Can the mods no longer control the forum?

Someone whispered to me today that with the move to jolt the mods no longer have the same power they did, regarding the forum. In the old days they could prevent someone from posting in the forum by various methods - nation deletion, IP bans etc - but now even if a nation has been deleted in NS, if the nation has previously registered with jolt he can continued to post either using the same nation name, or at least using the same IP address as the mods no longer have the power to enforce IP bans in the forum. Or if they do, they have to go through jolt to enforce them, which takes more time.
Is there any truth in this? Surely not. That would be outrageous. :)
