By choosing option 3 (letting people chose where their money goes) does that boost my political freedoms?

No, the effects on my nation were weird: increase civil rights and taxes, decrease economy and crime.

It increases CR because the people have more rights. The economy goes down because (presumably) they make some bad choices, and crime would go down (possibly) because people are happier. I have no idea why taxes would go up when they were the reason for complaints, however

I just received this issue as well, and have a question for others who have dealt with it.

How big of an effect on the economy and tax rates is choosing option 2 (switching the tax burden from the poor to the rich)? I'm liberal, but don't want to go too socialist economically.

I'd advise against option two unless you're deliberately trying to go communist. It gives the wealthy an 100% tax rate and is pretty detrimental to your economy. I chose this one deliberately for my other nation that I was trying to mold into a dictatorship so I don't think its a good option for you. ;)

No it will only improve your civil rights and possibly dereases your economy and number 2 is a communist option so choose wisely,
