It was early morning in New Zevkhay, the city starting to wake up for the day ahead. The tropical sun was a mere glint on the eastern horizon, visible from the tops of the tallest skyscrapers. Dim blue street lamps, designed to reduce light pollution, lit an eerie stream down streets, the coloured lights of early morning buses, vans and motorcycles using the dawn time to exercise free reign over normally pedestrianised areas, flitting amongst lit shop windows and bright advertisement signs.

The view was particularly good from the Fegosian Union Centre, a cluster of eight buildings forming the main Union offices of Alfegos, from where the Alfegan branch of operations was coordinated. Multiple high-rise office buildings surrounded the centre-piece of the site, making it such an important location - the conference hall, where meetings took. The building took the shape of a sweeping glass dome, the flags of various union members flying on its summit. Inside, a vast concealed metal hall was the focus of the meetings, with few other offices visible in the structure. With interior gardens along the walkways surrounding the central hall, and galleries displaying the work and prominence of the Union on lower floors, the building was the perfect place for the hosting of Union meetings.

Inside the hall, the Alfegan delegates sat awaiting their Union counterparts. The Foreign Minister of Alfegos and his numerous aides sat alongside the already-present Fegosian Union Rapid Reaction Force Commander for Alfegan resources, and a prominent General from the Alfegan army. They were quickly looking over a final plan for the meeting, which had been sent to all Union members previously:

The foreign minister sat toying with his laptop as the rest waited for the others to arrive, to officially greet them to the conference.

The Madurastan Minister for Foreign Affairs Carl Brown had landed in New Zevkhay and had made his way to the conference. He had with him, Field Marshal Max Storm who had was a veteran of many campaigns and had survived the Civil War being promoted in the process. He was now working in the Madurastan Ministry Of Defence as head of the Madurastan Army.

As the car pulled up, the doors were opened and they stepped out. They then proceeded up the steps towards the conference hall where they would meet the Alfegan delegates.

The entry of the Hunnic Confederacy of Katonazag into the Fegosian Union was touted to be one of the most historic moments in recent memory for the people of the HCSK. It had only been a few years since the country had been isolationist, and now here they were joining one of the premiere international organizations of the world.

For this reason, President Rikárd Sabo and Secretary of Foreign Affairs Mátyás Széchenyi were in attendance. The newly appointed delegate to the Fegosian Union was the former President of St. Istvan University, Dr. József Kázmér. And with him, appointee to the position of Commander of HCSK forces assigned to FURRF, Lieutenant General Árpád Ibrány. He had commanded the highly efficient invasion of Kratky in 2008, putting an end to the government-sponsored campaign of genocide in the region against ethnic Katonazagiz.

They had all arrived much earlier in the morning under cover of darkness for security reasons, which was natural considering having a head-of-state plus that many other people in such high positions in one place. But now, it was time. President Sabo confidently entered the Hall, followed by the others from the HCSK, and went to their seats.

A black limousine pulled up outside the conference building. The diplomatic numberplates and the small flag on the bonnet revealed that it belonged to the Zaheraniann embassy. The driver, whose white uniform revealed that he belonged to the Ambassadorial Guard, hastened to open the doors for the passengers. The first man to climb out, professionally smiling to the camera flashes of the assembled press corps, was a well-known figure in Zaheranian politics. Marius Stee, the Foreign Minister of Zaheran, had ash-blonde hair, cut into a military crewcut, and piercing blue eyes. He had a strong build, a remnant of his days as an elite swimmer and professional soldier. He wore a dark grey suit of the slightly conservative cut that was popular in the higher echelons of the Zaheranian government, coupled with a white shirt and a black silk tie.

The other two men were less well-known by the public. General Albrecht Dürer, easily distinguished in his black dress uniform, had recently been appointed as the government's head military advisor in all affairs concerning the Fegosian Union. His chest cleamed with an impressive array of medallions, decorations and orders, won as a commander on the royalist side during the civil war. His companion was a short man in his forties with black hair which had begun to gray a the temples. His name was Jacob Krawitz, formerly director of the National Security Directorate, the Zaheranian counter-intelligence service, and now newly appointed Police Commissioner for the Fegosian Union.

Waving to the reporters, the three men walked up the steps leading into the conference building. Several other cars had been parked near the entrance, revealing that other delegations had already arrived. The Zaheranians walked into the conference hall and took their seats.

Carl Brown and Field Marshal Max Storm entered the conference hall. They had high hopes for this conference and hoped that the Fegosian Union would solve every point they needed to discuss.

Behind the Zaheranian Limousine another pulled up with two black Suburbans, one to the front and one to the back. The suburbans front doors opened up revealing Jaguar Elite Embassy Guards, dressed in loose black suits with red ties and 'Arachne' armor hidden underneath. The hats they wore were wide brim fedoras with ceramic underlining that could stop most small arms. Despite the radios in their ears they tried to look more civilian then military, even if the sub machine guns on their sides gave them away.

"Press corpse." One whispered into his radio as convoy began to open up.

Behind them in the first SUV the door opened, and out came Ambassador Douglas Blue, a young man who had replaced the old ambassador to Alfegos a few months ago. Dark brown hair and light complexion gave him a boyish look that looked great on camera, but his personality and stubbornness got him the honored position of Ambassador to one of Mokastana's most important Allies.

From the Limo came Miguel Castro, the Fegosian Union Trade Commissioner. His family was staying in the embassy complex and daughters were growing up to enjoy the height of local fashion, much to their father's disapproval.

Behind him came Charles Villa in a Grey suit and if you were at the right angle, you could see the dull black 9mm pistol on his waist. Growing up in a hostile world had created a Charles who was always ready for a fight, however his abundance of patience and level head worked wonders to prevent those.

The three men walked up to gates with security in tow, waving to the press and subtly hurrying past them. Behind them the remaining security forces moved the vehicles for the next delegate.

With Monavia being the only critical member not available, the Alfegos delegation decided to start the meeting with the people already arrived. The doors to the chamber closed, the delegates at their representative seats as the lighting dimmed, the focus of detail on the central speaker podium. The Speaker walked out, before beginning.

"I wish to welcome you all to the Zevkhay Fegosian Union Conference. As I am sure you are aware, this conference focuses around the FURRF, and the FUPF, with additional details later. Anyhow, thankyou all those who have been able to to attend. I hope that this meeting will stamp out a few important details, as well as providing some feedback from various organisations. Apologies go to Monavia, who are currently unable as far as we know to attend the conference directly. We may expect their delegates to arrive later during the meeting.

Now, to our first topic of the meeting. As you are all aware, we cast a ballot a couple months ago, to decide whether we should induct a new member into our ranks. The nation of Katonazag was voted unanimously to join the Union, and thus become one of our esteemed members. Whilst they currently have de facto Union Membership, to ensure the validity of the membership and to act as a symbolic gesture to the representatives of Katonazag, may the representatives of Katonazag come forward to sign the Fegosian Union Treaty."

A clerk arrived with a wad of papers, the page on top the signatory page. With a large ink pen provided, the speaker passed the pen to the Katonozagis.

My humblest apoliogies for the delays. I have been kept busy in RL by dealing with personal matters, and Alfegos and I have been playing a high-speed game of posting back and forth on Internal Tensions.

Outside the conference center, a black limousine, trimmed with gold fittings and handles, came to a relaxed halt. The polished vehicle had all of the looks of an official means of carrying diplomats. To add to the level of style, A chauffer exited from the front door, boldly stepping out and walking towards the rear doors. He took much pride in the identities of the passengers who he was carrying.

At the rear, he gracefully swung the door open, permitting his most prominent delegate, the Right Honorable Frank Carter, Monavian Minister of Foreign Affairs, to exit the vehicle. On the other side, an aide of his exited. A contingent of guards had accompanied the vehicles to the conference center, and a pair escorted the Minister and his aide to the doors. From there, they would keep a watch over the limousine as it drove back to the airport.

Carter let hos golden-brown hair flap as he walked. It hung loosely, probably because it was composed of unusually fine strands, which had difficulty staying in place. Why didn't I add some proper hairspray on the plane, he wondered. His aide, a short, quaint looking man of about fifty, followed him in. His hair had begun to gray, and his age seemed to increase by a few years as he squinted his eyes to avoid the harshness of the sun. Already, a few members of his staff had been driven up, consisting of several other aides and secretaries, and the associated personnel who would celp carry the needed items in. Carter needed to somehow carry in a lot of reference documents, and he had copies of several papers which he wanted to circulate. He consequently required others to carry the material for him.

Minister Carter waited in the lobby for a minute or two as the rest of the delegation showed up. Once they had all come into the room, a group of about eight or so enterd the conference hall.

Marius looked around as the Zaheranian delegation entered the conference room and took their seats. Several other delegations had already arrived and the hall was filled with high-level representatives of the various Union countries. The Alfegans were already there, of course, as were the Madurastani president and one of his generals. In the other end of the room sat what the Katonazagi delegegation. He knew none of the representatives of the newest member state of the Fegosian Union in person, but he recognised president Rikárd Sabo and the Secretary of Foreign Affairs, Mátyás Széchenyi, from the briefing photos he had been given before the conference. He did not know the names of the other men in the delegation, but it was a safe guess that they were senior officials in the Katonazagi government.

The final delegation to arrive before the doors closed was the Mokan. Marius nodded to the Trade Commissioner and his Mokan counterpart as they walked past, together with a man he did not know but believed to be their ambassador in Alfegos. He noted with some amusement that Charles Villa carried a pistol on his waist. Trust the Mokans to be armed even when among their allies, he thought with an inward smile as the lights began to dim and the Speaker entered the podium. Silence fell and everyone's attention turned toward the man standing in the limelight in the middle of the room. Marius listened attentively to the brief speech. He heard the doors open quietly behind him as the Monavians slipped into the room and turned his head briefly to nod a greeting to Mr. Carter. He turned back as the Speaker handed a very official-looking pen to the Katonazagi president.

"May I also have a representative from another nation to witness the signature."

Marius took a quick decision and rised from his seat. With dignified steps he walked forth to the podium to witness the signing of the treaty.

The Alfegan delegation started clapping, followed by the rest of the hall. Smiling, the Alfegos delegate shook the Katonazagi's hand, before return to his position. The clapping echoed around the chamber, before slowly ceasing as he prepared to speak again, the clerk moving away from the chamber with the newly signed charter, obviously to return it to its resting place and to carry out all the official paperwork.

"Right then. The next topic of this conference is one that is most pressing - that being the Fegosian Union Rapid Reaction Force. Currently, the system is operated by a joint council of appointed FURRF generals from each nation, acting together to control the forces, with command chains from there being down to each FURRF element commander. Since nothing official has been signed yet, please may we have a declaration of the FURRF commanders from each country - the name of the commander or commanders that you are putting forward to the role - a chief commander and his lieutenant-commanding staff, along with their dossier? I will start with the Alfegos file:

Lieutenant-General Ge'ji Qe'noa - Alfegan FURRF Commander
Born to a rich businessman in Polinapolis in 1958, he excelled in school, leaving the Polinapolis Educational Institute with a plethora of qualifications. Leaving university with a BA in Military History, he was inaugurate into the army as an officer as part of the Sil'zevk Riflemen in 1981. He transferred to the Palm Honour Guard in 1994, before being integrated into the Alfegos Army Command in joint charge of the Guardsman Division. He was invited into the Alfegos Military Joint Command in 2001, representing the Guardmen Division. He retired in 2008 to represent Alfegos in the Fegosian Union Rapid Reaction Force.

Lieutenant-Sky Commander Ferra Klo'san - Alfegan FURRF Vice-commander
Born in 1967, Ferra scraped a place as an officer in the air fleet after flunking school exams, entering as a 3rd Lieutenant in charge of a ground team. However, the leadership and knowledge she displayed meant that she was fast-tracked promotion to 1st Lieutenant aboard the AAS Calico in 1990. She took over the position of Captain after an engagement with enemy aircraft fatally wounded the airship's commanding officer, before commanding the rest of her taskforce after the lead airship was downed. She was recognised for these achievements and promoted to Taskforce Commander, and then to Flotilla Commander in 2004. After the 2005 Damirean conflict, she was promoted to Lieutenant Sky Commander, to aid in re-organising the 1st Air Fleet after many important airships were destroyed in the conflict. She was volunteered to join the FURRF to provide experience on airship and airborne warfare tactics.

Marius applauded politely with the rest of the chamber before making his way back to his seat. The applause died down as the Speaker took the podium again. He listened attentively as the next subject was introduced. The files of the two Alfegan commanders was soon forwarded to the Zaheranian delegation, and the three delegates studied them carefully. Marius then opened his briefcase and took out the files of the two commanders the Zaheranian government had appointed. He raised his voice so everyone in the hall would hear him.
"Here are the files of the commanders Zaheran has appointed."


The Holy Empire of Zaheran Commanding Staff
General Albrecht Dürer - Zaheranian FURFF Commander

Born in a working-class family in Wülfenstein in 1952. Excelled in school, but was unable to attend university because of his family's lack of funds and influence. Joined the army in 1969 and quickly advanced through the ranks. When the Civil War started in August 1987, he was a colonel and one of the most prominent royalist commanders. He was promoted to General after holding the strategic city Mansfeld for three weeks against superior government forces, an action that also earned him an Iron Cross 1st Class. After the war, he served as commander of the 3rd Division of the Storm Legion. He was appointed to FURFF commander in 2008.

Colonel Erich von Saschen - Zaheranian FURRF Vice-Commander
Born as the son of a powerful member of the communist party in 1961. Did well in school and graduated in History at the Arnstadt University before joining the army in 1982. Fought on the royalist side during the Civil War and quickly advanced through the ranks. Was appointed to colonel in 2006, and applied to join the FURRF the year after.

Hunnic Confederate States of Katonazag, Forces Assigned to FURRF

Lieutenant General Árpád Ibrány, Commander
Born the son of Major Kristóf Ibrány at Fort Györ Army Hospital in 1954, it was only natural that he follow in his father's footsteps in attending St. Istvan Military Academy. He graduated with honors and was commissioned 3rd in his class, majoring in mechanical engineering and a minor in economics. Has served with various units at nearly every major Army installation in Katonazag throughout his career; mostly mechanized divisions, but also a stint with an armored division and an air cavalry division. Architect and executor of the ground campaign during the 2008 Kratkyian War, effectively ending the government-sponsored genocide against ethnic Katonazagiz in the region. Awarded the War Department Distinguished Service Medal and the HCSK Legion of Merit, among many others.

Brigadier General Ernő Boldizsár, Vice Commander
Born in 1960 the son of a cattle rancher. He began attending militia drill with his father when he turned 16, as many young men in rural areas of Katonazag do, and enlisted after graduation from high school. With his experience in caring for the animals, his Armed Service Vocational Battery score got him assigned as a combat medic. After three years of skillful service, he was accepted for training as a medivac flight nurse and was commissioned in 1981. His continued excellence in medicine opened up more opportunities, and in 1985 was selected for one of the few medical school scholarships that are awarded yearly to active military personnel, and continued service after receiving his MD and began specializing in emergency medicine. In 2003, he was promoted to the rank of Colonel and received command of Fort Szolnok Army Medical Center. Commanded the medical mission during the Kratkyian War, and received the HCSK Legion of Merit, among many other awards for a lifetime of extraordinary performance in the field of military medicine. Promoted to Brigadier General for the position of Vice Commander, HCSK Forces Assigned to FURRF.

So far, the FURRF structure has followed postings - one group would be the garrison at a certain facility. But, due to this lack of organisation, we have had to look at methods of organising the FURRF. If the honourable delegate from Katonozag could first explain his proposal, the hall will be open to debate over the proposed structure."

"Good morning, ladies, gentlemen, and distinguished guests. I am Lieutenant General Árpád Ibrány, Commander of HCSK Forces Assigned to FURRF. I come to you this morning with a proposal for a new organizational structure for the FURRF; one which will improve effectiveness, efficiency, and promote unity of the multinational forces assigned to an operation or theater.

First, we need to have our response levels generalized. If you would please open the proposal for response levels that are being passed out. (OOC: Response Level Proposal (http://s1.zetaboards.com/The_Fegosian_Union/single/?p=131504&t=1521641) ) I understand that the numbers displayed for the categories are rather broad. This is intentional, for the purpose flexibility of response and to accommodate the varying force structures of different nations. Also, it is intended to be a guideline, not a rule. The Supreme Commanding Council will make the decision on the force response level, and may reassess throughout the contingency.

Second, when a contingency arises, a commander needs to be appointed, and should be of rank appropriate to the size and scope of the mission. I would suggest that it occur by nation and on a rotating basis. A batting order, if you will.

Once a commander is appointed, the next step is to assign them the necessary forces to complete their mission. Force national composition should also be on the basis of member nations' population sizes in order to prevent disproportionate tasking of smaller nations, and prevents nations from attempting to shirk their FURRF commitment by disarming. However, certain nations may have forces or units that are experts at a certain type of operation, and some nations may wish to volunteer more than their commitment. In both cases, they should be allowed to contribute their force accordingly, so long as the reduction in other nations forces does not leave them feeling dishonored or wronged.

Logistics and sustainment of the mission is the job of the entire Fegosian Union, and all member nations should help out with that portion as they're able. The material needs of the mission is likely to change drastically throughout the course of the operation, and we must remain flexible to meet those needs as the theater or operation commander requests.

And finally, we need to have a universal code for how forces assigned to FURRF are to conduct themselves, in both peacetime and wartime operations."

Thankyou, delegate. The proposals you have put forward are, in the opinion of the Alfegan delegation, are a good basis on which improvements can be made. A number of issues were raised in our analysis of the proposals.

The first one is of the commanding of forces. We believe that the commanding officer or officers behind a Fegosian Union force would be best chosen by their expertise in the situation, with the order of choice decided if there are numerous candidates with such example. For example, it would be preferable to appoint a general with experience in fighting a certain foe than one in said order of choice. And, of course, the order would have to be reviewed if there were, say, a humanitarian crisis in a member nation requiring an unbiased command of the aiding forces.

Our second observation is of the need for standardised force structure. As of the current moment, the force follows whatever local standard is at their garrison. We would point towards the Alfegan system of organisation, though the Monavian system is equally as valid. One major factor is the equipment the FURRF will be provided with.

Furthermore, the contribution of forces by population size should not be limited to armed forces - as you said, nations may force the union hand by disarming their military, or changing it to paramilitary status. Thus, we should not be looking only for existing personnel - we should have recruiting from the general populace open to any nation in the Union, so that members can be taken from all nations, even if they have no military to speak of.

In addition, on the point of logistics - logistic operations will depend dramatically on the scale of the crisis. I'm not sure nations are willing to sacrifice their merchant fleets in addition to military units, should the need be that great. However, I am sure to say that Alfegos will give everything that she has to protect another Union member, up to and including the launch of a Great Air Fleet to carry and arm the union.

Which brings me back to contribution. What I believe would be a good idea is that we keep a permanent presence of full-time union soldiers, garrisoned at critical facilities throughout the Union. Providing local assistance in terms of building, work, the like. If a crisis up to level 2 or 3 occurs, we can easily draft in a fully FURRF force to deal with such an event. However, with higher levels, we should look to asking the Union to temporarily send in military units of their own, under the joint command of the Fegosian Union, to provide firepower, local expertise and similar.

Finally, in terms of a code of conduct. I believe that following international standards would be the best way of the force conducting themselves, with added emphasis on co-operation with other nationalities, and on respecting local laws.

General Ibrány spoke up, "The change in command selection process is acceptable if the selection is by vote of the Supreme Command Council.

As far as the force structure for forces regularly assigned to FURRF itself, I think that will bear more specific discussion after more proposals are made. It is true that equipment in use will determine the tactics, and therefore logistics and unit size and structure. Maybe the equipment to use should be determined first.

I agree that Union recruiting will be important. However, I think that it will have to be on a nation-by-nation basis, as different nations have different requirements of their own people. For instance, HCSK law covers this situation, in that citizens who wish to participate in mercenary organizations or service of another nation's military must first complete their two years of conscription with the HCSK military. This is first for the individual to obtain their full rights as a citizen, and secondly so they can properly represent their nationality even on a foreign battlefield. I'm sure other nations will also have requirements that will put constraints on recruiting for FURRF.

I am also in agreement concerning the logistics, as it is a rule of spirit more than of letter. The Union can expect the same from the HCSK. If the need is great, we'll move anything, anytime, anywhere, ASAP.

The contribution plan you propose sounds good as well. If we are to move forward with it, the first thing is to determine what the authorized standing FURRF size will be. The 'critical facilities' will also probably be at the host nation's discretion, as they may have limited space.

For code of conduct, international law should be fine, but the rest will probably need to be ironed out from operation to operation to take into account participant nation and local laws. That way, there will be no confusion."

Charles and his associates listened to the discussion and applauded for the new membership. Charles remembered back when the Fegosian Union was formed and how the Mokan people embraced, albeit a little cautiously, new allies. After years of trade and tradition though the Mokan people have come to consider Fegosians brothers, and the Union its international family.

However as the discussion went to the FURRF it became clear that Charles should have brought one of his Generals with him to help with the Military details. Luckily his computer had access to the Foreign Ministry where we managed to pull up a few possible commanders, however one in particular stuck out like a sore thumb. He quickly pulled up the commanders dossier and quietly submitted it while the rest of the table was discussing the RRF.

Bio-
Yuri grew up the son of a Russian refugee in Mokastana and elisted in the socialist Military at the age of 18 due to family pressure. During his early service he faced the hardships of the Political Wars as a Sergeant in the south of the main Island. After the Socialist lost the southern half of the Island he was forced to flee north. His family was never heard from. He quickly rose in the ranks of the Socialist Military and quickly became one of the leading Generalissimos. During this time he developed a strong tolerance to alcohol but somehow it never interfered with his commanding ability. However due to that he was sent to be in charge of Fort Mokan in Sasha, Greal and during his time there he ending up saving the Mokan Embassy staff from a Greal Rebellion armed only with his personal Thomson Sub-machine gun, crossing approximately 14 blocks in 19 hours to get them to safety.

"In the eyes of the Zaheranian delegation, the proposal presented by Lieutenant General Ibrány is a good basis for the future organisational structure of the FURRF. Although a number of issues concerning the details of this structure still needs to be worked out, we would still like to take the time to thank the Lieutenant General for his contribution.

We agree with the honoured Alfegan delegation in that a standardised force structure for units permanently assigned to the FURRF might become necessary if the FURFF is to function efficiently, especially in a crisis situation. Which national organisational structure the FURFF should be based on is perhaps less important. The Alfegan and Monavian force structures have been brought up as proposals, and we would be perfectly satisfied with either. As both the Katonazagi and the Alfegan delegations have pointed out, equipment will be an important factor in force organisation, and it is therefore the opinion of the Zaheranian delegation that it might be wise to expand the existing guidelines for FURFF equipment as soon as possible, as to not create difficulties later on.

On the matter of command structure, we agree with the Alfegan delegation in that appointment of FURFF commanders should be based more on general competence and expertise for the situation in question than on rank and national considerations. Selection by vote from the Supreme Command Council would be an acceptable method.

I will only touch briefly on the matter of logistics to assure the honoured delegates present that in a crisis situation, all the assets of the Zaheranian Empire, whether military or civilian, will be placed at the disposal of the Fegosian Union. Considerations for our own economy will never come before our obligations to our allies. I would also like to divert your attention to the fact that the Union countries share almost no land borders. Due to this, it will be of uttermost importance to keep the sea lanes open if a Level Four or Five crisis arises. Thus, it might be wise to also organise the naval forces under the FURRF's command in such a way that they will be able to fulfill this duty without major difficulties.

Finally, on the matter of FURFF recruting in individual countries, we agree with the viewpoints expressed by the Alfegan delegation. In Zaheran, recruiting to the FURFF has traditionally been handled through the regular armed forces, but I can today proudly inform this honoured assembly that new legislation allowing the FURFF to recruit directly from the general populace will be introduced in the coming weeks. Of course, our national military will still be available to the Union if a situation requiring it arises."
