BACKGROUND
The colony of Dartia broke with the mother country in 1762, and was recognized as a new nation following the Treaty of New Rome in 1767. Rich in natural resources, the new nation prospered economically and militarily, and soon found itself at the cutting edge of the Industrial Revolution. The two most traumatic experiences in the nation’s history were the Dartian Revolution (1801-1804), in which the nation’s old monarchy was overthrown, and the economic depression of the 1890’s. The conclusion of World War II saw a 300% increase in Dartian territory, which resulted in a sustained economic boom, which has never let up. Today, the economy is marked by steady growth, low unemployment and inflation, and rapid advances in technology.

Government Budget: $25 trillion approximate
Social Welfare (6%): Annually, the government spends roughly $1.4 trillion on financial assistance for its citizens. Programs include short-term unemployment benefits, living assistance for the elderly and disabled, and a food stamp program for struggling families with children.
Healthcare (15%): Dartia does not have a universal healthcare system. However, there is a healthcare system in place to assist children under the age of 18, students, and senior citizens. Capable adults are expected to provide for their own healthcare, and generally have insurance of some sort.
Education (12%): Altogether, the Dartian government spends in excess of $2.8 trillion on education annually. $2 trillion is spent funding public schools for children between the ages of 5 and 18, which comes out to roughly $5,000 per student annually. The remaining $.8 trillion is spent on higher education for promising students.
Defense (35%): The nation’s military budget is approximately $8.25 trillion, which is detailed in depth later in this article.
Law & Order (14%): Annually, the government spends in excess of $3 trillion on law & order. Funds are managed by multiple agencies to provide the nation with courts, prisons, numerous law enforcement agencies, and the Coast Guard. It is important to note that city, county, and state agencies are also responsible for maintaining law and order within their jurisdictions.
Commerce (10%): The Department for Economic Development manages an annual budget of approximately $2.4 trillion. The DED’s areas of responsibility include trade regulation, banking regulation, securities regulation, and interest rate management. Furthermore, approximately 3/4 of the DED’s budget is put into a fund used to finance a variety of grants for research and business ventures along with the nation’s civilian space program.
Public Transportation (5%): The Dartian Department of Transportation has an annual budget of approximately $1.2 trillion. The bulk of DDT’s budget is spent funding the construction and maintenance of the nation’s highway infrastructure. Smaller budgetary items include financing the Federal Aviation Administration, subsidizing railways, and awarding grants to finance mass transit systems. It is important to note that city, county, and state agencies are also responsible for the development of transportation infrastructure in their respective areas.
Environment (1%): The Dartian Environmental Protection Agency receives approximately $250 billion in federal funding. The DEPA’s primary responsibility is to enforce the nation’s environmental laws. However, the agency does maintain a $50 billion research budget. Fines collected by the DEPA for non-compliance with federal environmental laws are spent on research grants, cleanup operations, and awareness campaigns.
Government Waste: According to government watchdog groups, roughly $1.2 trillion of taxpayer money goes to waste every year. This money is mostly spent on pork barrel projects and financial aid to developing nations.

DARTIAN MILITARY INFORMATION

MILITARY OVERVIEW
Military spending represents approximately 11% of the nation’s GPD, which amounts to $8-9 trillion annually. Dartia’s status as one of the world’s largest exporters of military technology allows it to spend large sums of money on research and development knowing client nations will help bear the cost. The end result is a robust military with access to the best technologies available.

COMPULSORY SERVICE
Military service is compulsory in Dartia. After completing their education, citizens are required by law to perform two to four years of civil service in the armed forces. Length of service varies depending on duties. Generally speaking, obligations can be satisfied with two years of active service or four years as a reservist.

BUDGET ALLOCATIONS
Expenditures per military branch tend to fluctuate. Generally speaking, Dartian military branches receive the following percentage of the nation’s defense budget during peacetime.

Army: 25%
Navy/Marines: 40%
Air Force: 35%

DEFENSES & FORTIFICATIONS
As Dartia has historically enjoyed peace with its neighbors, current military doctrine does not emphasize heavily fortified borders. Instead, the nation relies more heavily on intelligence gathering to give advance warning of impending attack. Intelligence gathering techniques include satellite surveillance, a hydrophone network, sonobuoys, aerial reconnaissance, and coastal patrols.

As stated, current military doctrine does not emphasize fortified borders. However, that does not mean no fortifications exist. A large number of concrete bunkers were constructed along the nation’s western coast during more tumultuous times. While it has been 30 years since these bunkers were used, many of them remain serviceable today. Also, fortified coastal batteries are in use near important straights and major ports.

ARMY
While the Dartian military does maintain a regular army, the majority of the army branch is made up of reservists. In Dartian military circles, the army serves primarily defensive purposes while offensive operations fall under the purview of the navy, marines, and air force. Despite this fact, army doctrine emphasizes mobility as a force multiplier.

It is important to note major changes are taking place within the army. In the past, military planners tended to favor smaller caliber assault rifles due to their accuracy. In recent years, that school of thinking has been abandoned due to advances made in the field of body armor. To compensate for this new battlefield dynamic, the military is in the process of reevaluating all of its small arms, and is fielding more crew served weapons and high-caliber sniper rifles.

NAVY
Current naval doctrine favors air power and stealth, but tends to shy away from large surface combatants such as dreadnoughts and battleships. The general consensus among the admiralty is that the outcome naval engagements tend to be settled well before battleships can bring their big guns to bear. Nevertheless, a small number of battleships are kept on active duty rotation, and a pair of dreadnoughts remains mothballed until their services are needed.

AIR FORCE
Dartia’s air force plays a crucial role in the nation’s military. Responsible for national defense, supporting offensive operations, and managing the military’s space program; the air force has their hands in just about everything.

Like the army, the air force makes uses of reservists, but to a far lesser extent. Reserve units tend to be assigned National Guard duties and support roles.
