The Altepetl of Aztec National League, called Aztlán or simply, the Altepetl, for short, is a republic and main political force in the Mexican and Central American regions of the world. The states of the Altepetl are México, Belize, Guatemala, Honduras, Nicaragua, El Salvador, Costa Rica, Panama, California, Arizona, New Mexico, Texas, Louisiana, Colorado, Nevada and Utah. The people of these lands are administered by a massive government that enforces a socialist economy, yet gives its citizens more personal and political freedoms than most capitalist nations. Although the government is officially secular, religion and traditional values play a major role in society. The country’s major trading resources are oil, silver, gold, iron, copper, spices, coal, and coca. Although the economy is centrally planned, there is room for a private sector. Surprisingly, the most robust private sector business in Aztlán is the media (i.e. book publishing, radio, television, etc.)
The environment is rigorously defended and thus, is stunning and quite diverse. In the northern sections of Mexico, vast deserts and rugged hills dominate; while in the central regions have a mixture of tropical coastal areas, high mountains and valleys. The Central American sectors of the nation meanwhile are dominated by incredible dense rain forests and rivers. The national animal, the jaguar, is protected under federal law.
The reputation of the military has gone through extremes. In its early days, the military was little more then a defensive measure. However, two civil wars, a few rebellions and several large scale international conflicts have demanded advanced intelligence and better funding and training has made the Aztec military an extremely formidable force. The ANL has four main military forces: The Aztec Air Force, the Red Navy, the Red Guard and the Jaguar Warrior Infantrymen.
The Intelligence Agencies of the Aztec National League are both incredibly complex and massive. All aspects of the government are being monitored by either the Aztlán Intelligence Agency (AIA) or the Internal Security and Protection Agency (ISPA.) The military, the government, business, and the people are under the microscope like eye of the Aztec intelligence system. However, the AIA has major foreign operations division as well. The AIA cover domestic and foreign issues while the ISPA covers only domestic issues and security. Many citizens of the government fear these agencies due to their power and size.

The culture of the ANL is a bizarre mixture. It's a Western culture that still is heavily indigenous. The largest cultures of Aztlán are, obviously, Aztec, Mayan and other indiginous cultures. This is not to discount the strong influences from the Meztizo/Spanish, English and Russian communities. This has caused society to be structured in a way that some would view odd. The native people have a strong sense of a “warrior identity” and to join the military is considered to be a great honor and service; thus, the overwhelming percentage of active duty military members is native based people. In addition, within the indigenous cultures, there is a drive to attain power, and thus are very active in government. Meanwhile, the other cultures, while not prohibited from the government or military, perform in the other fields of society. Athletics, physical fitness and health are highly prized, and all people are encouraged to participate in healthy living. Honor, valor, camaraderie and family are also considered to be goals all people should live by.
Although socialist, the government does not force its people into certain jobs. Rather, government employment agencies go through great lengths to match people up with their so-called "perfect job", within limits, of course. In addition, children are encouraged to pick a career and focus on that, although re-training is acceptable.
In summary, the people of Aztlán, while mostly native, are a diverse group. Although seemingly peaceful, the people can resort to violence if threatened. Although they will never fire the first shot in a conflict, they will make sure they fire the last shot.
=~=~=~=~=~ HISTORY ~=~=~=~=~=
The modern day Aztec National League has its heritage in the ancient Mayan and Aztec empires half a millennia ago. Although these empires flourished during their own respective times, and were by most standards, more advanced than their European counterparts, the Empires were edged out in weaponry. In the 1520's, the Aztec culture was challenged by the Spanish and were nearly defeated after several months of embarrasing defeats. However, after what the Spanish describes to this day as "La Noche Triste", the Aztecs were able to drive the Spanish and the native defectors out of the capital. This set a chain reaction in which the natives, realizing the true imperial nature of the Spanish mission, re-united and drove out the conquistadors. Despite the great cost of the war and a resulting plague, the beleagured empire continued on, albeit severely damaged. Not much changed in the nation until the 1700's when technology and science flourished again, and then again in the 1920's, when a nationalist and fascist coup took over and put the nation under a dictatorship. For nearly eighty years, the people were subjugated under this dictatorship. There were an unprecedented number of rebellions; the largest ones in 1964, 1967, 1974, the almost successful and terrible 1987 revolution and finally, the bloody 1994 revolution, which lasted three years. This last coup resulted in the 1997 formation of the Aztec Confederacy, first based in Guatemala and Honduras. This nation would eventually take over the dictator controlled México and consolidate the Confederacy.
However, the Confederacy was a weak government that had no power over the predatory, unregulated market or the actions of its member states. Within months, the nation was on the verge of collapse. Only through endless hours of compromise, was the nation saved. This repeated itself multiple times a year, and by 2003, people demanded an election.
Although the supporters of the Confederation, the Libertarians, dominated early post-revolution politics, it was unlikely they would suvive a vote of confidence even without anyone running against them. It was within the last three months of the election that a young twenty-three year old MP Quetzalcoatl Nochtli decided to run on the new Socialist Labor Party ticket. This sign of radical opposition, along with his war hero status - fighting the revolution since he was 14, and his youth, appealed to voters. On September 15, he won with over 50% of the vote and was installed on September 23rd. In October of 2003, the Confederacy ceased to exist and was replaced by the United Socialist Republic.
However, the economy refused to stop its downfall and almost broke the nation's shoe-string budget. Only through the complete nationalization of the nation's industry was the nation able to begin recovery and modernize. However, this has twice led anti-socialists rebels to try to take over the country. Both attempts failed and the economy boomed afterwards, leading to the re-privatization of some industry. In mid-2004, the ANL annexed Guatemala and Honduras into the nation, and the economy prospered even more so. In late-2004, Quetzalcoatl was re-elected in a landslide election. During this time, the nation slowly annexed all of Central America. Despite this period of expansion the ANL maintained a peaceful existence until it was invaded by Allanea in 2005 in a back-door invasion that took the Aztecs off-guard. However, the war was short lived, as Allanea soon withdrew for reasons unsure of still today.
In the mist of heavy reconstruction, the High Soviet Congress had become overburdened with work. In three months, over 80,000 bills were introduced into the congress. With the health of several Congressmen being harmed, the High Soviet Congress chose to disband itself temporarily to reform, placing all of it's powers into the executive branch. The new system was a rare tri-cameral legislature. In addition, the Hueyi Tlatoani was given more powers, much to the shrills of his detractors. The new constitution however has remained stable, only being amended once in a while.
Although there have been many other events in the last several years, not much has occurred. In late 2005 to 2006, Aztlán had become so quiet, some believed the nation disbanded. However, the nation came out of it's quietness out of necessity when its state of Panama rebelled and attempted to form its own nation. This conflict is still going on, and the real reasons behind it, sheer political motivation, will probably not be completely resolved for some time. In late 2007 and early 2008, the nation finally organized it's northern territories and gave them full citizen status. Furthermore, the nation is becoming more active again, asserting itself where it can. These new policies will be either supported or rejected later in 2008 as the Quetzalcoatl Nochtli and his now extremely powerful Socialist Labor/Soviet Republican coalition will face it's first major challenge in the five years of the socialist government's tenure.

The political scene of the ANL is unique as it is a tri-party system. The largest parties are, in order, the Socialist Labor Party, the Libertarian Confederate Party, and the Soviet Republican Party. The Federalist Union Party, although larger in numbers than the LCP, holds an almost equal amount of power as the LCP.
Socialist Labor Party (SLP): Known as the dominate party in Aztec politics. Its general platform is pro-worker, pro-environment, nationalism, and has tough stances on free enterprise. The SLP advocates armed neutrality – support for an incredibly strong military, but only using it as a means of last resort. The current Premier of Aztlán, Quetzalcoatl Nochtli, is the founding member of this party. In addition to controlling the Administrative Branch and the majority of Governorships, the SLP also controls the legislature and judicial branches of government. Staying true to socialism, the SLP favors state centralization of all social and economic systems. In 2004, the Leftist Labor Party merged with the SLP, giving the party some weight with the environmentalist voters in the southern regions.

Libertarian Confederate Party (LCP): The Libertarian Confederate Party is the oldest political party in the ANL, holding the leadership positions between 1998-2003. The LCP wants to revert the nation back to the Articles of Confederation, thus, re-establishing the Aztec Confederacy. The LCP's belief is that states should make all the decisions except for defense interstate and international commerce. Obviously, they favor de-centralization of powers, differing from the SLP or SRP. The only place where this party has any strength are the areas around the Panama Canal.

Soviet Republican Party (SRP): The Soviet Republican Party is a semi-authoritarian Communist party. The SRP wants tighter social and economical reforms, favors nationalization of all services and government infringement on all aspects of life. Some moderates and progressives fear this party because they believe it borders on totalitarianism. Conservatives hate it, of course.

Special Note: Although never the majority party, the SRP was extremely influential in the Interim Executive Council of 2004 and unleashed radical reforms, few of which exist today. Also, this party is in a political alliance with its former enemies, the Socialist Labor Party and Federalist Union Party. In the 2007 elections, this party, with the help of the Socialist Labor Party and the Federalist Union Party made major gains.
Conservative Union (CU): Formed in 2006, this party is a right wing party made up of several disgruntled members of the Libertarian Confederate Party and Federalist Union Party. This party advocates economic reforms which would effectively destroy the state’s central planning mechanisms. It also accuses the current leadership of promoting what they see as an atheistic, immoral, degenerated lifestyle. Although new, it made significant grounds in the 2007 elections. This party’s main strength comes from northern México, Panama and Costa Rica.

The regular army of the ANL, the Red Guard are a respected, well trained group and viewed as a honest, good group by the ANL people. Basic training is a year long, then followed by two 6 month training cycles training solders in one specialty and advanced combat tactics. Following training, the ANL military will conduct random and often times unannounced test drills and exercises to make sure all solders have retained their training. Also, Red Guardsmen/women are required to practice combat or specialty tactics total of 2 hours every day. The largest of any of the ANL armed services, the Red Guard still has strict mental requirements such as an Ethics Test, political reliability test and an intelligence test. Physical strength is also highly valued in the Red Guard. The Red Guard is primarily trained for trench and urban warfare, but can fight in any situation and is trained for nuclear, biological or chemical situations.

No Civil Defense Force Under This Group's Jurisdiction
The JWIs are considered to be the most honorable, yet most difficult and demanding of the armed services. Physical strength is a must to survive and mental stability and tenacity is considered to be a must, also. There are only two times to join the JWIs. The first, when a boy becomes 16, if he wishes to join, he may. He will still receive proper high school education, but will go under intense physical training and once he graduates or is 18, will immediately begin combat training. The only other way to become a JWI is for a Red Guardsman to be "promoted" by a General. JWIs go under 6 months of survival training in both desert and jungle conditions, and then go through 2 years of combat training. Even after training is done, JWIs are still required to practice their tactics for 4 hours everyday. Every month, the ANL military will conduct random and often times unannounced test drills and exercises to make sure all solders have retained their training. The JWIs are well rounded in types of combat trained in, but because of their nature and having their main training bases in the jungles of the ANL, they prefer guerilla and urban warfare, and are especially trained for chemical, biological and nuclear attack. Considered to be the toughest of the Aztec National League, these warriors are expected to be the first ones in any tactical situation for the ANL, fight the fiercest and be the last ones out.

The JWIs will use any weapon at their disposal. Reports have indicated some JWIs will use anything from fists, rocks, swords to tree branches, if need be. However, they do have two standard weapons.

The Aztec Air Force is very different then the rest of the armed services. The Red Guard and the JWIs require strength, cunning ground tactics and mental capability, the Red Air Core are the least difficult of the ANL military services. More laid back, their training is not as intense, where as the JWI's training is harsher then other nations', the AAF's is still comparable to other nations. The AAF recruit people between the ages of 18-30. Training consists of 1 year of flight training, and 6 months of air combat training or 6 months of bombing training. Although considered the easier of the ANL military services, members are still required to have good mental capabilities and physical abilities. They often supplement the Red Guard by softening up enemy resistance or are launched from Naval Carriers.

The Aztec Navy is extremely formidable, and is more capable then how it used to be. In the old days, most of the ships were referred as "floating death traps", and many crewmen and women feared death upon entering these ships. The ANL government had always under funded the Navy and was going to continue to do so until war games showed the ANL fleet which outnumbered the other fleet was swiftly defeated. Most particularly notable was the vulnerability of the heavier ships nuclear reactors. Since that war games trial, the ANL had been steadily been beefing up its Navy budget and now, the Navy is receiving the proper amount of funding. All ANL ships have been refitted and fixed so now the ANL Navy is more then capable of defending the shores. The ANL Navy recruits people between the ages of 18-25, and training consists for about a year. Once basic training is complete, newly graduated cadets are assigned to ships where they learn how to perform their specialized occupation on the field.

The Aztlán Intelligence Agency (AIA)
Jurisdiction: International and Domestic

Size: Exact numbers are classified, but reports place it as being absolutely huge, possibly in the high hundreds of thousands...
The AIA was not known to much of the ANL population or the rest of the world until recently. The ANL over funds this agency, and although it is not listed on public budget reports, billions of Cacaos go to the Agency every year and the government is making plans on trying to make it the premier intelligence agency in the world.
Born during the hard days of the civil war, the AIA was original used to infiltrate rebel camps and destroy them overnight. The effort was a massive success. In addition, the AIA was instrumental in investigating possible rebel infiltrators in the ANL military and although some AIA reports were unheeded (a big mistake), many ANL military members were fired or arrested for being a double agent.
After the ANL Civil War, the AIA was instituted as a permanent agency, and it would serve to investigate any rebellions and possibly act, if need be. The AIA has, of recent, undertaken many missions, spying on potential enemies and hotbeds. This has proven to be very vital to ANL security.
The AIA also conducts domestic operations, namely, spying on private businesses, making sure they are not doing anything illegal. In addition to spying on private businesses, the AIA is continuing to investigate rebel insurrections and protecting government officials.
Although it is a rumor, word is the AIA has many active agents in the military, both keeping tabs on military action, any dissentions and spying in other courtiers when acting as solders.

The Internal Security and Protection Agency (ISPA)

Numbers around 350,000 agents
The ISPA is a new agency and is one of the most feared agencies in the ANL. Much of their operations had no regulation and was in violation of both ANL and UN laws. However, on request of Premier Quetzalcoatl, the ISPA is now strictly regulated and can not perform human rights or UN violations. Still, many people fear the ISPA.
The ISPA was formed during the last insurrection in the ANL, in which it was required to investigate domestic terrorism and completely crush it. While they succeeded in their mission, the ISPA conducted many arrests, busts and stand offs. Several innocent people were injured or arrested, and although those who were innocent were eventually released, the released people had to sign a contract, not to talk about questioning tactics.
Although the ISPA continues to exist and operate, the ANL government monitors their activities like a hawk. They are continuing to freeze assets, infiltrate rebel groups and make arrests, but only if there is irrefutable evidence and they must do it in a peaceful, calm matter. Although the ISPA still uses military grade weapons, they are to use them if no other option is available.

Preamble:
The constitution of the Aztec National League must be amended from time to time to be relevant to the modern world. Much has changed since the first constitution set forth in 1997 out of the ashes of the revolution. The 2003 provisional charter set the grounds to establish a socialist union, one which has become strong and robust – a true world power. The current constitution, put into effect in 2004 has served us well by giving the stability and flexibility the government needed to help develop the nation further. However, we now must set forth and update our constitution, this living document, which shall lead the people of Aztlán into a glorious and proud future. Therefore, the High Soviet Congress and Tlatocayotl Tlactl approve of CJR-114 (2006) and submit several proposed amendments to the constitution of Aztlán.
Section 1: Provisional Statements
1.) The Aztec National League shall continue to sign and abide by the International Declaration of Human Rights. The government shall use all of its powers to ensure that the nation supports the protection of human rights both domestically and internationally.
2.) The Aztec National League shall use a national instant run-off voting system.
3.) The Aztec National League shall function as a Republic – a representative democracy in which no institution, public or private, shall abridge any citizen’s eligibility to vote for any reason.
4.) The government of Aztlán shall allow private citizens and firms establish competitive markets for industries determined to be non-essential to the wellbeing of the people. The government shall maintain the ability to regulate, nationalize and participate in these industries.
5.) The government shall consist of three branches of government: the executive branch, the legislative branch and the judicial branch. Each branch will be independent and co-equal and, should the need arise; act as a check on one another.
6.) No state shall legally cede from the nation unless approved by ¾ of the public in a referendum. The legislature and the executive branches may also choose to recognize semi-autonomous regions as well.
7.) Should this referendum pass, the all current elected officials shall continue to serve the entirety of their terms without being subjected to a new election.
8.) The official title of the nation shall be “The Altepetl of the Aztec National League”.

Section 2
2.1. The Executive Branch
2.1.1
The Tlatoani shall be vested with executive rights, powers and responsibilities. The Tlatoani shall be elected by the people and the Tlatocayotl Tlactli shall confirm the Tlatoani-Elect on the September 23rd that follows an election. The Tlatoani will not be subject to term limits, but the people may petition for a recall election on the Tlatoani. The threshold for triggering a recall shall the signatures of 10% of the voting population from the majority of states within the Union. Should that happen, an election shall take place the first Tuesday in May of the following year. Should the recall effort be successful, the Tlatoani-Elect shall be sworn in by the Tlatocayotl Tlactli on September 23rd.

2.1.2 Candidate Eligibility Guidelines for the Tlatoani
Any citizen of the general public may run for the office of Tlatoani. However, prospective candidates must have obtained at least 35 years of age. Also, a candidate will not be eligible to run for the position of Tlatoani if the candidate has any prior criminal record.

2.1.3: Responsibilities and powers of the Tlatoani
-The Tlatoani shall be the Supreme Commander of the entire military and intelligence forces of Aztlán. The Tlatoani shall not need consent of the legislature to use the military for defensive purposes. He shall need consent from the Tlatocayotl Teyacanque, however for any offensive or pre-emptive action.
-The Tlatoani may create treaties with foreign nations with the consent of the legislature.
-The Tlatoani has the ability to grant reprieves and pardons without the consent of the Congress, except in impeachment inquiries.
-The Tlatoani shall be responsible for maintaining government departments and organizations to administrate the government and its many functions.
-The Tlatoani shall be responsible to appoint a council of advisors to advice on policy issues. In addition to that, the Tlatoani shall appoint ambassadors, state officers, officials, deputy department ministers and department ministers. Appointees will need approval from the legislature.
-The Tlatoani shall fill any vacancies in the executive branch with the approval of the legislature. If the legislature is not in session, the Tlatoani may issue a recess appointment which shall be effective for 120 days. The Tlatoani must nominate a qualified person to fill any vacancy in the executive and judicial branch within 90 days after the vacancy occurred.
-The Tlatoani shall have the power to appoint officials and create temporary agreements with foreign governments without the approval of the legislature. These temporary agreements can last a maximum of 120 days before needing approval by the legislature.
-The Tlatoani shall be responsible for maintaining his or her records and preserve them for inspection by an inquiring body. The Tlatoani may declare his or her documents as classified, but the judiciary may strip these documents of that protection.
-The Tlatoani is mandated to give information regarding the State of the Altepetl. The Tlatoani is permitted to speak to the legislature on legislative items, but my not vote on such items.
-The Tlatoani veto any act the legislature approves, although this veto can be overridden with a two-thirds vote of the appropriate legislative house.

Section 2.1.4: The Sub- Tlatoani
The Sub-Tlatoani, who will be selected by the Tlatoani, will be responsible for acting as the Tlatoani should the Tlatoani be unable to serve in any way. In addition, the Sub-Tlatoani shall serve as the chair of the Tlatocayotl Tlactli. The Sub-Tlatoani may submit legislation and appointments before the Tlatocayotl Tlactli on behalf of the executive branch. However, the Sub-Tlatoani may only vote and engage in debate should there be a tied vote on a legislative item.
The Sub-Tlatoani may be appointed to serve on or chair executive committees and boards by the Tlatoani. In addition, the Sub-Tlatoani may be directed to oversee projects.

Section 3: The Legislature
The legislative branch shall consist of three houses, each delegated to a specific function. Should the need arise, two or more houses may work together to form joint action items. Each house will be responsible for responsible for providing its structure and rules.

Section 3.1: The High Soviet Congress
The High Soviet Congress shall be responsible for all legislative items relative to domestic and fiscal policy issues. State population shall determine the number of seats appropriated to each state. In addition, the number of seats apportioned to each state may be re-adjusted following a periodic census.

Section 3.1.1: The Powers and Responsibilities of the High Soviet Congress
-To appropriate money to all the various domestic programs and institutions of the government
-To regulate all domestic business, commerce and industrial affairs in both the private sector and public sector
-Provide for the tools to advance the state of science and technology in Aztlán
-To create, consolidate, regulate and disband municipalities
- To establish, regulate and ensure the maintaining of domestic communication systems such as, but not limited to domestic postal systems, telecommunication systems and satellite communication systems
-To establish and enforce rules pertaining to the conduct of the members of the Soviet Congress and the debate that is conducted in a fair, open and democratic manner
-To do anything deemed necessary and proper that will fulfill the functions either enumerated above or that the Congress is authorized to handle
To pass a bill, the Congress must obtain a simple majority, unless otherwise mandated by the rules of the Soviet Congress. In addition to the required quorum, the signature of the Tlatoani is needed to authorize and execute the legislation, with the exception of non-binding resolutions. Should the Tlatoani veto a bill, a 2/3 majority will be required to overturn the veto.

Section 3.2: The Tlatocayotl Teyacanque
The Tlatocayotl Teyacanque shall be responsible for all legislative items relative to foreign policy and governmental administration. Each state be divided into districts and for each district there will be three Tlatocayotli assigned. The Tlatocayotl Teyacanque shall determine how many districts there are. A term for a Tlatocayotli shall be six years long.

- To establish, regulate and ensure the maintaining of international communication systems such as, but not limited to domestic postal systems, telecommunication systems and satellite communication systems

-To raise funds and support international programs, institutions and alliances
-To establish the rules of the military, and create rules regarding acquisition and capture of foreign lands

-To establish and enforce rules pertaining to the conduct of the members of the Senate and the debate that is conducted
-To do anything deemed necessary and proper that will fulfill the functions either enumerated above or that the Senate is authorized handle.

Section 3.3: The Commission of Economists
The Commission of Economists will be responsible for all legislative items relating to non-fiscal economic policy. Each of the states will be paired off into economic blocks and assigned one commissioner, regardless of population. The chair of the Commission of Economists shall be appointed by the Tlatoani and approved by the Tlatocayotl Teyacanque.

Section 3.3.1: The Powers and Responsibilities of the Commission of Economists
-Distribute money to the citizens of Aztlán and take out the government needs in taxes.
-To borrow money from domestic and foreign lenders, both public and private
-To produce money and create and maintain its value

-To adjust interest rates on loans
-To establish monetary regulations
-To establish and enforce rules pertaining to the conduct of the members of the Commission and the debate that is conducted.

Section 3.3.2: Requirements and elections of Commissioners
Citizens who have obtained the age of forty and have formal technical or academic education in the field of economics and/or public policy may run as a candidate for Commissioner. The governors of each economic block shall appoint a commissioner for a six year term. The public may issue a recall petition to trigger a recall election on a commissioner. The threshold to trigger such election shall be no more than 10% of the voting population of an economic block. Should such a recall election succeed, the governors of the economic block will be responsible for appointing a new commissioner to finish out the term of recalled commissioner.

Section 3.3.3: Vacancies within the Commission of Economists
Should a commissioner be unable to complete his or her term, the governors of the affected economic block shall be responsible for appointing a new commissioner within 120 days after the vacancy occurred.

Section 4: The Judicial Branch
The Judicial Branch shall consist of the Supreme Court and whatever inferior court the legislative branch decides to create. They shall declare the legality of the actions taken by all government agencies and branches at all levels, plus the legality of actions taken by private individuals and firms. In addition, the inferior courts shall be responsible for handling cases of criminal and civil matters, as assigned by the legislature.

Section 4.1: The Powers of the Supreme Court
-Settling conflicts between the various states of the Altepetl
-Trying all cases in which the defendant is accused of providing aid and comfort to hostile nations and, during war time, treason.
-To enforce the doctrine of Stare Decisis
-Trying cases in which the verdict in lower courts have been appealed
-Ensuring that the lower courts are following a uniform code of ethics and procedure
-The Supreme Court shall be the only court to facilitate impeachment trials for any government official.

Section 4.2: Powers of the Inferior Courts
Inferior Courts have the right to overturn laws as well; however, the matter may ultimately be resolved by the Supreme Court through an appeals process. Inferior courts may handle the powers that are not explicitly given to the Supreme Court.

Section 4.3: Appointments to the Judicial Branch
The Tlatoani shall appoint well qualified individuals to fill all federal and state level judicial seats and the Tlatocayotl Teyacanque shall interview and confirm all appointees. The various state governors shall appoint lower level state and all local judicial seats and interviewed and confirmed by the state’s respected legislative body.

Section 5: Amendments
This constitution shall be amenable if the legislature finds it necessary. The legislature may propose various amendments and should they individually pass with two-thirds approval, it shall be sent to the various state legislatures. If the individual amendments pass in the majority of legislatures, it shall be amended to the constitution. If it fails to obtain a majority of state legislatures, the Tlatoani may either sign it into law or all three houses in the federal legislature may unanimously approve it. If an amendment does not get the required support within the built in statues of limitations of the proposed amendment, then it shall not take effect.
After a proposal is approved, it shall be reviewed by the Supreme Court to determine its constitutional legality. If the Supreme Court approves of it, the amendment shall be made into law.

Section 6: Ratification
This constitution shall take effect when at least a simple majority of the voting population approves of this document in a special referendum. In addition, the majority of representatives shall be needed for formal ratification, along with the support of the Chief Justice and the current Tlatoani will be needed to bring this constitution in effect.
This constitution shall be deemed effective once a Tlatoani is sworn in and the congress, can therefore, reconvene under the new government.

Section 7: The Rights Afforded to the citizens of the Altepetl
1.) Neither public nor private entities may infringe on a citizen’s right to the freedom of speech and expression. This, however, does not prohibit the government or private entities from regulating how such speech is delivered, nor does it protect actual slander or libel. In addition, the government may use prior restraint only if the judicial system determines that it is warranted. In addition, all citizens are granted freedom to exercise any religion, conduct a peaceable assembly and petition their government.
2.) In all criminal prosecutions, the accused shall enjoy the right to a constitutional and public trial. His or her guilty shall be determined by an impartial jury of locale where the crime had been committed in. The accused shall be informed by the state of the nature and cause of the accusation; to be confronted with the witnesses against him or her; to have the ability to obtain witnesses in his or her favor, and to have at the defendant’s request, legal console provided pro bono by the state.
3.) The citizens of Aztlán shall not be forced into compulsory military or civil service unless, through an act of the legislature, that a condition of war requires such service, In addition, the citizens of Aztlán shall not be required to house any member of the armed services without his or her consent.
6.) The government shall provide all citizens with a basic amount of food and clothing, medical care, housing, social security, employment education or employment training. Citizens however, may choose to not accept such provisions from the government at any time.
7.) All citizens shall have the opportunity to give their opinions through a survey, on how they would prefer the government spend tax revenue.
8.) All citizens have the right to review legal government documents except for those that are classified by the executive branch and such classification is endorsed by the judicial branch as being necessary.
9.) No citizen shall be discriminated against by public and private entities on the basis of race, gender, socioeconomic status, active-duty military status, veteran status or sexual orientation. Furthermore, citizens shall be free from social persecution on the basis of age, disability, disease, political affiliation, religion or education.
10.) All powers not implied, legislated, inherent to or expressed to the federal government are hereby delegated to the various states of the Altepetl. However, the federal government may, should the need arise, choose to nationalize such function.
11.) Citizens are afforded the right to buy and possess arms and weaponry. However, the federal, state and local governments may regulate which citizens can buy such arms and what arms are available to the public.
12.) Drugs and other mind-altering substances approved by the federal government shall have their production, sale and use legalized. However, the federal, state and local governments shall regulate such production and sale.
13.) No person within the Aztec National League shall be subjected to excessive bail, be forced into double jeopardy, self incrimination, torture and other cruel and unusual punishments. Death sentences shall only be used for the most egregious of crimes.
14.) All citizens shall be afforded the right to privacy and protected from unwarranted search and seizure.
15.) The rights of the citizens expressed in this constitution shall not be the only rights afforded to by the people.

Embassy Exchanges
The Rules of the ANL: Constructing, maintain and securing embassies.
Rule 1: Under no condition may the government or any public officer allow the construction of foreign military bases within Aztec territory.
Rule 2: Only the Soviet Congress may, by majority vote, approve or reject proposals to begin diplomatic relations, trade agreements or embassy exchanges. Approval requires a majority vote within the Soviet Congress. Proposal to begin diplomatic relations, trade agreements or embassy exchanges must be submitted by the Ministry of Foreign Affairs.
Rule 3: Once the Soviet Congress approves the proposal, the Foreign Affairs Ministry may than request the Premier to endorse the proposal. Should he choose to give his approval, the diplomatic agreement is then considered to be active and must be followed by both governments.
Rule 4: Once an foreign embassy is constructed and operational, it is considered to be extra-judiciary to Aztec law and no military or police officer may enter the building without the explicit permission of the Ambassador or other authorized official.
Rule 5: All embassy personnel have the option to be escorted while out in the public by the ISPA. If he or she does not wish to have the protection of ISPA guards, the ANL is freed from any liability should anything happen to the personnel member.
Rule 6: The embassy is able to have a maximum of two satellite and/or cable communication links with the national government of their respective country. These equipment may have encryption equipment, however, all communiqués may be inspected by the Aztec government or its respective intelligence agencies.
Rule 7: Once an embassy personnel member leaves the land the embassy compound is built on, the person is then subject to Aztec law and under the ANL’s jurisdiction. The only exception to this rule is the Ambassador. However, should the Ambassador commit a crime while on Aztec land, then the Ambassador will be escorted back to the Embassy and the ANL has the right to demand for a new ambassador.
Rule 8: All nations that have an embassy in the ANL are guaranteed from aggressive attack from the ANL herself. However, should the ANL be attacked by a nation holding an embassy, the ANL has the right to capture the embassy and either detain the personnel or deport them back to their country.
Rule 9: All nations holding embassies within the ANL have the right to have at most, 100 military troops and a maximum of 25 Intelligence agents within the embassy. However, all intelligence agents must be registered with the Aztlán Intelligence Agency.
Rule 10: Should the ANL wish to close an embassy, the ANL will notify both the nation’s ambassador and the nation’s government of its intent. Starting one day after receiving the notice, the personnel of the embassy have 120 hours (5 days) to leave. Once the 120 hours are up, the embassy becomes property of the Aztec National League. If a nation holding an embassy in the ANL request to close down the embassy, the Aztec government must be notified within 72 hours of the scheduled closure date. Failure to do so will possibly result in diplomatic and trade sanctions.

Quetzalcoatl Nochtli was born at 3:21 PM on January 7, 1979 to a family of indigenous laborers. Growing up what was then the industrial port city of Coatzacoalcos, Quetzalcoatl’s early life was filled with impoverishment. Despite loosing many family members to crime, industrial accidents, disease and the various rebellions that took place in the 1980s (particularly the nearly successful “Revolución’87”), he excelled academically and was an outstanding athlete. However, in the beginning of 1994, the fascist government began infringing the rights of indigenous, poor, and religious minorities. One of the government’s more egregious acts the government committed was forcing young people of these communities out of school to work on mines, farms, menial jobs and military service. Seeing many of his friends and remaining family members swallowed up into institutional service hood, Quetzalcoatl joined several underground political groups.
In the early August of 1994, the citizens of Coatzacoalcos began to protest en masse against the government. In these protests, the city, port and oil industry was ground to a halt in a series of protests. Furious, the government sent its elite guard, the Tomez Militia to quell the protestors – usually, the Militia’s very presence would discourage a protest from taking palce – but the protests went on for over two days. On August 17, 1994, at 4:13 PM, the Militia opened fired on the protestors, killing hundreds of people, including innocent bystanders. Quetzalcoatl Nochtli was caught up in the massacre, barely escaping with his life. Later that night, the Tomez Militia then swept through the various neighborhoods, dragging people into the streets, interrogating, publicly torturing and executing those who were suspected to be involved with the protests. Quetzalcoatl Nochtli was among those drug out into the streets. Before being tortured or possibly being executed, Quetzalcoatl escaped, being shot in the leg in the process.
Following the Cotazacoalcos Massacre of 1994, Quetzalcoatl was forced into serving on a farm as a field hand in the rural southern Mexico to hide his identity. Spending several months in the fields with others who were in the same predicament, Quetzalcoatl began to develop several friendships among his peers. Upon hearing about further massacres across the, Quetzalcoatl, along with his new peers, took a farm truck and drove down an old, abandoned road to the unincorporated lands of southern Guatemala, where they could hide and actively fight against the government and its Militia. Although it took many months to plan a meaningful attack, by the age of 15, Quetzalcoatl fought his first battle on the Guatemalan/Mexican border.
The following two years of his life was nothing but non-stop fighting. From the hot and steamy jungles of the Yucatán to the costal areas of Veracruz and even in his hometown of Cotazacoalcos, Quetzalcoatl would fight the oppressive regime. In this revolution, he met the girl who would become his future wife, saving her life and become strong friends with her. However, they would be separated in a bloody evacuation, with Quetzalcoatl giving up his seat on a convoy to her, allowing her to evacuate to safety and leaving him behind with ten comrades facing over a hundred enemy soldiers. He was captured not once but twice by Militia forces during the revolution, escaping each time with the help of his comrades. According to Quetzalcoatl, “being torn away from your family and placed in the middle of a revolution is the loneliest time anyone could have in their life. Yet, nowhere will you find any more camaraderie. During a battle, there’s no time for being with friends, being with women or enjoying life – you are literally by yourself socially, only working with others to destroy those who are out to destroy you. However, it is in between the fighting, the gore and the tragedy of war that you find friendships and love that strikes into your heart of the rest of your life. It’s in between hell where you find heaven.”
Quetzalcoatl proved to be an excellent warrior and rose through the ranks of the revolution. In the climatic Battle of Veracruz, the 16-year old Nochtli gained iconic notoriety when he lead his fellow revolutionaries into the state capitol building and broke into the governor’s office, holding the governor hostage until he would surrender the state of Veracruz to the future Aztec National League. After almost 3 days of holding the governor hostage, the governor surrendered. It would only take a few more months of fighting to bring down the entire totalitarian government.
After the revolution had finished, Quetzalcoatl entered an intensive program to complete his secondary education and graduated with honors. After his graduation, he enlisted in the newly formed Jaguar Warrior Infantrymen and entered service for his new nation, the Aztec Confederation. During his 4 year military career, he graduated with honors from the University of Cuernovaca, majoring in Politics and Government with an emphasis on Law.
In the fall of 2002, the Aztec Confederacy had begun to decline. The confederation had proven to be ineffective in providing both security and economic strength. In 2002, he resigned his military commission and ran for a representative seat on the newly created Socialist Labor Party. Winning in his home district of Cotazacoalcos, he became nationally prominent and was known for his sharp, witted speeches and relentless efforts to stabilize the government. In early 2003, Quetzalcoatl declared his candidacy for Tlatoani of the Confederacy on the socialist ticket. Despite a difficult and lop-sided election season, Quetzalcoatl Nochtli won by a slim margin of 2% of the national vote. On September 23, 2003 – the independence day of the nation, Quetzalcoatl Nochtli was inaugurated as Tlatoani of the newly renamed Aztec National League.
The first half of his administration was plagued with controversy and problems. Trying to satisfy both his socialist base and the still influential confederates who still held the majority of the legislature, the young Tlatoani repeatedly experimented with socialism, capitalism, direct democracy and representative democracy, all of which lead to political and economic uncertainty. During this time, his political opponents dug deep into his personal life, using every single thing they could against him. However, his problems would get only worse – in the February of 2004; the Aztec National League was engaged once more in civil war. Although the insurrection only lasted for a brief two months, many parts of the country were devastated. Deciding the nation needed a quick recovery rather than appeasing unappeasable partisans; the Tlatoani began to consolidate his powers and began to form a socialist Republic.
With a series of political and economic reforms, the nation began to prosper and do well. In late 2004, Quetzalcoatl temporarily stepped down to dissolve the ineffective confederate government and establish a new constitution. It was during this time when Quetzalcoatl reunited with his long lost love from the revolution, Angelíca Iztapía. They quickly began courting each other. Quetzalcoatl made a return to politics after being re-elected as Tlatoani. In addition the Socialist Labor Party won the legislative elections, replacing the libertarians as the majority party and preventing hardliners from within from reversing the pro-democratic direction of the country.
In November of 2004, Quetzalcoatl and Angelica were married to only a small amount of public attention. In May of 2005, the new family had a son, Xihuitl, who was named after the Tlatoani’s personal friend and chief of security. Both Quetzalcoatl and Angelica have made many friends amongst fellow world leaders and have undertaken many hobbies. Among Quetzalcoatl’s hobbies are soccer, playing musical instruments, writing, exercising, and restoring and collecting classic cars.

Air Craft:
The Red Air Core features heavily modified Soviet aircraft, performed by the ANL's Devonshire Aerospace; a government owned and operated manufacturing firm. Each aircraft is capable of in flight refueling (except of some helicopter classes), equipped with specialized pulse Doppler radar, can be monitored by GPS and has the unique ability to self-destruct.
Also, each AZ fighter jet is equipped with a supercomputer system the ANL developed in 2003:
The systems on this aircraft are top of the range. The computers are liquid cooled as standard, and allow for the simultaneous tracking of 200 aircraft, but is not capable of tracking ground vehicles due to the lack of undernose pod. JTDS from the F/A-41 and A-15 is used, to greater effect, as it almost controls all communication between base, other aircraft and any other frequencies.
The supercomputer also runs Fly-By-Optics, which use several computers to decide what to do. Fuel shifting for equal balance, thrust distribution and weapon safe firing is handled from here, with little work needed from the pilot. Engine economy is also controlled, and Air to Air refueling has been reorganized for auto-pilot. The auto-pilot system (as used on the F/A-41 'Snake) for carrier landings is used, meaning easy training of pilots.
A supercomputer is used, more powerful than anything loaded into a fighter plane until now (at least much powerful than all RL fighter planes), and allows for complex applications such as Fly by Optics and JTDS. The radar used is a long range (140nm for an F-16), wide sight radar, used for tracking aerial targets. It can relay many target positions at once to the computer, as many as the computer can handle. This means first sight, first shot.
However, Aztec fighters are capable of tracking ground targets because of we installed an under nose sensor pod. Also, this system features an advanced targeting system that can find and fire at an in range target with an almost 100% chance if hitting the target.

Igovians Commonwealth-wide are greatly cheered to learn of the level of trust put in their nation by the respectable Aztec National League.
Some of the more nosy Igovian comrades have ventured their opinions regarding private enterprise in the ANL, one suggesting that, "...they ought to ban it and re-nationalise everything, then soon enough someone will raise the 'issue'* of re-privatisation, and they can choose to privatise only minor concerns, keeping essential services in the control of the people and the state."
Others have been more inclined to make astute observations to the effect that hey, the ANL's population is due to top two billion within a day or two of the ISCBG's hitting three billion, and isn't that like totally something? Perhaps more significantly, the Commonwealth-wide distribution of the ANL documents have inspired Beth Gellen chroniclers to carry-out some slight modification of their own future works.
*That is to say, there's a relatively new issue, given to nations that've banned private enterprise, which allows them to privatise some things and keep services centralised. Dunno if you're aware of it, or if it holds any appeal for you, but I thought it couldn't hurt to mention. I don't really know how effective it is.

Due to the final stages of reform (http://forums2.jolt.co.uk/showthread.php?t=375587) in the on-going Igovian Revolution in Beth Gellert, there are concerns for the future of Beddgelen/Aztec relations. The Igovian economy is finally leaving behind the last major bastions of currency-based commerce and trade in manufactured goods, and as such will no longer be partaking of some aspects of tade with which it formerly engaged the ANL. Aztec computers and telecommunication equipment, for example, will no longer find a market in Beth Gellert, and the surplus production of Beddgelen goods previously meant for export will decline and eventually all but cease.
It is hoped in Portmeirion that natural resources hard to come-by in The Igovian Soviet Commonwealth may in future be acquired in direct exchange for resources not widely occuring in the Aztec National League. Oil, for example, must still be imported by Beth Gellert, though it is in future to be refined or further processed by domestic Igovian industry. Coccoa, too, is a commodity likely to be pursued by state importers. Conversely, Beth Gellert's massive reserves of coal and its diamonds, titanium ore, and other minerals as well as local crops such as rice, tea, and, uh, opiates are in future to be pushed as barter goods.
While the ISCBG can not push on to other nations its evolved opinion of democracy (which considers that representation -by individuals such as the ANL's own elected leaders- is a denial of true participation by the people directly), it will be actively promoting what it sees as more communistic economics. That is to say, dealing in resources (from availability to need in exchange for the same) and not products that could be manufactured by a nation's own work-force were they only given these resources and the chance to use them.

The changes in the ISCBG, although suprising, will hopefully not harm the relations between our two nations. We accept and acknowlage this change, and obviously, policy will have to be changed. However, we will still consider the ISCBG to be a good partner with the ANL and we hope relations still remain positive in the future.

This fact book has indeed reached lengths I would have never thought possible when I first started. Heck, when this fact book first started, it was nothing more then a series of spelling errors and was nothing special. However, now, I must say, this fact book is my best on-going RP ever. Yes, it’s damned long, and yes, maybe you might think its boring or overkill, however, this is the past and present of my nation, and a blue print for its future.
With that said, I feel there is no more need to add any new sections to this fact book. I will keep it updated, relatively current and revise it time from time, but, this is the last version of this fact book that will have any new or completely re-vamped sections.
One might ask, “Why did I create a 53-page fact book?” Well, actually, its 63 pages if you include all the BBCode, however, that’s not what’s important. Rather, I wanted to create the most complete, most detailed fact book possible. Sure, maybe the first few posts are enough to get the point across, but, why stop there? If no one reads it, then, it’s still a useful tool to me in any case.
With the creation of (what I believe is great), the NSWiki (http://ns.goobergunch.net/wiki/index.php/Main_Page), the fact book has began to die down. When I started this in 2003, a fact book was the thing to have. Unless you were Automagfreek or Russian Forces, no one knew anything about your nation unless you had a fact book. Yet, because of this “need”, fact books have become a form of conventional identity. Well, this fact book no longer applies to the rules of conventionalism.
This goes out to all the fact books out there, to all the websites and the continuing success of NSWiki and NationStates in general…
