Sorry if this is in the wrong forum, but I'd like to point the mods to the region of Jebzig, namely their regional motto --

"World Factbook Entry: Ok, we're about to start taking over regions and pissing people off. If you want in, which you do, then join the damn UN, if you don't, you will be ejected. kthx."

Does this count as (conspiracy to commit) griefing?

Not really. There's nothing to prove that they plan to do illegal invasions. Do report if they do grief though.
