Political System:

The Grand Duchy's political system is a particular one and may be qualified of "authoritarian monarchy combined with parliamentary ruling".

All decisions in the Duchy are, in one way or another, made by the Senate, which consists of the High Council of the Duchy (HCoD) and the Council of the Duchy (CoD).

TheCouncil of the Duchy has been formed very recently (as a result of the "not too much liberal, but still..." reforms initiated by the Archduke Mikhail Shakhovskoy the II, using his powers in the High Council of the Duchy) and represents a one-chamber parliament. It consists of 400 members, elected among the Taraskovyan people. Any person between the age of 25 and 55 may become a Councilor of the Duchy.
The Council of the Duchy holds a legislative power and shares it with the High Council of the Duchy .

The High Council of the Duchy is the supreme council, handling every decision that affects the fate of the Grand Duchy, holding both executive and legislative powers.
It consists of 10 members, including the Grand Duke and 9 chiefs of the key departments of the government. The Heads of these Departments thus automatically become High Councilors of the Duchy and carry this title.
The 9 departments are the following:
- The Taraskovyan Department of Intelligence - High Councilor, Leib-Duke Alexander Sineglaziev
- The Taraskovyan National Security Department - High Councilor, Leib-Duke Kiril Nesterov
- The Taraskovyan National Defense Forces - High Councilor and Leib-Marshal, Leib-Duke Alexander Nevsky
- The Taraskovyan Interior Security Department - High Councilor, Duke Leonid Terek
- The Taraskovyan Department of Foreign Affairs - High Councilor, Leib-Count Kenthadith Shekas
- The Department of Technology and Science - High Councilor, Leib-Count Vladimir Potkin
- The Department of Economical Security and Development - High Councilor, Leib-Count Anatoly Glaziev
- The Department of Outer (=space) Affairs - High Councilor, Leib-Countess Olga Taranova
- The Department of Healthcare and Public Education - High Councilor, Leib-Countess Elena Karsova

Each High Councilor has the power of 1 vote; the Grand Duke has the power of 2 votes and the right of veto in extreme cases.
The decision needs to get at least 6 votes out of the 11 to be passed. The most important decisions need an approval of not less than 9 votes, with the Grand Duke having the right of veto.

The Council of Governors's main purpose is coordination of joint work between the various regions of the Duchy. The Governors, as well as Provinicial Councils, local one chamber parliaments, are democratically elected by the local population.

A number of Consultative Committees is also present in the political system of the Duchy and mostly aid the Senate with advising and up to date information. The CC consists of both young experts and retired Councilors.

The Department Committee reunites all the Heads of National Departments(=Ministries), including the High Councilors and excluding the Grand Duke, but only holds a limited power and abides by the rulings of the Senate. This Committee's main purpose is the coordination of work and cooperation between the various departments(=ministries).

All citizens of the Grand Duchy benefit from the same rights and are treated equally in front of the Taraskovyan law, disregarding their social status and ethnical origins.

The Native Taraskovyan are the descendants from the people who founded the Grand Duchy centuries ago. They are the "privileged" part of the population, with most of them forming the nobility and aristocracy of the Grand Duchy.
They have their own religion which differs from most of the known world religions and have their own language.
The Grand Duke and his family are from this minority, although they have Slavic names.
This part of the population tends to live twice as longer as normal humans and has a number of "abilities", although this information is kept secret. The Grand Dukes and their sons and daughters tend to live even longer than the rest of the Native Taraskovyan.

The Slavic population was integrated during the Grand Duchy's history of dwelling in Europe.
They form the most of the population, have the same rights as the Native Taraskovyan, many of them are part of the nobility and some of them occupy high ranked places in the government.

Due to the extensive friendly relationship between the Grand Duchy and the Vortex Corporations, a number of Vortex nationals settled in the Grand Duchy. Most of them are employed by the offices and are representatives of the Corporations in the Duchy, others work in a bit every possible field, be it agriculture or technology.
Most of the Vortex nationals come from the following kiithid:
* Kiith Manaan, renouned for its prominent diplomats and statesmen, prosperous traders and excellent farmers.
* Kiith Nabaal, renouned for its professional architects and builders, as well as for the high level of craftsmanship in mettalurgy.
* Kiith Gaalsien - an ancient Kiith, known for its conservative religious beliefs.The Skaven population is the smallest in the Grand Duchy and descends from two Skaven refugee clans that the Grand Duchy decided to take in. The Skaven are rat-like "people" that dwell beneath the ground in self-made tunnel cities and serve as a protection force for the Grand Duchy against incoming subterranean attacks. They are considered "citizens" and thus have the same rights as other citizens of the Duchy.

The rest of the population is formed by many nationalities that dwell in the Duchy.

Other (including Atheists, Skaven pagans and other religions) : 5%

Orthodoxy and Catholicism are preached by the Slavic population mostly.

The Seven Deities is the religion of the Native Taraskovyan and reminds mostly of the pagan times. This faith is preached by the Order of Zynthris, which has its own "capital" in the North-East of the Grand Duchy. This capital is more like a gigantic citadel.
Zynthris is the main God among the Seven, creator(not father!) of all the deities, people, etc. and watches over a pantheon of Seven Deities(him included), which consists of the following deities:
Zynthris - the Lord Creator of All Life, Eternal Defender and Guardian of Life
Sathala - the Goddess of War and Death
Nethaila - the Goddess of Wisdom and Knowledge
Amathir - the God of Commerce, Trade and everything that has to deal with production
Nahashir - the God of Justice and Faith
Kethala - the Goddess of Peace, Love, Generosity and Hope
Atagath - the God-Defender of people, God of Science and Progress.

In the order, each god has a representative in the form of a High Templar. There are thus Seven High Templars, forming the Council of Zynthris, the High Templar of Zynthris being the Prelate of the Order, which resides in the Citadel. Nowadays, this faith only carries a traditional meaning, since the Grand Dukes are still being crowned by the Seven High Templars in the Citadel of Zynthris and lost its past predominant importance.

The Sacred Citadel of Zynthris.


Situated in the North Eastern part of the Grand Duchy of Tarasovka, the Sacred Citadel of Zynthris is a huge city, that may be qualified of mega polis since it harbors an estimated of 12 million permanent residents.

The Citadel was build thousands of years ago, in the glory of the Seven Deities and has ever since served as capital to the “Order of Seven Deities” as well as coronation place for the Grand Dukes of Tarasovka since immemorial times.

The massive central “pyramidal” structure comprises numerous temples in honor of all of the Seven Deities with the enormous central temple – the “Oath of Faith” in the form of a spire on top of the central structure. The “Oath of Faith” is a gigantic temple complex, which has one particularity – it is the common temple of all of the Deities and has served as an example for the other temple buildings.

In fact, in place of worshipping all the Deities one by one and building numerous temples, the followers of the Seven Deities tend to build temple complexes in form of spires, with the representations of all of the seven gods and goddesses inside. Of course – each god is still worshipped apart in a different section of the “Temple”.

The “Order of Seven Deities” has a privileged “autonomous” status within the Duchy – it has the right to self administration in the Sacred Citadel and has the right to have a small private military force as well as a number of other “privileges”.
As such – the Citadel itself comprises numerous living and technical installations, as well as training and military installations.

Throughout history – a rather large city has formed around the Citadel, which offers even more installations to the faithful that wish to dwell on the Holy Grounds.

The Sacred Citadel is administrated by the “Celestial Council of Seven” – the Seven High Templars, each High Templar being the “living avatar” of his respective God/Goddess. In total – there are seven High Templars, with the High Templar of Zynthris traditionally becoming the Supreme Lord and Ruler of the Citadel and of the Order (in other words – Prelate of the Order).

Of the Shakhovskoy Grand Ducal Dynasty.

It still remains a mystery as to when did the first Shakhovskoy become ruler of the Grand Duchy.
Some linguists speculate that the name “Shakhovskoy”, which actually has Slavic roots, comes directly from the Old Taraskath title - “Shakoth-Kshas”, meaning “Supreme Lord And Ruler”.
If that is true, then it would seem that throughout its long history, the Taraskovyan people have lived under either one single Dynasty, either under a Dynasty which was “inspired” by the ancient title.
Whatever the actual state of things, every member of the Shakhovskoy Dynasty has always refused to comment on that point, as on the certain particularity of the “Native Taraskovyan” to live much longer than the rest of the population.
It is a well known fact that the members of the Dynasty live very long, and some speculate that the legendary Grand Duke Alexander Shakhovskoy the Ist is still alive. One should know that Grand Duke Alexander the Ist is the Great-great-great-great-grandfather of the current Grand Duke Mikhail Shakhovskoy the Ist, who ruled the Grand Duchy for 102 years.
Some speculate that the so called “Native Taraskovyan” – are descendants from an ancient drow people, named “Taraskath”. The Ducal family has always refused any commentary on the subject and the historians who tried to dig into the matter were gently asked not to interfere within the private life of the Dynasty.

Following is the short description of the members of the Grand-Ducal family.

His Highness, the Honor Grand Duke of Tarasovka, Mikhail Shakhovskoy the Ist.
He ruled the Grand Duchy for 102 years, a century, during which so many things changed. Under him the Grand Duchy entered the GDODAD. Under him the Dominion/GDODAD was dissolved. He succeeded in bringing the Taraskovyan economy to its current heights.
He began as sole ruler of the Grand Duchy, and under his rule the High Council of the Duchy(see above) was formed and later on – the Council of the Duchy, under the insistence of the Crown Archduke.
In appearance, he looks like a man of 60-70 years, but is in fact much older.
He has officially stepped down and passed the burden of ruling on to his sun.

Her Highness, the Honor Grand Duchess of Tarasovka, Ekaterina Shakhovskaya.
Wife of the Grand Duke throughout his entire life, the Grand Duchess is a true symbol for the Taraskovyan people. Even if she never took any real participation in the political system of the Duchy, her ever constant presence among the people during the harshest times, her extreme generosity and kindness and more than that – her constant devotion to her family, have made her maybe the most popular person in the Duchy.
She is believed to be of the same age as the Grand Duke.

The eldest of three children of the Grand Duke and Duchess, she is also the one that respects the most the ancient customs of the High Born. Fervent believer in the Seven Deities, she never recognized the validity of the Orthodox Church on the soil of the Grand Duchy.
Extremely proud and following the ancient principles of honor, she may appear as very cold. Which is not totally the case – she can be more than joyful and spends most of her free time doing jokes. In “her” manner, of course.
She has challenged the rule of the Grand Duke Mikhail II Shakhovskoy by naming herself rightful heir and causing several provinces to rebel against the central governement

Second born to the family, Mikhail has since the very first years of his life shown the potential of a strong leader. He has shown a high interest in the daily matters of the Grand Duchy, in international politics and in espionage.
When he was 18, he enlisted for the Taraskovyan National Defence Forces, and served two years a normal trooper. At the age of 20, he applied for the Alexander Guard and followed the extensive training, succeeding all the way. As all Alexander Guards, during his time of service he studied at the Vigvar Governement University - the best of all Taraskovyan Higher Education establishments - from which he graduated with a diploma in International Politics, Law And Economy.
Due to his high potential, ability to react quickly in all circumstances, his father, the Grand Duke, appointed him as the Head of the Taraskovyan Department of Intelligence – the famous TDI, maybe the most powerful structure in the Grand Duchy.
Using his skills to the full and his rank of High Councilor of the Duchy, he took control of the HCoD and thus has a direct influence on a number of decision that the HCoD takes. It was also his work of creating the Council of the Duchy, opening a way for a "not so liberal, but still..." policy.
His Highness Mikhail II Shakhovskoy has now officially been inaugurated as Grand Duke of Tarasovka, Supreme Lord and Ruler of All Kin.

Her Highness, the Archduchess of Tarasovka, Vethara Shakhovskaya.

Vethara is the youngest of the three children. She spends her time in the Great Gardens outside of the Palace, busy playing with the variety of animals at her disposal. She is an open mind, always eager to learn something new, a fact that led the Grand Duke to make her an entire private library, of the size of three giant halls.
Although some speculate that there is an other reason to her daily “walks” in the Gardens.
A certain Leib-Lieutenant of the Alexader Guard, Count Nekshas Tenathir, has also been seen “vanishing” in the gardens.
The Ducal family has refused all comments.


There are other members of the Ducal family, such as the brother of the Grand Duke and two sisters of the Grand Duchess, along with their children, but they are not mentioned in the Grand Ducal Family description.

Of the Alexander Guard Honorary Regiment.

“With Honor, Pride and Loyalty shall We serve the Dynasty, and when the final hour comes, with Glory shall We meet it, and We shall not run or flee, but We shall stand Victorious, and should We ever fall before and enemy, than We shall not fall in vain and Our sacrifice will safe the Dynasty!
And the Glorious Duke shall rule safe and unhindered while One of Us remains!”

The Alexander Guard Honorary Regiment is the personal guard unit of the Ducal family, charged with defending and protecting the lives of the members of the Dynasty.

The first “roots” of this elite unit go back to the rule of the Grand Duke Alexander the Ist, who took several most valiant warriors and made them his personal guards.
Grand Duke Alexander ruled for a good 95 years, before dying in a hunting incident. During his rule, the Guard got richer by new warriors, to reach a total of 30 Guards.
With the Grand Duke Namellar Shakhovskoy , the Guard received its official name of the “Alexander Guard Honor Regiment” and was made the official ceremonial and personal guard of the Ducal family. Grand Duke Namellar decided to complement the Guard with the sons of the highest Taraskovyan nobles, and decided that the color of the uniform will be deep blue – the color of Honor and Nobility.
As centuries went by and new technology became available, the Honorary Regiment constantly changed and adapted to the new times. The Alexander Guards always received first every new technological weapon and armor and were always battle ready to defend the Ducal family to the last.

Today, the Alexander Guard Honorary Regiment comprises a total of around 2.000 Guards. It consists of the finest sons of the highest Taraskovyan nobility – the pride and future of the Duchy.
To serve in the Regiment is the greatest honor of a young Taraskovyan noble, and to get demoted from it is worse than death by execution.

All candidates are first screened by the TDI and the TNSD, to avoid any “dangerous” elements of getting into the unit.
Once the candidates receive the approval of the two Intelligence Departments, they undergo a long, harsh and very exhaustive physical and mental training, which for several months turns their life into living nightmare. Very few make it through the entire course, many fail and resign.
The few that have succeeded and have proven their worth, receive special “enhancements”, kept to a possible minimum and follow a full year of “further” education – lectures in various domains mixed with repeated trainings.

All candidates must be at least of the age of 20, which means that they will have an already substantial knowledge in various domains; they must know several languages, have knowledge in tact and ethics, culture, sciences.
The Guards are trained to use all sort of weaponry and all sorts of possible equipment. They are armed with the latest technological achievements, be it their personal weaponry or their power armors.
Each Guard is fully responsible for his own equipment. They may be young Leib-Dukes and Counts, they have to cater for their equipment for themselves, without any outside help.
More than that, the Guards follow courses of Higher Education in the domains of their choosing, studying law, economy, philosophy and anything that they wish. After all - they are not a bunch of brainless trigger-pullers but the pride of the entire nation.

The Alexander Guard Honorary Regiment is divided into three batallions, with a newly created fourth one.

The batallions are:

1st "Silence and Death" Batallion
Numering: 750 men.

This batallion is believed to be the first ever appearence of the Alexander Guard, created by the Grand Duke Alexander the Ist himself.
The story tells that the 30 Bodyguards of the Grand Duke were trained to be deadly and stealthy assassins. The story also tells a slight paradox - these assassins were to never kill anyone but to guard the Grand Duke from any attempts. It is unknown what was it that the Grand Duke Alexander the Ist feared so much, but the single fact that he died during a hunting incident in very 'shady' circumstances suggests that the Grand Duke had powerfull ennemies.

The members of this batallion often serve as guards inside of the Palace Complexes and accompany the Grand Duke on most of his ceremonial visits. Although it is believed that their 'assassin' training has stopped long ago, these guards tend to show extreme prowess in 'certain skills' when it is needed.


2nd "Pride and Honor" Batallion
Numbering: 570 men

This batallion is also known as the "Cavalry" force. Indeed, members of this unit usually serve on horsebacks and guard the exterior of the Palace Complexes.
This batallion is believed to have been created by Grand Duke Nikolay.
The Grand Duke was a very skilled horseman and wanted his bodyguards to be as skilled as him. He took several of the already existing Alexander Guards and told them to sharpen their riding skills to a perfect level.
And thats where the story begins.
Although being the Cavalry batallion, this unit also does guard duties on foot if it is required.


3rd "Glory and Courage" Batallion
Numering: 430 men.

The so called "Heavy Assault Guards". This unit is maybe one of the most recent and was especially created to accompany the Grand Duke into battle. Even if all of the Guards are to accompany the Grand Duke into combat and defend him to their last drop of blood, the 3rd Batallion members are the ones the most 'fit' for a total battle.
Equipped with powerarmors and enough weaponry to face a tank squadron, these guards are an 'echo' of the NGF SODAT unit.

These guards accompany the Grand Duke to certain of his ceremonial trips but most of the time they keep guard outside of the Vigvar Winter Palace.


4th "Duty and Valliance" Batallion
Numbering: 150 men

This batallion is the most recent one and its apartenance to the Alexander Guard Honorary Regiment is purely symbolic.
Indeed, this unit was created by Archduchess Anastasya Shakhovskaya, invoking the ancient traditions and law, which permitted each member of the Grand Ducal family to have a small guard unit, a 'drujina'.
Handpicked by the current Commander of the TNDF, Leib-Marshal Valery Berilov, this unit consists of veterans of the Alexander Guard, extremely loyal to the Archduchess.

This unit, as such, is not part of the Alexander Guard Honorary Regiment, since it was created to defend the Archduchess. But due to the fact that the Archduchess is part of the Grand Ducal family, this batallion is officially within the Regiment.
The entire unit is dislocated in the private palace of the Archduchess in Tin-Vilena.


Nowadays, the Alexander Guard Honorary Regiment is only the peak of the iceberg that is the Special “Zashitnik” Unit – a top secret giant network, charged for assuring the security of the members of the Ducal family inside of the Duchy and abroad.

Population: 204 million

The Capital City of Vigvar is, as its full name indicates, the administrative, economical and cultural capital of the Grand Duchy of Tarasovka.
It is the second city by the number of population in the Grand Duchy.
Over the decades, due to natural factors which hindered the widening of the city, the architects started building skycrapers in certain areas of the city, which became higher and higher, giving living place to more and more people. Currently - the expansion of the "skycraper" area has been halted, due to its expansion on the "Memorial" areas of the City.

The city hosts the Shakhovskoy Grand Ducal Winter Palace, the official residence of the Grand Dukes of Tarasovka and of their families.

The Capital City of Vigvar also hosts the official HeadQuarters of Vertev's Technologies - the mightiest Corporation of the Grand Duchy that has a monopole over many fields of technological markets.

VerTech was founded around 200 years ago, by a Taraskovyan scientist Anatoly Vertev, famous for many of his discoveries and devellopements.
After a hard start, the Corporation has quickly become the leading force in the Taraskovyan arms and technology market, assimilating its rivals.

Today, VerTech is more a conglomerate of numerous Corporations and Enterprises than a single giant. Indeed, nowadays VerTech does not produce nor research everything as itself, but coordinates the efforts of numerous research, devellopement and production facilities, that officially belong to corporations owned by VerTech.

The Grand Ducal family holds a 75% majority in VerTech, permitting it a decisive voice in the actings of the Corporation.

Well, updated the list of the High Councilors since there is a new Grand Duke now. And updated a little the description of the Dynasty.

Vladimir Potkin(the IRL individual in honour of whom the High Councilor for Technology and Science is named):
Head of the T-90 and T-90s project. Under his leadership, the Nizni Tagil Construction Bureau managed to survive through the years when the Russian Military stopped ordering any further tanks. The project was saved by India which, in 1999 acquired the first party of T-90s which were harshly tested in the Indian desert on the Pakistani border. The tanks proved to be so performant, that the Indian military placed a considerable order on those tanks. In 2003, during the escalation of tensions with Pakistan, the Indian T-90s brigades were to strike into Pakistan and take over Islamabad even if Pakistan nuked India to dust.
Remarkably enough, this has forced the Russian Military to finally upgrade its armor arsenal by placing the first ever order for new tanks since 12 years in January 2004.
Vladimir Potkin never lived to see the success of his 'child'. He died in his office in 1999, just as the first three T-90S tanks were being shipped to India for preliminary tests. In his honour, the T-90 and T-90S have received the name 'Vladimir'.
