I believe it's highly recommended. As this is supposed to be a politically neutral game, writing issues that favour a particular view would be a dangerous precedent. Besides that, effects will inevitably have cons: you may simply be unable to see it. Even a 'everyone is wonderfully happy' effect might, for example, lower sales of self-help books, alcohol and Slayer albums. So yes, I would say you should have pros and cons in each effect.
