Tanah Burung announces new diplomatic relations

Violeta Bi Bere, people’s representative for foreign affairs & human rights, announced today the first exchanges of embassies by the Democratic States of Tanah Burung. Tanah Burung will open six overseas embassies, its first outside the region of babble, and welcome the ambassadors of the same six countries to the new diplomatic quarter in Ukun Rasikan City.

“We welcomed the world to our country through sports,” Ms Bi Bere said. “Today, we inaugurate a new policy of openness to diplomacy and international cooperation.”

Embassies are being exchanged with:

-- The Free Republic of Apollopoli, architect of the Developing Nations Aid Commission. Mau Lear, the guerrilla-turned-organic farmer, has been named as Ambassador to Appolopoli. Frederick Glossolalia, former foreign minister of Apollopoli, has been named ambassador to Tanah Burung.
-- The Democratic Republic of Knootoss, former colonial ruler of Tanah Burung. With the passage of time since the war of independence, wounds have healed and an exchange of diplomatic relations is timely. This post will be filled by former Governor Kay Rala.
-- The Principality of Larkinia, host of the recent developing nations conference in the City of Golden Agate. Constancio Matebian, son of Bi Bere and official in the ministry of foreign affairs, has been named as first ambassador to Larkinia, where he has already represented the country ably.
-- The Rogue Nation of Quandary, one of the world’s leading campaigners for the cause of peace, and a fellow member of the Global Alliance of Green Economies. The Quandary embassy will be formed from that country’s unofficial observer mission to the SeOCC-Iesus Christi summit meeting held in Tanah Burung recently.
-- The Federation of SeOCC, a country with which Tanah Burung has worked fruitfully on a number of projects in the past and present, and a tireless fighter for international justice. Hasan Alhamid of the NGO Human Rights International has been named ambassador to SeOCC.
-- The Most Serene Republic of Ziobia, another key country in the quest for justice and equality for developing countries. Ziobia’s first ambassador to Tanah Burung will be Amilcare Benevento, and Tanah Burung will be represented in the city of Cantico by Fatmawati Putri, former chancellor of Lovefest University.

Space still remains in the diplomatic quarter of Ukun Rasikan for any other interested countries. If any friends have been omitted, it is not through lack of friendship but simply through the fact that our diplomatic corps has limited capacity and wishes to start small.

Tanah Burung (“the land of birds”) is a large tropical country nearing a population of one billion. Although poor, the country is self-sufficient and produces a modest agricultural surplus. Tanah Burung is a pacifist country with no standing army and defensive forces only. Its foreign policy is devoted to the promotion of peace, human rights and the environment. It is a member of the Global Alliance of Green Economies, the Developing Nations Conference and associated bodies.

The country is governed by its people through referenda on all important matters, and administered by a collective presidency consisting of 11 people: the Governors of six autonomous provinces and the heads of five major ministries (called people’s representatives): (1) social justice, (2) foreign affairs & human rights, (3) economic affairs & cooperatives, (4) justice & civil rights, and (5) territorial defence & sports. The main religion is the Tanah Burung Catholic church, but there are also large minorities following the Church of the Rocks and Trees (indigenous nature beliefs) and the Rainbow Islamic faith. Tanah Burung follows an economic policy based on sustainable “slow-but-steady” growth and economic self-reliance, primarily through voluntary cooperatives. It is perhaps best known as the host of World Cup Five.

All expressions of interest will be answered shortly, following the return of our delegation from the conference on trade with fragile economies in Lavenrunz. We should stress that we lack the funds and diplomatic personel to establish many more embassies at this time, but should you wish to establish an embassy in Tanah Burung without receiving one in return immediately, this can of course be arranged.

"Dear, compassionate people of Knootoss, dear citizens of the world. Today I am proud to announce that we will formally restore relations with Tanah Burung . We will excange embassies, and a peace treaty is expected to be signed soon.

Tanah Burung and Knootoss will always be special for onanother. After all, it is only a generation ago that the Knootians had to leave Tanah Burung after the revolution there. We never granted independence, the people of Tanah Burung took it, and history is the ultimate judge of these occurences.

It is difficult to judge history when one still has so much personal involvement. As you may now my grandfather was minister of the colonies, a post that does not exist anymore. I will never forget the look on his face when we watched the ships arrive in Christian Harbour, loaded with disillusioned Knootians who had often been in Tanah Burung all their lives. Nor will I forget the words my predecessor spoke: that Knootoss and Tanah Burung will forever be tied up in some way.

Today, the government of Knootoss expresses regret over the things that happened during this period. We cannot admit guilt, for that would implicitly imply responsability, but we can express our deepest regrets over some of the things that happened in that period. We should honour the people who gave their lives for the independence of their nation, as well as those who helped defend the Republic.

Healing the old wounds will be a sow and painful process. But it is a process we must go trough, and I hope we can go trough it together. I thank you all for listening."

SeOCC is honored to establish a flesh and blood embassy with Tanah Burung, and for my part I won't be selling the CACE during my tenure. I do hope, however, that my office is within egging distance of a certain embassy.

A West Token embassay will be welcome, although we will not immediately be able to reciprocate. We look forward to learning more about West Token and its faith.

Peace Treaty to be signed with Knootoss
Anti-colonial war officially brought to an end

Tiga Burung Times, special report

Fifty years after Tanah Burung's war of independence, a peace treaty is to be signed with the former colonial power.

The offer was extended by Knootoss foreign minister Hans van Mierlo, and the treaty-signing will be the first act of the newly-exchanged ambassadors of the two countries. It will clear up the anomalous position whereby Tanah Burung, a pacifist country, was formally at war with Knootoss. No shots have been exchanged since the departure of the Knootian occupation forces half a century ago.

“I fought in the revolution for freedom,” said Violeta Bi Bere, the people’s representative for foreign affairs and human rights. “The revolution remains the core of our experience as a people and as a nation. Yet the time has come for forgiveness and reconciliation. There will be irritants in our relationship, but we believe that the current government of Knootoss will follow an enlightened policy and that the days of colonialism are long gone.”

The revolution saw many people die, but the Knootian forces finally sent packing when the costs of maintaining their occupation became too high and the Tanah Burung population proved unwilling to cooperate with them any longer: some fought as guerrillas, many more pursued non-violent tactics of non-cooperation with the colonial authorities. Independence proved a wrenching experience, as Knootian citizens were expelled and their business interests “liberated” by the people (many of these became the nucleus for some of the larger cooperatives in Tanah Burung).

Several veterans of the revolution still hold high-ranking positions in Tanah Burung, including three members of the collective presidency: Bi Bere, Governor Markus Rumbiak, and people’s representative for social justice, Father Constancio Ainaro. But the peace treaty is seen as evidence of a generational shift of power to those born since independence. A prime advocate of rapprochement was Kay Rala, former Governor of Matebian province, who was named ambassador to Knootoss after being defeated in her bid for re-election.

Prime Minister Vogels of Knootoss expressed “regret over the things that happened during this [colonial] period” in a television broadcast, and his government has offered an extensive bilateral aid programme. Foreign aid will be the subject of an upcoming referendum, and the offer from Knootoss is certain to affect the people’s decision on this matter.

The issue is controversial even within the collective presidency, with Governor Markus Rumbiak already on record opposing any foreign aid. “If they were speaking of reparations for their past crimes against our people, then perhaps we would accept it. Yes, we extend the hand of friendship, but do not misunderstand what we mean by friendship. Once we were colonized by military force, because our people were not yet united. Kita belum berbangsa, we did not yet know that we were a nation. We shall not be re-colonized by foreign money, we shall not become a neo-colony ruled by a neo-colonial ‘ethical’ policy.”

Asked about Rumbiak’s comments, Bi Bere said the government was leaving the decision on aid up to the people. But she stressed: “The wounds of the past were painful, but this is a time for healing. Let us move forward, not be prisoners of the past. We say always la’o hamutuk mau bere -- walk toegether, brothers -- and it is time to proclaim that all peoples are brothers.”

The politics of guilt: an insight in the Tanah Burung policy
How emotions still drive the colonial debate

Fifty years after the Knootian forces had to leave Tanah Burung hastily, a formal peace treaty will at last signed with the former colony. The treaty will finally end the strange situation where a "state of war" still existed between Knootoss and "rebels" who have been the de facto rulers in Tanah Burung for decades. At first glance, it appears that the government is merely implementing its usual pragmatism in international politics, but a deeper study shows otherwise. The colonial period still divides Knootians and Knootian politicians in a strange mix of collective shame and national pride.

Especially the SLP politicians have a stong emotional and almost personal interest in the situation. SLP Prime Minister Vogels, for example, comes from a long line of people involved in the Colonial government. His grandfather used to be the minister of the colonies, and the governors mansion used to be a Vogels family retreat. The mansion is stil there, even though the left wing has burned down in a fire when the rebels attacked it. The decision to withdraw from Tanah Burung was a very personal and emotional joint decision that was finally taken in the famous meeting in the Vogels family residence in Roald City, with the president, the conservative minister of foreign affairs and of course Vogels Sr.

The conservatives on the other hand are still dissatisfied with the current status, believing that the "politionele acties" or "policing actions" against the rebels in Tana Burung had been perfectly legal and back then they were staunch supporters of this policy. However they have now joined up with their SLP coalition parners in a joint effort to give foreign aid to the new government. However the motives are different. From his retraite in the Reich, ambassador Herben who is a senior member of the conservative party called for a "renewed ethical policy" that will continue the efforts being made under the old colonial government to lead Tanah Burung to real indendence. Herben: "The current state of affairs shows clearly that these people, though they ment well, were not yet ready for independence. We were building schools and hospitals and infrastructure there, and our work is no yet complete. It is our responsability as the former colonisers to lead the people there to a brighter future." When asked, Lousewies van der Laan the SLP minister of development affairs repeated the official government memo that Tanah Burung is "another developing nation that needs our help. Givign development aid is not part of some kind of ethical policy."

It remains a question at all if the people of Tanah Burung will even accept the aid, but the formal peace treaty already is more then a piece of paper. About fifty thousand Knootians have contacted travel agencies with a desire to go to Tanah Buring. Amongst the young people who are looking for a new holyday spot, there are many elderly people, some well over 90, who want to return to what was once there homeland to find a place to rest and sit out their final years.

There are no "individuals with Knootian nationality" living in this country. There are people of Knootian origin who have become naturalized Tanah Burung citizens. We will under no circumstances hand over our citizens for trial by a foreign power.

It has modern hotels and fine beaches and Knootian tourists will be encouraged to spend most of their time there. However, they are free to board airships or hot-air balloons to travel to other parts of the country as well. They are advised to make their presence known to local police in case of incidents. The country is full of tourists right now, having just hosted the World Cup, and tens of thousands remain in Tanah Burung for the World Cup championship game between Brazillico and Lemmitania. This should make the Knootians stand out less, which is probably a good thing.

The first visitors are greeted at Tiga Burung airport by a band which attmepts to play the Knootian anthem (badly) on guitar, drum and gemelan. They hope that their gesture will be taken in the spirit offered and not taken as an insultingly poor rendition of the anthem.

We would like to know what these people have done to deserve such treatment? Certainly the record should be set straight? Our embassy will inform these people of the delicate situation, but if you are to deny them acces we do ask for proof on what grounds the acces should be denied.

The government of Tanah Burung today signed memoranda of understanding for an exchange of diplomatic relations with the Empire of Lavenrunz and the Most Serene Republic of Xikuang. The agreements were reached on the sidelines of the conference on trade with fragile economies. Greetings to the people of Tanah Burung.

Following the wonderful welcome extended by your nation to Errinundrians attending WC5, members of our team, antarcticad and oreasted, have organized with Head Lady Warung Agus of the village Findabaya to set up a young soccer player exchange between Findabaya and Ellery Camp, the home village of the two Errinundrian players.

Our Government and the Errinundrian Football Association are both providing funds to help the founding of this program. Already Canabe Livit from Findabaya and codith from Ellery Camp have been selected for the programs.

Amazingly correspondence between the two villages has exploded since WC5. It seems that there is a genuine affinity between them. The Mayor of Ellery Camp, washingd, has proposed that there be an official sister village arrangement between Findabaya and Ellery Camp.

However, we have been advised by your Foreign Minister that formal relations between our nations would need to be established first. Accordingly, we formally request that diplomatic missions be established.

I might add that one of the team entourage, firset, has formed a relationship with one your citizens, Rafalirita Mitamayad. She is currently pregnant and is expected to give birth on the eve of first match of WC6. (What a gift for Rita and firset should Errinundera qualify and firset is selected!) Perhaps a formal and traditional Tanah Burung marriage ceremony for the two could be arranged at the opening of an Errinundera embassy in Tanah Burung to symbolize the friendship between our nations.

Many thanks for your messsage. We would be delighted. Since our ties have been in the field of sports, we suggest the exchange of "sporting diplomacy" missions, responsible to the foreign ministry but having as a major function the development of sporting links between our two countries. If it is acceptable, we would like the Tanah Burung mission in Ogelethorpia to serve as a sporting mission to the continent of FIFA as a whole. This could be finalized during the World Cup in Kingsford, should we both qualify.

We can think of few countries more spiritually attuned to ours than Errinundera, and we welcome diplomatic relations with you. It is true that in Findabaya and throughout all of Tanah Burung, our people grew to love your players during the course of the World Cup. Truly, your football team has pioneered sporting diplomacy in an innovative and admirable fashion. May i add on a personal note what a pleasure it was to meet codith at Tiga Burung airfield as she transferred to her hot-air balloon en route to Findabaya. We are honoured to have her among us.

Your suggestion on how to proceed is an excellent one. I will ensure that all remaining bureaucratic obstacles to the sister-village arrangement with Ellery Camp are removed so that this can go forward. The marriage shall be arranged for your mission in Ukun Rasikan as you suggest. (Please inform us if there are any nudity taboos we should be aware of.) Mayor washingd would be most welcome to attend as a guest of the people of Tanah Burung and travel on to Findabaya afterwards, should he be available.

Or perhaps the Tanah Burung embassy can serve as a regional embassy.

In a recent survey of nation's attitudes to public nudity Errinundera ranked 6577 out of 75840 nations surveyed. That puts us in the top 10% most liberal nations in the world.

Don't be alarmed if you see naked people among the treetops - it's just the way they are.

We are a Scandinavian Liberal Paradise after all.

AID REFERENDUM: NO TO THE ONE, YES TO THE MANY

MATEBIAN (PTB) -- Tanah Burung will accept aid from multilateral sources only, the people have decided.

A national referendum on aid policy had three options on the ballot: accepting all forms of foreign aid, accepting aid only through multilalteral organizations in which Tanah Burung holds membership, and refusing all forms of foreign aid. Option two was successful with 61% of support. 30% voted to reject all outside aid, while just 9% voted to accept aid from any country that offered.

Controversy centred on the offer to extend aid made by Knootoss, the former colonial power with which friendly relations were recently established. "Their sweet promises of money are just a bid to tie us once again to their apron strongs," said Markus Rumbiak, a member of the collective presidency currently meeting in Matebian. "I say, we do not want their aid. They owe us reparations for their rape of our beloved homeland, but aid? To hell with their aid!"

Rumbiak's comments do not reflect the views of the government, said foreign minister Violeta Bi Bere. "We are pleased at the growth in friendly relations and tourism and consider Knootoss to be a friend," she said.

The upshot of the referendum is that Tanah Burung is expected to make applications for funding to the Developing Nations Aid Commission and various funds established at the Developing Nations Conference held recently in Larkinia. The government has also pledged to be a donor country although aid from Tanah Burung is likely to be less than aid to Tanah Burung.

The People's Republic of Cho-to-ki is very interested in this offer, and would like to exchange embassies with the Democratic States of Tanah Burung. This is because that we have noticed several similarities between our two nations, the biggest of which is that Cho-to-ki has waged its own People's War against colonial occupiers and gained its independence. We too have a keen interest in the environment, Cho-to-ki being the home of the "Ecological Institute of Cho-to-ki" and the green of our flag representing pride in our many jungles and rivers (and aggressive protection from corporations or potential imperialists).

We are not members of the various alliances you have mentioned, although we wish to do so.

Thank you for your note. The Democratic States of Tanah Burung is keen for peaceful relations with all nations. Our difficulty is in a lack of trained diplomats to fill all the overseas posts we would like, in an ideal world, to establish.

We regret that under the terms of the recent binding referendum, this would be considered a form of direct aid and thus national law prevents us from accepting your generous offer. So while we regret our inabiltiy to accept your very kind offer, we hope to resolve our capacity limitations in the near future. It may be slower, but it shall be sure.

A joyous occasion....

Two nations were joined by bonds of stone and matrimony today, as the opening of the new Errinundera Embassy was marked by a marriage between an Errinundrian footballer and a Tanah Burung national.

Errinundera’s new embassy in the city of Ukun Rasikan is an architectural marvel, designed to look, from the air, like a bird with its wings outstretched, as if to take flight. It is one of several to be built in the new diplomatic sector of Ukun Rasikan City, home to the foreign affairs ministry. Present to honour the Errinundrian ambassador was Violeta Bi Bere, people’s representative for foreign affairs and human rights, along with two other members of the nation’s collective presidency.

Bi Bere made a gift of a bird-of-paradise to the Errinundrian ambassador, who (after photographs) released it into the rainforest immediately behind the new embassy. The unorthodox reaction drew gasps, but then a round of applause. Like his countrymen, the ambassador was already winning hearts.

The highlight of the day, however, was the marriage of citizens of the two countries. Fr Constancio Ainaro, people’s representative for social justice, performed the ceremony, with washingd, the Mayor of Ellery Camp, present in the role of “uncle” to the bride. The happy couple was firset, of Errinundera’s national football team, and Rafalirita Mitamayad. But all eyes in the outdoor public marriage were on the couple’s baby, etanah.

With the public aspect of the wedding over, the couple and close friends retired indoor for the final rite performed according to the ways of the Church of the Rocks and Trees. The two, naked in the eyes of God, were entwined three times with a hemp rope, symbol of a union intended to endure without end and attended always by joy.

MATEBIAN (PTBI) -- People's representative for foreign affairs and human rights Violeta Bi Bere today announded that embassies would be exchanged with three more countries: The Republic of Celdonia, the Federation of GMC Military Arms, and the Grand Duchy of Watfordshire.

"We are pleased to continue the expansion of our diplomatic contacts with three more countries," Bi Bere said. "This would not have been possible without the success of our Diplomacy Training School, funded by the Developing Nations Aid Commission."

Two of the embassies will be headed by recent graduates of the Diplomacy Training School. The embassy to Celdonia will be run by the addition of staff to Tanah Burung's observer mission at the Coalition of Anti-Communist Economies, headquartered in that country.

Bi Bere added that she hoped for an early resumption of relations with SeOCC, which recently severed ties with Tanah Burung pending a decision on whether to sign an economic treaty with the CACE. The treaty is expected to come up for discussion at the Third World Solidarity Conference currently under way in the city of Matebian.

The Government announced today that it wanted to exchange embassies, and ambassadors, with Tanah Burung. "The [Soccer Nationsates] World Cup [Five] host is a ver good friend of the nation to us, and we are in the process of exchanging embassies and Ambassadors," said a Foreign Affairs spokesman. Neither Prime Minister Erfin Caws nor President Al Hamlin could confirm this. On a side note, elections are set to get underway soon in LE, as the Hamlin Administration's term of 3 years is almost up.
