1800- Rebels in Galicia threaten Austria, Russians suspect!

To the Heads of Europe particularly Russia, and all whom it does concern.

My great leader, the Archduke of Austria, Francis I wishes it known that an attempt of subversion has been attempted on the Austrian state.
Since the dividing of the state of Poland, the land of Galicia has always been ours. Now attempts to remove it from our rightful hands have been made, and by our old ally! Forgetting the alliance against reaction, he has been offered to protectorate a new Galician state, headed by a small rebellious nobility and backed up by no decent citizen. The recreation of a new Polish state may be imminent if the Czar does not come to his senses. The traitors, the Plaudeski family, have been executed. As we speak, an army of Maygars are finishing off any remaining rebels with their usual skill. I ask Russia to forget whatever pledge it may have made to these rebels, to forget whatever pledges it has ever made to such rebels, and remember that France, Turkey and Prussia would thrive on a war between our two nations. Do not be fooled into going to war with us Czar, these Poles are none of your affair. Austria is willing to use its armies and revenge any earlier defeats. When the time comes to strike those that have insulted us, we hope to find you as a willing ally, or at least a supportive neutral.

My lord the Czar has no intention of going to war with our old allies.

We do not see how a small rebellion in Galicia has been linked to us. Is it not true that we have not actually taken any action towards you? Whoever gave you this rumour is clearly wrong.

We are deeply insulted that after our flourishing alliance you would make such a accusation.

With respect to your Czar, the information was blurted out by all of the prisioners after the normal persuasion the state employes on betrayers. And many of the weaponry found upon their personnage were Russian and Warsaw make. Now if the Grand duchy of Warsaw is planning an attack on us, it is obvious that they are being put up to it. There appears only one nation that controls that duchy...the finger of blame is pointed to you again! Finally, several Ukrainian peasents came before us. While we did not listen to their pleas of wishing to be rescued from your great nation's rule (they will be sent back after and if this mess is cleared up), they constantly pointed to russian armies moving through their territory. They reported cries of 'Down with the Arch-duke' and 'Drown the Germans in their own beer'. Such language, even by commoners, is offending. Whether they have concucted this or not, all the combined evidence puts the blame on you. Regardless, we shall continue the summary executions, and request you close and guard your borders efficently enough to prevent the fleeing rebels escaping.

However, we must negotiate over this current crisis. It is, in view of the facts, obvious of your Polish duchy's involvement within this terror. The merciful Arch-duke has however recognised that there is a necessity not to break out into full scale war with each other when the villinous French Republic skirts our boundries, threatening rebellions and uprisings. Word has already spread that the Swiss Confederation has been deeply affected by these rebels, and the Arch-duke's possessions in Italy are as threatened as your Finland and Ukrainian areas. Therefore, if you will have your Polish duchy submit the West Galicia province to Austria, we will let this matter side, and all the political embarresment that would come with it. Should you not choose such an offering, then I trust you will show something else as a gift from the Polacks to the merciful Austrian Empire?

Failure to do so will lead to our invasion of the Grand Duchy of Warsaw, perhaps in congoint with Prussia. The fate of eastern Europe is in your hands, Russia.
