Decision for: Constitution of the Kiravian Commonwealth

Okay, here is a very makeshift constitution, basic mainly so everyone can put their input into it and also because we need everyone to be happy with it. Don’t accuse me if it’s wrong or anything, just amend it and explain what you amended.



Constitution of the Kiravian Commonwealth
Article I- The Executive Council

Section 1

The executive power shall be vested in the Executive Council of the Kiravian Commonwealth. There shall be five seats of the Excusive Council, two which defiantly belong to Kirav and three which shall be voted upon by majority of the General Assembly. The Council shall hold office for 3 months; the Council can be elected for an indefinite amount of terms. For a nation to run for the Executive Council, they must have been a member of the Kiravian Commonwealth for at least 2 weeks.

Section 2

The Council will have authority to make treaties and alliances with other nations with the approval of the Assembly.

Section 3

In case of the removal of a member from office, or of the nation’s demise, resignation, or inability to discharge the powers and duties of the said office, the position will stay vacant and all council powers will be suspended until such time as the General Assembly elects a new council member.

Section 4

The Council shall take care that the laws be faithfully executed. The Council at times shall put forth executive orders in times of need, war, or other moments; though these orders can not be override by the High Court.

Section 5

The Council shall have power to veto any laws and decisions made by the General Assembly by a majority vote of council members.

Section 6

The Council shall have power to place suspension ions, probations, sanctions, expulsions, or military action against nations.

Section 7

The Executive Council shall have the power to appoint Ambassadors to other nations.

Section 8

All treaties must meet Executive Council approval.


Article III- Legislature

Section 1

The House of Representatives shall be known as “The General Assembly” and shall be the lower legislature house.
The House of Senate shall be known as “The Senate” and shall be the upper legislature house.
All legislative powers will be vested within the Legislature.

Section 2

To be eligible to be a member of the legislature a nation must be a member of the Commonwealth. All nations can be eligible for senate regardless of there position in the government and shall have equal representation. Seats of the Assembly shall be population proportional.

Section 3

The Executive Council shall be a member of the legislature but will have and will have equal voting rights.

Section 4

Legislature shall have power to create trade sanctions between member states and outside states.


Article IV- The Supreme Court

Section 1

The Supreme Court is established to settle disputes between nations, political parties and between the executive and legislation of government.

There shall be 10 Judges to the Supreme court who shall hear matters and make decisions which shall be acted upon by a 50% majority.


Article V- Amendments

Section 1

Amendments to the constitution shall only be allowed with a two thirds vote of the legislature and majority approval from the Executive Council jointly.


Article V- Election

Section 1

Election for the Executive Council shall be held every 3 months.
Elections for Supreme Court Judges shall be held every 4 months.


Article V- Ratification

Section 1

The ratification of this of this constitution depends on a majority vote by the members of the Kiravian Commonwealth. If approved the constitution of the Kiravian Commonwealth will come into affect immediately.

RL Months and I dont care personally about term length you can make that as everyone can edit it as they wish. I just made this as a skeleton for everyone to create our fine tuned constitution. With the general assembly every nation has one seat so I dont see a need for a term length unless we wish to elect representatives from each nation? Then I guess we would have one.

I don't want to be forced into an alliance with a nation I'm on bad terms with.

Elections for the Senate shall be on a rotational basis every 2 months with a Senator's term being 6 months. In order to be eligible a member state must be a member state but only phases in their Senators 1/3 every two months.

Removed 'between political parties and executive and legislature of government'

Section 2

The Supreme Court shall be made up of one Justice from each member nation.

Section 3

Justices shall not preside over cases involving their own nation.

Section 4

Justices have a term limit of 2 terms. 1 term lasts 4 months. All member states shall send a Justice and all terms of Justices shall end at the same time. Justices shall be appointed.

Article IV- Amendments

Section 1

Amendments to the constitution shall only be allowed with a two thirds majourity vote of both houses of the legislature and unanimous approval from the Executive Council jointly.

Removed Article V- Elections. Redundant for Executive Council. Should be included with Supreme Court and Legislature

Article VI- Ratification

Section 1

The ratification of this of this constitution depends on a majority vote by the members of the Kiravian Commonwealth. If approved the constitution of the Kiravian Commonwealth will come into affect immediately. It shall only affect those who have ratified and signed it and members of the Kiravian Commonwealth who do not ratify and sign it shall be on probation until they do so.

I think this should be: All treaties that are to affect to Commonwealth as a whole must meet the approval of the entire Executive Council

I'd personally prefer if political parties were barred from the General Assembly and Executive Council. ICly, it'd make it very Kiravic in structure.

As for the rest, I'll see the amendments and such made, and possibly make a few suggestions myself, until there is general conscensus. Then I shall formally vote.

I dont care about your amendments, I havnt got my heart set on what I wrote so know you dont need my apporal to make changes probably more Kirav's approval. But regardless I like all your changes Uiri. Well Done! :D

Yes, political parties will make it icky. I would very much like to hear about the Kiravic structure? I think people should make there amendments and post them and then people can see if they like them yeh and debate the issues?

Really? No political parties? No matter, the Uir are quite partisan, being Blue, Orange or Green. I guess there wouldn't be multinational political parties then as I would be fine with that.

I guess so. But they can always leave, can't they? Besides it would be hard to co-hesively operate the KC with some using the constitution and others not.

Kirav's political structures, from the Imperial-level government to homeowner's associations and student councils, are based on the ideals of Classical Coscivian philosophers like Sárman and Conferios. They promoted government for the good of the society and government, and as a result most Kiravic polities have a republican or semi-republican structure.

There are several recurring elements:

-A "council" of multiple members that holds varying degrees of power. Based off of Coscivian clan councils. Of course, these can be termed as anything: Legislatures, Senates, Boards of Trustees, etc. Often elected by the governed class.
-Lack of political parties
-Presence of a permanent Constitution or ruling document(Notably, the Imperial government lacks this, though the United Kingdoms of Kirav and all colonies have one)
-Presence of en executive or supplementary bureaucracy to handle tasks, typically meritocratic.
-An executive figure who generally has the power to make arbitrary decisions, but can be counterbalanced by a majority vote of the "council".

I really like this, for a confederation/commonwealth style government this would really work. I second the motion for a Kiravic political structure.

I like the Kiravic Structure exept I'm in favor of adding multinational political parties.This won't effect really effect my decision, I'd like to have parties,but I can live without them.

Well, I was just considering those active in this particular thread.

I do think your idea of pruning is good, but I'll do it by suspension rather than full expulsion, out of respect to semi-active members, like LDS and Ghassan.

Now, active members that log on and RP regularly but do not get involved in KC affairs will be considered inactive. AHSCA, for example.

Also, Kirav, perhaps in a couple weeks when I have more time on the comp we can get Afro-Kiravian Culture - Exposed for the Uir rolling. I find the title is more creative than Cultural Learnings of Kirav for Benefit of Uiri.
