A Warning to All Nations
I present all countries in the region with a dire warning.
At approximately 8:57 PM local time, a trio of convicts escaped escort in transit to New Detroit Maximum Security Prison. These men had recently been convicted of four counts of arson and an accompanying seventeen counts of murder. The trio had launched incendiary weapons into a small day-care center, and sadly none of the people inside escaped. The men were to serve a life sentence without possibility of parole when they successfully overpowered the six guards accompanying them to the prison. All six guards were killed. It is also believed they are connected to a double-murder on that same road, where a young couple was found dead in a rest area along side the highway. Their car, a late-model Phaedra Condor, was found in the New Detroit harbor. It is believed the three men either stole or hijacked a boat, and fled the country.
The descriptions are as follows:

I come with dire news.
A group of men, fitting the description you gave us, were sighted in a small water craft off the Canucks island of Cooke. They were ordered by military guards to stand down for questioning, at which point they fired an anti-ship missile at the guard outpost. All 26 members of the detachment were killed.
The People's Armed Forces have launched a full scale investigation. We pledge complete cooperation with the Laer state in capturing these criminals. The People's Justice Ministry urges you all to be extremely cautious, as these man appear to be heavily armed.
It is possible that the Ar'Tak Order ordered this attack, why we do not know. It has been determined likely that they provided the criminals with the weaponry, and then safe haven. As we have no proof, we cannot morally demand anything from Ar'Tak.

We of the Ar'tak Order are insulted to be accused by our own rebel constituentcies of such a horrific act, and from another nation as well! Be warned, you say many things.
First, and foremost, our nation has not taken part in any action against your nation. Your assumption that this person is within our lands is also baseless, on a possible sighting by a nation whose very reason for existence is to oppose our Order.
