Charter of the Space Exploration and Alien Contact Treaty Organization

PREAMBLE:
The Space Exploration and Alien Contact Treaty Organization, hereafter reffered to as SEACTO, is hereby established to

1. Organize the nations of Sol in ventures of peaceful exploration of our cluster, galaxy, and universe.

2. Make peaceful contact, and initiate meaningful communication, with any and all possible new extra-solar species.

3. Ensure the protection of the Sol system and its inhabitants should any threats from space, be they natural or designed, inter- or extra-solar in origin.

ARTICLE I- Terms of Membership:
Membership will be granted to any nation of the Triumvirate of Yut upon request and approval by the presiding nation.

For other nations, membership will be granted to those who have demonstrated sustained space-flight capability, and who have the resources to continue supporting a comprehensive space program. Applications must also be approved either by a unanimous vote of the senior nations, or by a two-thirds vote of all current member nations.

Member nations must be willing to supply ships and crew, and any other necessary personnel, for official SCEATO missions. Relations between member nations will be restricted in no other way.

ARTICLE II- Officers:
The presiding nation at the time of the ratification of this treaty shall be Eniqcir. However, after total membership passes 10 nations, a two-thirds vote of all member nations will be sufficient to instate a new presiding nation.

In addition to the presiding nation, there shall be put in place three (3) ministers. These are to be selected initially by the presiding nation (Eniqcir), but may at any future time be replaced by means of a unanimous vote of all other senior nations. The ministers shall be as follows:

1. Minister of Exploration and Cartography
2. Minister of Foreign Relations
3. Minister of Interspecies Relations

ARTICLE III- Amendment and Alteration:
This treaty may be amended or altered at any time by means of a two-thirds vote of all member nations.

Kinda rough history. i've been in more than a few wars. The fleet is only just started construcion, but I've been spacefaring ever since almost the creation of my nation. I founded the very controversial GDODAD, and I'm still the political head of it.

After further investigation, Garrison II and The Silver Turtle have been declared controversial cases. Several Councillors are distressed by the idea of associating ourselves in any way with GDODAD. Preliminary status shall be preserved, pending a vote by all members at a later date.

Wazzu has a very strong space presence, with a colony in the old Derkesthai complex, a major holding in the ISS, sales of low-cost, reliable shuttles and suborbital transports, Aerospace ports on Earth and Luna, and regular trade with titan through Hermes Spacelines, who can do it cheaper than anyone else [[OOC: Thats it's technological advancement...where others have plasma cannons, forcefields, and gravity drives]].

We would love to be signatory to this treaty, if approved. And if approved, not Wazzu and the Derkesthai complex would become supporting aerospaceports, and Hermes Spacelines would be great in-system resuppliers.

While other people will be welcome onboard our vessels for travel elsewhere, at certain times may we be allowed to restrict these guests to their Quarter's should need of a hasty escape be in order we have access to gateways, that will allow travel, but apart from ones we establish cannot allow others to witness. (We share these gateways and the secret of their places with other's the collective security of all is at stake here.)

We of course vote Yes on Menelmacar, on Hugin we shall Vote a Cautious Yes. To be truthful we have had few dealings with the Nation in question, yet an organisation such as this may provide the forum to allow a greater communication between us, something we in the Council hope for at the least.

As a side issue, at this time we would request of the membership any information they have on a region of space quite distent from this, while we suspect you might have little information, any you do have would be greatfully recieved by the Council.

Lastly we will provide this Organisation with all data recieved by a Fleet of ours conducting Deep Space exploration at this time.

OOC Ctan No of course not, but any information they have is useful. They are more likely to come back with data saying, well this is there. and help us mark a system of our list than actually find a Vaul Talisman. They may also find ruins that may help us to narrow our search band further, basically we hope to gain more data this way, than have them point us directly at one ;)

IC, well we would have no objections to the application for the people of Angelus to rejoin.

Or the millions more lost from Eniqcir, Kaenei, Menelmacar, Berserker, Scolopendra, and other Triumvirate states. Of these casualties, only the barest few were even remotely envolved with the Triumvirate military, resulting in over 90% of the deaths being completely innocent.

Given this organization has just reached our attention, we would like to humbly request admission. Our own radio telescopes have been cataloguing the sky for years and a more organized method is available and we wish to take advantage of it. We would be willing to send crew or scientists, train crew or scientists or aid in producing necessary parts for any/all peaceful contact missions. We have a rather large industrial base that could be put to use for this purpose rather quickly.

Angelus readily supports Imnsvale in their joining SEACTO. I/We have had ties with them, though distant, for some time. I/We greatly respect them, and ardently believe that they could be a great asset to our views.

As for Hugin, Angelus knows nothing about them, and thus abstains from voting.

We also voice our wish to allow Imnsvale access to membership. They have proven themselves a capable people in the capacities they choose, and we would be glad to count them amongst our peers.

In response to your request for a clarification of the duties of Minister of Interspecies Relations, we submit the following: In the event of contact with an alien sophont, the Minister would be requested to record relevant information gained at the time of contact to ensure no future social mistakes are made. The Minister would also be expected to coordinate sociological and psychological investigations of the new contact, with the ability to request help from any or all other member nations, for similar purposes.

The Federation wishes to voice its support for all membership applications, and will abstain from vote on the Minister ISR, due to lack of knowledge of the Sakkran Empire, and as such, unable to cast an informed vote.

Also, the Federation wishes to announce the public opening of the the chain of Warp Points explored a few months ago by Federation forces. We are currently planning another expedition aboard the S.P.S. Vector, an armed exploration vessel, do explore the further systems down the warp chain.

Iyaana sat long and hard as she considered her next vote, several factor came into play here. A Tit-for-Tat was one. On Mars the Ctan had just supported their action in the Duma, and as such turning round and denying them this very... fiar worded application would be viewed as bad form. Then there was the Lady Sirithil, he seemed to like the Yngir, and on a matter such as this, it seemed safe to assume she would be dis-pleased to have her friends blocked...

Yet over it all was the Old Ones, they had made them to fight the Yngir, not to work with them in a formal alliance... It went against every single fiber of her being, as she typed in her response.

Greetings honoured friends and prospective allies in the great cause of space exploration! I once again have the honour of writing to the noble organisation known as SEACTO regarding our pending application for membership. No doubt the matter has been met with all deliberate haste, and for that I thank all concerned.

I feel the urge to use this opportunity to thank all those who have approved our application thus far. As ever the Archailect of Angelus has proven to be wise in this matter and I am proud to count Angelus as an ally of the Empire. I am also proud to consider Lady Sirithil nos Fëanor such an ally.

I have been pleasantly surprised by the Yvressi decision in this matter, and extend our cordial thanks to the Council of Farseers.
