue is of duty,' noted Empire President Daniella Verin. 'These communities exist because of the abundance of their surroundings, they exist near large bodies of fresh water, fertile soil and mineral resources. While these towns, which usually number between 10 and 15 thousand in population, work little to produce much, the cities of our nation suffer under constant shortage. We finally have the economic backing we need to undo those shortages and these towns see their autonomy threatened by our need. They claim to be based on ideas of sharing, of community, but refuse to join any community larger than the bubble they've made. Unfortunately for them their lands fall within our borders, meaning they follow our law.'

Police were dispatched to rogue communities that refused the order to integrate into the planned economy by placing executive control of their means of production under the authority of the Empire Department of Trade and Economics. The purpose was to establish and assert the authority of the government and the ACEPB; the result was less than ideal.

'The state's official statement, and you can quote me on this, is "Oh god damn it."' were the words of Police Chief Edward McMillan as his officers were attacked by a mob of several thousand in the town of Oasis in the southern areas of Empire. All across Empire police forces have come under attack as towns attempt to drive all elements of the Empire government and the ACEPB from their communities.

'This is about our freedom to run our own lives,' stated Julie Leonardis, a council member from Oasis. 'We will not submit to a Cyber-Stalinist regime or the puppets they've chosen to run Empire, a name quite appropriate to this situation. We are being invaded by a power seeking to rape our land and people all to move wealth and power into the cities on the west coast. We will resist and we will not allow them to take our freedom.'

SeOCC, as a major supporter and proponent of the ACEPB, has already begun shifting capital resources into Empire and Tellenic Aperin despite resistance in both nations. An MFA spokesperson stated that the rogue elements would be pacified in the next few weeks as support faded in their communities. The MoE released a statement emphasizing the need of all elements of society to contribute in order for a nation's economy to function, and called for the communities to stand down in order to fulfill their potential to help the urban centers of their nations.

MoI Release: Rebel Towns Release Collective Statement

After several days of intense, though as of yet non-fatal, conflict in the streets of rogue communies across Empire and Tellenic Aperin, a large number of the rebels have called upon the world to demand the nations of the ACEPB respect their claims to their communities.

When a foreign power comes to your home, claims to own your land and your property, demands you work that land or their profit, and in return offers to sell you garbage you do not need, what else is that but imperialism?

The ACEPB is a tool of the corporate planners that run SeOCC, a tool of their need to sink capital into Department III and a place to peddle the wares their subdued urban populations produce. SeOCC itself may as well be capitalist for the way it treats its people. Surrounded on all sides by neo-capitalists and their willing servants we have no choice but to resist.

We, the undersigned representatives, duly elected of our communities, form a Municipal Confederation, expressing our common beliefs in true human freedom, not the canned, packaged and homogonized freedom offered by the ACEPB. When a capitalist makes workers produce more than they need to exist we call it exploiation. When a corporate planner makes a worker produce more than they need to exist in order to feed the urban population of their bloated bureauracracy it is still exploitation. Demand the ACEPB respect our rights, demand they recall they occupation forces which even now force us from our homes, and demand they leave us in the peace we created for ourselves.

Tensions continue to run high in areas secured against rioting as several 'Black Bloc' inspired groups has sprung up and threatened guerilla warfare to drive the ACEPB out. Forces on the scene, though, are confident the situation will defuse itself when the teenagers get bored with playing rebel.

Violence Continues in Rebel Communities, SeOCC Condemns International Support for 'Criminal Action'

The situation in Tellenic Aperin and took a turn for the worse yesterday when coordinated attacks on police barricades swept police control in several towns back to the lines set during the first cessation of forward actions. The continued refusal of the Tellenic Aperin government to authorize immediate use of lethal force against threats has resulted in a disproportionately high police mortaity rate, as yesterday's violence claimed six activists and fourteen police offiers, ten when a satchel charge was detonated under an unarmored transport vehicle.

Empire's police has been more succesful, having claimed total control of several communities and have made significant progress across their nation. This progress has been made primarily because Empire has allowed their police forces far greater leeway when apprehending and detaining suspects; prison's are filled beyond capacity, and several public meeting places have been coverted to detention centers to hold suspects while they await arraignment in a nearby city.

Perhaps the worst news, though, is that a forced deportation bill has passed committee and now sits on the Empire Legislature's floor awaiting debate. The bill would deport all Municipal Confederation members arrested for protest related charges to any nation willing to take them, or Free Outer Eugenia if no nation would accept them. The towns would then be, it is inferred, by workers and their families willing to work under the jurisdiction of the ACEPB. Several Politicians in Tellenic Aperin have voiced support for this measure, and are likely to propose their own version if Empire's efforts succeed in stopping the conflict.

Minister Ellman-Fogg, speaking at a weekly pressconference, lodged her firm support for Empire's measures and condemned the various nations which remain in support of the Municipal Confederation's 'criminal action.'

What began as a simple dispute over economic control has turned into nothing less than full scale criminal action on the part of the rebel communities. They have refused to recognize a legitimately enacted law, they have used violent means against police forces who began a peaceful operation to assure order and the maintenance of national laws in their communities. They have claimed their actions are justified because they are inconvenienced by the laws they disregard, giving no thought to the consequences of their actions.

Irresponsible governments like those of Free Outer Eugenia and Bread and Honey continue to support these criminal actions, support murder and theft, support this act of rebellion and secession simply because these communities think their individual rights are more important than those of their countrymen, their fellow human beings. Nations like Watfordshire have, while supporting the communities, understood that violence and support for violence against the government of Tellenic Aperin and Empire will only be met with force, and have rightfully called for the end of violent resistance and the beginning of negotiation. Recall that the ACEPB offered a compromise and the rebel communities turned this down completely, offering no counter offer, instead asserting their previously held, still unteneable position.

We condemn, in the harshest terms, the rebel communities and those governments who still support their violence resistance. We call upon the CACE to condemn all violent action by these rebel communities and to demand the rebels submit a counter proposal to the ACEPB to end this violence.

Operations in Tellenic Aperin and Empire are continued to continue, and Tellenic Aperin has begun mobilizing military units for contingency in case police forces are unable to continue to lose ground in constested areas.

Heliotis Ratifies ACPB and ACEPB Membership, Critics Warn of a Federal Republic Reborn

There was, slightly eclipsed by the violence taking place in Tellenic Aperin, great celebration when Helitoian citizens chose to joing the ACPB and ACEPB, completing over two years of intense negitiations between SeOCC and Heliotis representatives. Voters overwhelmingly gave as their reason for approving the measures the need to provide greater foreign economic opportunity for Heliotian firms; currently Heliotis depends on SeOCC for 30% of investment and 20% and exports to SeOCC make up 20% of all products. Access to the ACEPB nations, especially the struggling economies of Empire and Tellenic Aperin, will provide new markets for Heliotian products to be exported to.

Critics within Heliotis, though, warned of the return of the super-national tyranny the Federal Republic became. They noted the poor handling of the uprisings in Tellenic Aperin and Empire by the ACPB and the rigidty of the ACEPB's economic plan; fears are that Helioits may face intense international pressure if local decisions come into conflict with those made by the ACEPB. ACPB and ACEPB spokespersons, speaking from Heliotis, assured the people of their newest member that their interests will be properly represented and all decisions made by the ACPB and ACEPB will work to benefit all members of the organizations.
