At the Monavian Foreign Ministry, there was the usual multitude of activity. The workers moved about in their places, taking care of their business, and furthering the business of the Ministry. The Foreign Ministry of the Monavian Empire was a place of much hard work, and the workers knew this well. Meanwhile, the members of the Monavian Foreign Relations Council filed into the Council Chamber.

The council was assembled to attend its weekly meeting. They were there to commence deliberation of the new proposal set forth by Mr. Robert D. Farrington, the chairman of the council. His proposal concerned the new diplomatic talks with Zaheran, and the council was willing to discuss the matter so that it may be put into action.

Mr. Farrington had just finished drafting the proposal the previous evening, and had filed it away in his filing cabinet in his office. He had arrived early that morning, and was preparing for the session that was to begin at 9:00 that morning. He entered the building quickly, and was soon at his office. He then decided to rest for a moment before he went in.

He proceeded to unlock the double oaken doors that opened into his office. He shut the doors behind him, and proceeded to walk over to his desk. As he filed across the room, the soft rays of the rising sun glinted off the gold plated fixtures that were attached to the doors. He then opened up a refrigerator that was located next to a table under the marble framed window, where he placed his briefcase.

Mr. Farrington sat down, and took a bottle of cold tea out of the refrigerator and poured it into a porcelain teacup, which was part of a tea service that he regularly used. He then closed up the cabinet that contained the tea service, which was to the immediate right of his desk, and locked it up. He then unlocked a filing cabinet that was on the opposite side of the desk, and extracted a file folder.

The file folder contained the new proposal that he had drafted. He had sent printed copies to all of the other council members. Once he had begun reviewing the proposal, he began to drink his tea, and also added two lumps of sugar to the beverage. After he had finished the tea and had read through the proposal, he took the teacup and placed it on his desk, along with the glass bottle that the tea was sold in.

Mr. Farrington stowed away the folder in his briefcase, and then relocked the filing cabinet. He exited the room, taking the teacup and bottle with him. He then proceeded to the kitchen that was located near his office and cleaned the teacup. He threw the bottle into a recycling container, and then went back to his office to put away the teacup and saucer.

Once all of this had been done, Mr. Farrington took his briefcase off of the table and carried it out of the door. He locked the doors behind him, and then continued down to the Council Chamber.

In the chamber, the council had assembled, and were busy awaiting Mr. Farrington’s arrival. They had been busy discussing international politics, and none of them notice him coming down the hallway, despite the fact that the doors were open. Once he had entered the room, the council quickly became silent, the noise disappearing in an instant.

Mr. Farrington now presented his proposal. With almost no objections, it passed the necessary vote and was submitted to the communications branch of the Ministry to be sent to Zaheran.

The message read:

MONAVIAN FOREIGN MINISTRY

To Marius Stee, Foreign Minister of Zaheran,

I wish for you to know that the possibility of diplomatic talks has now opened up. For your inforamtion, the Monavian government would relish the opportunity to further diplomatic relations with Zaheran. If you are willing to receive more details, I will send them to you.

Marius Stee, Minister of Foreign Affairs, was reading the morning newspaper in his office when his secretary, a young woman in the grey livery of the Ministry, opened the door. He laid down his issue of The Eye and smiled fatherly.

"Good morning, Claudia. Got anything special for me?"
She nodded and handed him closed envelope. "This came in from Monavia this morning. Everything is ready for the meeting".

Marius skimmed through the message. "Most excellent. I have waited for this". He looked at his watch. "Call the Palace and tell them that we have got a confirmation. I want my personal jet ready by five-forty".

The secretary bowed and left the room. Marius took a cup of coffee from the breakfast tray, then sat down again, writing a reply.

We thank you for giving us this opportunity. Our delegation will leave for your country later today, arriving the 9th of March at approximately 6:00 P.M. We would too be interested in further diplomatic relations between our two countries. More details would be appreciated.

To Marius Stee, Foreign Minister of Zaheran,

The diplomatic conference will take place in the capital city of Chalcedon. I believe that accommodations will be ready by the time that you arrive. A hotel suite for yourself and other suites for the rest of the delegation will be prepared by March 10. If my time estemates are correct, you should arrive at about 4:00 P.M. on March 10.

Despite your original time of 6:00 P.M. on March 9, the necessary preparations will still be in progress. The hotel will have all of the necessary amenities that you should require. As for the talks, they should take place in the cabinet chamber of the Royal Palace.

In attendance at the meeting will be the King and Queen, the members of the Foreign Relations Council, myself, and several other representatives. The talks will begin at 9:00 A.M. on March 11, 2008.

If you need more details, you may simply specify what you need to know, and I will do my best to fill you in.

Once Mr. Farrington had sent the communication, he relaxed for a moment in his office. He then prepared the briefing he was to give to the monarchs, and after he was finished with his work, he went home to eat dinner and get some much needed rest.

In the morning, he ordered the preparations for the arrival of the delegates.

Most excellent, mr Chairman. We congratulate you for the speed this matter has been handled with. It will be an honour for me to visit the glorious Monavian Empire.



Having transmitted the reply, Marius rised from the chair and looked out of the window. The sun was setting over the Zaheranian capital. It was time to leave. He took his coat from the cloathes hanger and went out the car. The drive to the airport was a short one, and he soon sat in a comfortable chair in the airplane, greeting the other members of the delegation as they arrived one by one. Sipping on a drink, he could hear the soft rumbling of the engines as the airplane left the ground.

As the next day began, the preparations for the arriving delegation had come underway. The hotel was ready by 10:00 in the morning, and the council chamber of the Royal Palace had be reserved for the use of the delegation. All Cabinet Meetings would now take place in an adjacent chamber that was set aside for a similar purpose.

Travel information was relayed via satellite networks to the Zaheranian airport where Foreign Minister Marius Stee was beginning to depart. The directions to Stephen Mayfield International Airport in Chalcedon were sent as well.

Mr. Carter went to his Cabinet Meeting as usual, though he left early to supervise the necessary preparations next door.

Green fields turned to gray water as the airplane left Zaheranian terrritory. Marius leaned backwards in the chair and closed his eyes, slowly drifting into much-needed sleep.

Later

The stewardess shook him awake. "Sorry to disturb you, sir, but we are going in for landing now. Fasten your seatbelt, please".
Marius did so, rubbing the sleep out of his eyes. He yawned. Were they there already? It felt like he had only slept for twenty minutes. He looked out of the window. It looked like the stewardess had been correct. The ground was closer now. He stretched his legs, stiff after the long journey.

The air traffic control tower at the airport soon detected the presence of Minister Stee's plane, and authorized it to have a clear landing. The plane was able to land within the hour, after circling for about thirty minutes in a holding pattern, as it waited for the other planes to land.

Once it had landed, the plane taxied to one of the terminals that had been set aside for the use of government planes. Mr. Stee was able to exit the craft comfortably and was soon at the exit that led into the gate.

Awaiting his arrival, Mr. Carter and the Prime Minister, Thomas Vanderbilt, were sitting on the plush chairs that lined the room.

Marius looked around curiously as he led the Zaheranian delegation into the gate. Seeing the two men waiting for him, he put on a polite smile and approached them. His trained mind quickly recognized them from the intelligence reports he had read before his departure. He reached out with his hand to the Prime Minister. "Mr Vanderbilt? An honour to meet you. I am Marius Stee".

Mr. Vanderbilt was overjoyed to meet Marius Stee for the first time. He shook Mr. Stee's hand warmly, and greeted him with the pomp and circumstance due to a man of his stature. Mr. Carter also greeted Marius, and the two of them walked to the end of the gate, where a group of Monavian Politicians were waiting for them.

Three of them were Senators, four of them were Provincial Representatives, and the Minister of State was standing with them. The party advanced to the end of the hallway and exited the terminal shortly afterward. They all traveled down to a transport depot, where there was a limosine parked for all of them.

When they had all been driven away from the airport, they all were driven to the hotel that was mentioned in the correspondance that had traveled between mr. Carter and Mr. Stee. They arrived by about four-thirty.

The Minister climbed out of the vehicle and looked around. So far, so good. The Monavians certainly were a hospitable people. Behind him, he could hear the other members of his delegation talk in whispers among themselves, discussing Monavian culture and architecture and comparing it to what they were used to. Probably first time abroad for some of them, he reflected. Zaheranians did not travel much. He walked towards the entrance of the hotel, his subordinates falling in behind him.

The delegation was escorted through the front gates, which were made from polished steel, and entered the front lawn through it. They all traveled down a long path, paved with white granite, and stretching for over a hundred feet. On either side of the path, there were planted tulips and roses, each growing into a rich taphestry of bright colors and patterns.

The hotel was about twenty stories tall, and was built about ten years ago. Its outside faces were covered with red sandstone, and its window frames stood in contrast to the red color of the sides. Guests were seen peering out of the windows, looking down on the garden and path where the delegation was seen approaching the hotel.

When the delegation reached the alabaster colored collonade, they halted to allow a few guests at the hotel to exit. A number of media reporters had assembled at the entrance, several of which had questions for the delegation and Mr. Carter, who had just returned from Delos.

Mr. Farrington was unable to attend the conference, he was burdened with other work that concerned the Foreign Ministry. Luckily, Mr. Carter was there to fill him in, and the delegation was almost ready to enter. First, they would have to pass by the reporters.

"Mr. Carter, is this Marius Stee you are with?" one reporter asked.

"This is Minister Stee," he replied.

"Minister Stee, could you tell me what you are planning to discuss at the conference?" the same reporter asked.

The Minister smiled politely. "Well, first and foremost usual diplomatic matters, for example a mutual exchange of embassies. We are also interested in strengthened economic bonds between our two countries. Those are our main subjects, but other matters will of course also be discussed".

"We would like to make it easier for Zaheranian corporations to establish themselves on the Monavian Empire, and vice verca. A removal of tariff barriers and other trade obstacles would also be desirable". He looked around. "Any more questions?"

"That would be all, sir," the reporter replied. "Thank you for your time." The reporters with drew, possibly waiting for the meetings to end before asking any more questions.

The delegation now proceeded to enter the hotel through the glass doors that were set into its entrance. They entered a vast lobby, with black and white granite floors, laid out in a checkerboard pattern. The richly furnished lobby contained numerous seats and a small number of tables. The delegation and its escort made a beeline for the front desk.

Security was easily visible in the lobby. Guards flanked the main entrance and the entrances to the halls leading out of the lobby. A detatchment of the Royal Guard was also present.

The group reached the front desk. "Excuse me," Mr. Carter began, "there are guests here waiting for their rooms. Ibelieve that all of the arrangements have been made for one Mr. Marius Stee and his delegation."

The clerk, a middle aged woman in her late forties, took a slip of cream colored paper from Mr. Carter, and then departed for a back room. When she returned, she gave Minister Stee his room keys, which shone under the bright lights in the room. The polished brass keys were newer than expected, and upon some brief inquiry, it was discovered that some of the locks had been recently replaced.

The delegation now left for the hotel rooms.

Marius thanked Mr. Carter, then opened the door with his key. Too tired to explore the surroundings, he threw himself on the bed, the long journey finally taking it's toll. He was asleep as soon as he closed his eyes. In other rooms the rest of the delegation was doing the same.

Later

He opened his eyes. For a moment he was disoriented and did not know where he was, but then he remembered. Monavia. The state visit. He tried to sit up, but the jet lag had become worse, now felling like a particulary bad hangover. He groaned and fell back on the pillow. After a few more minutes he managed to stand up. He staggered to his suitcase and took some aspirin. Felling better, he showered and got dressed. Walking down the corridor in search of something eatable, he found some more members of the delegation, most in a similar state.

As Marius Stee was in the hallway, he noticed a noise coming from his hotel room. The telephone in the room was ringing. It was about 7:30 in the morning, and the phone call was most unexpected. As Marius was approaching the telephone, its ringing became incessant. Soon, he was on the line, answering the call.

"Hello Mr. Stee. This is Frank Carter. I just wanted to tell you that there is a special breakfast arranged for you and your guests in the hotel dining room. There will be musicians from a traveling symphony preforming in the morning, so you will be able to watch part of the show. Hopefully, you will have enough time to be prepared for the conference at 9:00 this morning."

The dining room was located on the second floor of the hotel. It was situated above the front lobby, and was reached by a long staircase that extended from the ground floor up to the top level. The hotel room where Marius was staying at was located on the fifth floor, so he naturally had to descend down three flights of stairs to reach the dining room. By the time he reached the room, it was 7:45 in the morning.

The staircase was made of reinforced concrete, then covered with black granite tiles. The polished tiles reflected the light that poured in from the windows in the area outside of the dining room. Covering the tiled stairs was a rug, which had a length of about thirty feet.

When Marius entered the entrance hall of the dining room, he noticed the rows of paintings of wild animals in Monavian forests that covered the walls. The frescos were dated with the year 1998. As he stopped to admire the paintings, he noticed his subordinates filing into a line behind him, to let a group of elderly citizens pass.

He smiled politely at the senior citizens, then turned back to the paintings for a moment. The artist seemed to be gifted, but he had seen better. Still, no bad piece of work. Having decided that, he and his subordinates sat down around a large table. All were dressed in formal attire, and he could almost feel the curious looks from the Monavians in the dining room..

Within the dining room, there were about a hundred people from all over Monavia, who were staying at the hotel. The large table where Marius sat was in the central portion of the room, though it about ten yards off center from the center, where there was a wooden dance floor. There were no people dancing at the moment, as formal dances usually took place only at night.

The floor, which was about thirty feet square, was instead lined with a group of abvout twenty musicians, some of which were busy setting up their instruments. A grand piano and an organ were positioned in one corner of the dance floor, with the director giving directions concerning the way in which the musicians were to set up their equipment.

They had already given a short one hour preformance, but they had taken some time for an intermission. As the time to finish had come, they continued to set up the stands and the instruments, this time in a different arrangement and order than they had previously used.

The dining room was lined with windows on one side. The damask curtains had been drawn back, and their forest green folds had been tied into the usual artistic arrangement. The rising sun sent a wave of natural light into the room, and it was only natural that it was reflected by the polished brass and steel instruments.

As Marius began to eat, he noticed the band beginning to play. They had selected some songs that were composed in the ninteenth century, and even some early twentieth century songs as well. The show was composed of about fifteen or more songs in total.

Monavian cuisine seemed good enough, Marius decided. He poured himself a cup of coffee, taking a moment to listen to the music. It was weird to listen to music this early in the morning, but not unpleasant. It helped him wake up. He looked at his watch. 7:50. In about an hour the conferance would start. He looked up and met the eyes of General Riefenstahl, Defence's delegate. The man looked alert, despite the early hour. Of course. Soldiers were used to be up earlier than this. The men from his own department, on the other hand, obviously weren't, drinking copious amounts of coffee to stay awake. Suddenly noticing that the band had stopped playing, he applauded politely.

The band moved from one song to the next, stopping for half a minute at a time to rest themselves for the next song. Eventually, the band finished by 8:45 A.M. and retired for the next few hours, as they would be playing again in the afternoon and at night. They would be playing at the hotel until April 30.

The coffee cart, while being very large, was soon drained by the guests that were present and it had to be filled up again. The present situation was exacerbated by the amount of coffeee being drunk by Mrarius Stee's delegation. All the while, they at least had enough to drink and eat by the time the band finished playing.

The Zaheranians politely applauded when the band finished. A large part of the delegation then headed to the bathrooms, while the rest waited in the lobby. They chatted quietly among themselves, waiting for transport to the conferance, slowly growing in numbers as the other delegates returned from the bathrooms. Everyone but Riefenstahl wore suits in varying shades of grey. The general instead wore uniform, light reflecting from the dozens of medals hanging on his uniform jacket. Marius looked at his watch. When would the transport arrive?

The delegation did indeed grow impatient, but their patience in waiting, however strained, was rewarded. At 8:50, the transportation that had been arranged had arrived. The transportation consisted of three limosines and two police cars, which were there to provide a security escort.

They parked outside of the hotel, in view of the delegation, which had relocated itself to the ground floor as they waited for the vehicles to come.

A chauffer exited one of the limosines and entered the hotel lobby. He caught sight of Marius and his delegation members, which by that time had all finished using the bathrooms, and bade them to leave for the palace.

The delegation did so, walking out to the waiting cars and climbing in. Marius stepped into the lead vehicle, placing his briefcase in front of him. He looked out of the window. Good, no one was left behind. "We are ready to go", he told the driver.

The chauffer shut all of the doors as the passengers climbed in, and then he entered the lead vehicle. He turned the key in the ignition, and began to drive away. The other limosines in the motorcade followed suit, and then the whole mass began its transit to the palace.

Within ten minutes, the motorcade reached the central district of the city, where the palace was located.

"We will be ariving shortly," the chauffer said to Marius.

"Very well", the Minister of Foreign Affairs answered. He looked out of the window, seeing the streets of the Monavian capital pass by.

The limosine continued to pass by the buildings and lots that lined the streets. It arrived at the royal palace, along with the rest of the motorcade, at 9:05 A.M. While tghe meeting had already begun, the proceedings that were in the process of taking place did not concern the people involved in talks with official business.

The meeting was only moving at a slow pace, with small talk coming form the people assembled in the room. The meeting would be reaching its official beginning when the Zaheranian delegation reached the council chamber, and entered.

The delegation was escorted out of the limosines, and walked onto the front lawn of the palace. They were given a few moments to observe the appearance of the ediface and its surroundings, and then were escorted in by the detatchment of the Royal Guard that had been assigned to protect the delegation.

The police that accompanied the motorcade stayed behind with the chauffers and the limosines. The delegation now prepared to enter the royal palace.

Its imposing facade now dwarfed the delegates, and Marius was struck with the awe and wonder that would come with seeing such a grand structure. He was led inside, along with his subordinates, and they found themselves inside in only moments, despite the vast expanse of the lawn.

The royal palace was a truly imposing building. Marius was impressed, but his face or body language revealed nothing, experienced statesman as he was. He looked around with polite curiousity, mentally readying himself for the meeting. "Where will the meeting be held?", he asked one of the guards.

The guard satnding within the doors answered the man. "There is a room in one of the wings of the building. I believe that the room is in the south wing. As for the converence, it will be taking place in the diplomatic reception room."

The party was ushered down the hall and through several rooms, until they reached the end of a hall laeding to an antechamber. The two guards escorting them stopped and allowed them to look around for a moment. "This is the antechamber of the reception room. We will escort you in."

The doors were opened by a butler, and the group was led into the antechamber.

"Thank you". Marius stepped through the doors, looking around. His compatriots stepped in behind him, looking around curiously.

Marius was quite intrigued by what he saw. The room, which had a square plan, looked like some Baroque palace chamber. It was thirty feet long, and its width was the same. The twenty foot high ceiling was painted over with a fresco of a valley, with a placid lake filling the center of the fresco. A boat silently glided on the lake in the painting, and sparrows were seen nesting in the trees.

The antechamber had two windows on one side. They were each about 1fifteen feet tall, and were capped by rounded arches. The moulding of the rrom was overlayed with pure gold leaf, and the floor was tiled with red granite and brown marble. An arched doorway, which was located on the far side of the room, was inset into the wall, and the doorway was covered by two columns, one on either side, which projected outwards about two feet, and was crowned bu a neoclassical broken cornice.

The doors, which were made of solid white oak, were fitted with golden locks and handles. Whle the gold was merely a plating, for practical purposes, the plating was very thick. Four guards flanked the doors, and another two stood on either side of the doors through which Marius ented.

The delegation was escorted to the next set of doors, and the butler knocked on the doors. Both opened briefly to admit the butler, and he made the announcement of the arrival of Marius and his subordinates.

"Your Holy Imperial Majesties, Minister Carter, and all here present, may I present to you Marius Stee, the Zaheranian Minister of Foreign Affairs, and his delegation."

He then opened the doors, and the delegation proceeded to enter the doors.

I bring greetings from the Holy Empire of Zaheran and his Imperial Majesty Dieter I Antonius. I am here today to represent Zaheran for this conferance. It is my hope that this will be an productive meeting".

"Thank you Minister Stee," replied Queen Elizabeth. She brushed a stack of papers to the side, and then directed the butler to seat the guests. After all of the customary introductions and greetings had been received, the conference officially began. It was 9:10 A.M. when the first part of the talks began.

"Minister Stee, if I may inquire in advance, what is your agenda for the day?" asked Mr. Carter.

"Your Majesty, if you allow we would like to start with economic matters. My country is interested in establishing closer trade relations with the Monavian Empire. We would also like to discuss some sort of military pact. General Riefenstahl here and his colleagues at the Defence Ministry have some ideas. Last, we come to the minor subjects, like exchanging students and making it easier for our respective citizens to work and study in the other country. Is that acceptable?"

"Minister Stee, you may proceed as you have intended," replied King Charles. "I believe that a free economic exchange, some trade resolutions, and the removal of any tariffs on Zaheranian goods and services is a good place to start. As for a military pact, we would need more information on your organization and military history to make the determination that a pact would be in order."

We want a removal of all tariffs between our both countries, so that goods and services might flow easier over the borders. We want to make it easier for Zaheranian corporations to establish themselves on the Monavian market, and vice versa. Any objections so far?"

"No. I see no reason why the thing that you are proposing has any issues. Such a provision was part of the friendship treaty we signed with the Free Republic of Lamoni a few months ago. Perhaps we could also arrange trading deals, such as the free exchange of manufactured goods and raw materials between Monavia and Zaheran.

"Perhaps an exchange of technology is also in order."

"Your petroleum needs need to be discussed in further detail for me to formulate a plan to address the issue. Our energy needs are met in this way."

King Charles produced a sheet of paper with some data printed on it. It read:

I was just asking if you know of any better equipment or farming methods". He looked at the paper again. "Have you tried geothermal power production? We have some large-scale experiments going on in our Eisland province. Monavian scientists can be invited as observers if you wish".

"As for the colony, we would be most pleasd if you could provide some details on the tract of land you are describing. As for its effect on a possible military pact, should the Monavian Empire enter into such an agreement, we could use the colony as a deployment center so that our troops may defend Zaheran from that location."

King Charles stopped for a moment, then casaully peered into a folder laden with papers describing the various methods of deploying defensive assets.

The RL United States uses 25 barrels per citizen.

He laid it on the table so everyone could see it. "The Zaheranian territories are marked in red. As you can see, much land is still unclaimed. I think you would be particulary interested in the island next to the Most Serene Republic of Pereine, which is marked in pink. Some of our scientists went there a few years ago, and they have told me that it is very rich of minerals, particulary copper and tungsten. Apart from wildlife, it is unhabited. Apparently there was a settlement of some sort there until the middle of the sixteenth century, when all contact was broken. One theory is that the colonists died from some infectious and extremely deadly disease coming from the mainland aboard a infected ship. It could be true, for at the same time our own country was ravaged by the Black Death. Either way, most of the island consists of pine forests, with a mountain chain and a dormant volcano in the middle. The climate is temperate and coastal".

Our nation emerged from isolationism just a few years ago. We know that both the countries are smaller than us, but we don't know how much smaller. Our ambassador in Pereine is trying to find out as much as possible, but for the moment we know little. As for Goosestan, we know that it is a desert state, ruled by, after what i have heard, a quite psychotic dictator. That's about it. We know nothing about their militaries, politics or intentions. That's why we want somebody on that island".

He turned to Mr. Carter.

"On that issue, Mr. Carter, you need not worry. The colonists were from our country, members of a Baptist church that was persecuted at that time. We have documents that prove that".

"Also, military equipment can be produced there and quickly shipped to Zaheran. Then there is the possibility that we can also defend shipping from piracy and terrorism."

"Not to mention that the colony can become a hub for international trade within the region. The Monavian owned and operated businesses and the commerce entities can reap a plentiful profit, and send the money back home. The economy will grow quickly. Also, Zaheranian businesses on the island and the people of Zaheran will profit greatly form the colony, especially if it becomes an international free trade zone," concluded Commerce Minister Susan Wright.

Minister of State Victoria Witherspoon was the last to speak her mind. She now felt uneasy about the idea of a ruler with an unstable personality being so close to a potential Monavian ally. "What of Goosetan? Will their psychotic ruler attempt to wreck any attempt at establishing a Monavian Colony?"

Should there be an attack, it could easily be subdued by aircraft based in Zaheran or by one of our carrier groups. But the risk of a war is, according to our estimates, very low. If the man has any bit of sense, he won't attack two nations more powerful than his own".

General Riefenstahl nodded. "I concur. It would be suicide for Goosestan to attack, and I think that if not Goosestan's leader understands that, then at least his generals will. Military coups have, as we all know, happened before when a leader takes a decision that affects the military negatively".

For all we know, they may have laid a claim to the island in the past. That would give them grounds to dispute any attempt on the part of the Monavian Empire to make the island their colony.

"Now, if there are no other signs of previous civilization there besides the settlement, then the island, originally being inhabited by your citizens would be given to us. Then we can claim the island by treaty with you, and we will have legal ownership of the land, and no one can claim that it is not ours."

General Riefenstahl cleared his throat. "Our modern military history started eleven years ago, when the Northern Military Alliance, a coalition of nobles and high military officials led by our current emperor, started the rebellion against the Republic of Zaheran. The Republic, established one hundred and fifty years earlier, had by that time turned into a corrupt and opressing entity. One party had ruled the country for twenty years, and it and it's leader, Jacob Cato, had no intention of ever giving up power. The democratic opposition was weak and persecuted. Parts of the military establishment dissaproved of the unjustice, but no one dared to do anything out of fear of reprisals. Openly, that is. Secretly, the organisation that would be known as the NMA gathered their forces in the north, where the opposition to the system was strong. When they were ready, they launched the attack.

The surprise was total. The northern parts were cleared of loyalist forces in a matter of days. The president had to flee to the south as the capital was besieged. The loyalist forces, however, managed to stabilise the frontlines again. The two forces were equally strong, and no one managed to defeat the other. The stalemate lasted for two years. Then president Cato requested help from other nations. The conflict intensified as both sides recieved military support. Finally, the NMA crushed the loyalist defences in what would be known as the Steel Offensive. Two hundred thousand loyalist soldiers died in desperate attempts to halt the offensive before the president took his life in his bunker and the conflict ended.

The army, before the war a conscript army with old equipment, had completely disappeared in a sea of blood. The new government decided to make a complete reorganisation. The conscripts were replaced with professional soldiers, the old, low-tech equipment replaced with the best materiel that could be bought on the market. A new elite unit appeared, the Storm Legion, an army under the Emperor's direct control, fanatically dedicated to him. It would function both as a shield against rebellious forces and as a force that could be deployed abroad if it was needed. The Legion has fought in a number of conflicts, most often as a peacekeeping force, for example in Hervia and in Colstream".

He took a sip of water.

"For our organisation, the regular army consists of one hundred and twenty divisions. Of these seventy-six are mechanised, twenty-four are armoured, twelve are artillery and eight are air defence. Each division consists of twenty thousand soldiers, so the total number of soldiers is two million four hundred thousand. Our reserves consists of three hundred divisions, so the total number of soldiers that we can mobilise and equip is eight million four hundred thousand.

The Storm Legion has five hundred thousand soldiers, divided into legions of one hundred thousands soldiers each. Every legion consists of two heavy armoured divisions, two mechanised divisions and one artillery division.

The Navy has one thousand two hundred ninety-five warship and about three thousand auxiliaries, freighters and logistical vessels.

Our Air Force is quite powerful, with about ten thousand aircraft. It's primary task is to defend the country, so we have a large amount of fighters and multiroles".

"The first nation we deployed troops to was Thive. The government of the nation had collapsed a few months earlier, and it was managed by the Republic of Colstream, an ally of ours. In a referendum, the population decided to stay under Colstream rule. As usual, some fringe group decided that they didn't like the decision. In a surprise attack, they managed to capture the capital, driving out the garrison of the city. An international coalition, of which we were a part, managed to subdue the rebellion. We still have a base in the country.

The second campaign was in Colstream itself. A nuclear weapon had destroyed the national capital and most of the government. Anarchy broke out and the military forces that remained were too weak to bring back order. Together with other nations, our forces took temporary control, disarmed rebel groups and local militias and rebuilt the destroyed infrastructure.

The third campaign was against Cyncia, the nation that had supported the rebels during the Thive Rebellion. Once again we cooperated with other nations, finally defeating the corrupt government and giving the nation back to the people.

Your second question is easy to answer. The only alliance we are a member of is the Fegosian Union, a collection of states dedicated to free trade and mutual protection. Another member is Neo-Ixania, with which I believe you have had some contact".

Typically, the status of an individual is determined by their national status first, and then modified depending upon their behavior in Monavian territory and any criminal record they may possess.

"For example, a nation may have a 'blue' rating as a base for all of its citizens. If one of their citizens happens to be an upstanding diplomat or a 'model citizen' of sorts, then their may be awarded 'violet' status. Conversely, if they are a convicted felon in their hom country, they may be given an 'orange' status.

"This system is quite simple in practice, despite its apparent complexity on paper. Therefore, our friendship treaty should contain a section concerning this new agency."

As I have stated earlier, all nations have a base or default status, which is modified to fit individuals from that particular nation.

"This data is compiled every time a national enters or exits the country. When clearing customs or traveling on an international flight or voyage, they show their passport or visa to the border security or similar personnel. Their status is assigned while they are in Monavian teritory.

"The way in which such a thing takes place in this manner: after entering, the foreign national will be allowed to enter, based upon their national status. While staying in Monavia, searches of documents and data that is provided by our neighbors take place in order to uncover any criminal records or similar information.

"Once the status of the national is established, they will be assigned that status when they depart from the country. Their status is then recorded in our databases and also sent to our neighbors. They in turn report any information to us that may have bearing on their status when something occurs."

Even though the State Dining Room was vacant, it was to be used for this occasion. A meeting with foreign officials ws no light or transient matter, and this was well understood by the palace staff. A meal of roast beef, some steamed vegetables, and copious amounts of bread was already underway, to be followed by some salmon and light spinich salads. The whole assembly of foods was soon laid out on the main table, which was already set an hour in advance of every meal.

The Monavians entered the room, with the royals at the head of the table. The two Cabinet Ministers sat a few seats removed from the head, with two spaces reserved between the four for the Zaheranians. Several more seats were reserved for the remaining attendees.

Flanking the doors to the Council Chamber were the guards that had been there when Marius and his esteemed colleagues had entered, but that was simply because they had been rotated twenty minutes into the meeting, and then had been switched back after twenty more minutes. They had been serving additional security duties recently, so their rotations were changed from every half hour to every third of an hour. This system was established for the immediate present, and was soon to be changed back to the original one once the conference had ended.

Four of the palace staff entered the room, bearing the last of the meal. There was enough to fill all of those in the room, with the exception of the staff, who took their portion of the food they prepared to their own dining quarters nearby. The lunch was simple, yet it remained surprisingly elegant, thus the staff was quite able to prepare a few additional portions for themselves.

One of the six palace butlers remained in the room to provide services to the guests. The butler was a very old man, around sixty-five or seventy years of age, but the many years of his service had surprisingly little effect on his general appearance. He stood at attention at the doors to the kitchen, and held a white towel wrapped around a bottle of champagne. The bottle was part of an againg collection given to Her Majesty as a gift for her wedding, which consisted originally of over two hundred bottles.

With the lunch set to begin in ten minutes, the guests would surely be impressed.

The butler took his bottle of champagne and placed it upon the table. He also laid down his white towel, carefully woven from fine thread and displaying the monogram of the former King, Charles VII, known throughout the country for his extensive renovations of the palace and his public works projects.

With that, the meal began, starting with some fish and fresh greens that had been placed into a salad. The steamed vegetables were served shortly later, with the guests given some time to eat their fill before spending some time to discuss more casaul matters. About ten minutes later, the Minister of Foreign Affairs, the ever radiant and esteemed Frank Carter, began to discuss a few matters with Marius.

"Minister Stee, the general willingness of the Holy Empire of Zaheran to be forthcoming in its ventures has been a source of much profit to our mutual friendship as partners in the international community. In honor of your commitment to furthering a state of positive diplomatic relations with us, I would like to propose a toast."

This gesture in honor of Marius was soon joined by others from the hosts of the summit. They raised their glasses, which were now filled with the champagne, so that the dilligent work of the Zaheranians was commemorated properly.

After about half an hour or so, when the banquet was drawing to a close, Mr. Carter summoned the bulter on behalf of the royals and the Monavian hosts. He whispered a few words about the ending of this great feast, and then sent him over to the august King.

His Majesty was finishing his third helping of roasted beef, and had emptied a bowl of sliced pears (pears were his favorite fruit). The butler stood silently for a moment beside the chair where the almost full King was seated, and then told him of Mr. Carter's proposal.

"Wonderful, and if I may say, quite an excellent finish," he replied. The butler then exited the room and spoke with the master cook, as well as his associates.

Shortly after this small play of events, the butler returned with the master cook, bearing the desserts, in the form of chocolate cheesecake and creme brulee custard with fresh fruit. The whole assortment was completed by a bottle of sparkling apple cider, which was made on a farm owned by the royals since the middle of the nineteenth century. The farm was a small place, devoted almost entirely to producing food for the royal family and its guests.

Its products would surely give the joyous occasion a superb finish.

"As such as it has been, it should also be pleasing for the Zaheranian delegates to know that they will not be going home empty-handed from this diplomatic meeting, but rather that they shall have won a new friend in this world, an honor that will be remembered here and probably for much time in Zaheran as well.

The treaty must be approved by Parliament, specifically the Monavian Senate, before it is a valid legal document that can be signed.

"However, before I deal with the Monavian political machine concerning the matter, I would suggest that we complete this treaty, and then as I await the Parliament's decision, you and your delegation will be welcome to stay at the hotel you have reserved for a few days or so. I would relish the thought of such esteemed guests being able to enjoy the comforts of a stay in this great nation, and to be able to view historic locations and museums and the many other things in this place."

With that, the king turned to an attendent, and bade him to deliver some tea to the room for the guests.

An alliance with the Monavians, closer economic ties, cooperation on a multitude of matters. The Emperor would be pleased. That was his last thought as he slowly drifted into sleep.

The draft was prepared in about half an hour, printed out, and then stowed away in folders to be shown to Marius and the Monavian Parliament.

The writing of the preamble was done for more than to simply add a good opening to the treaty, but also to provide credit to the gracious Zaheranians who had been so forthcoming and straightforward recently.

The Treaty of Chalcedon

Within the course of history, great nations have forged ties of friendship and cooperation. History, though ever changing, still contains this simple tenant, which both the people of Zaheran and Monavia share in their common goal of growth and achievement. For these reasons we, the representatives of our respective nations, agree to the following provisions.

Article I: Military Obligations

Clause I: We, as the representatives of our respective nations, agree that an attack on one of us is an attack on both of us. In the event of such an attack, it is our obligation to intervene militarily and politically with all force we can muster. all appropriate force and respond in kind.

Clause II: We, as the representatives of our respective nations, agree to exchange our military technology and intelligence to the extent that it is possible.

Clause III: 1. We, as the representants of our respective nations, agree to donate to the Joint Zaheranian-Monavian Defence Fund(JZMDF) USD 500,000,000.00 each year.
2. We hereby create the Zaheranian-Monavian Defence Commission(ZMDC) to regulate the use of this fund, which should primary be used to create a Regional Defence Center(RDC) in the Zacheri Sea region.
3. A secondary RDC shall be established in the Nova region, in which Monavia is located.

Article II: Economy and Trade

Clause I: We, as the representatives of our respective nations, agree that goods and services should flow freely between our nations. No tariffs or other trade obstacles may be imposed on goods or services coming from the nations affected by this treaty.

Clause II: We, as the representatives of our respective nations, agree to share civilian technology to the extent it is possible.

Article III:Travel and Border Security

Clause I: We, as the representatives of our respective nations, agree to remove the need for a national visa and/or passport issued by either of our respective national governments for citizens of the signatory nations while travelling between nations affected by this treaty.
These visas/passports shall be replaced by the Zaheranian-Monavian Common Visa or Passport named in Clause II.

Clause II: We, as the representatives of our respective nations, agree to introduce the Zaheranian-Monavian Common Visa or Passport in our nations, to be used by foreign nationals wishing to travel to the nations affected by this treaty.

Clause III: We, as the representatives of our respective nations, agree to share intelligence on suspect inviduals which are believed to have fled across our boundries into other sovereign nations. If a signatory nation requests that a certain citizen of their nation be extradited, the other nation must comply. (moved)

Clause IV: We, the representatives of our respective nations, do agree that in cases concerning suspect individuals who have fled form justice in across our borders, that if captured, they shall be delivered up, and extradited to the nation in which the alleged crimes have been committed for prosecution.
If for some reason such extradition is not possible, due to extraordinary circumstances or diplomatic irregularity, the extradition shall take place at a later time deemed appropriate by representatives of both nations.

Clause V: We, as the representatives of our respective nations, agree to create the Zaheranian-Monavian Border Agency(ZMBA), that will handle the gathering of intelligence related to border security.

Affter an hour or two of well-deserved rest, Marius felt up to writing his report. He typed up a brief summary of the meeting, attaching a copy of the treaty before sending it to his office in Zahran. The Minister pro tempore would take care of it and brief the Emperor. With his official duties concluded, he stretched and walked out of the room. He wondered when the tour would start.

Hours passed, coming and going with unusually fast speed. The accomplishments of the day had given everyone in the room a sense of sleepiness, though that was common when major work had been completed so quickly. As evening approached, the Monavians went their ways. The royals and their staff prepared for dinner, and both Mr. Carter and Mr. Blake departed for their respective Ministry buildings to conclude their business.

After these things had come to pass, and the time on the old oaken grandfather clock which graced the State Dining Room displayed the time as being around 8:00 P.M., the palace staff began retiring for the night. Guards appointed to the night shifts began to go about their duties, and the soon the palace inhabitants were asleep.

Meanwhile, Marius and his staff had been driven back to their hotel, along with a generous gift of fine wine and fruit baskets, among other lavish presents.

Having leaved the gifts in the hotel room, Marius was sitting in the bar, chatting quietly with Riefenstahl. The elderly general took a sip of his whisky and looked around the room.
"I like this country", he said after a few minutes. "The people are so hospitable. Well, the ones I've seen, at least. A beautiful place too. A pity we couldn't stay longer."
"Maybe you will." Marius smiled slyly. "As soon as we get home, I'll begin the preparations for opening an embassy in Monavia. We need someone who can work with the Monavians, who have contacts, someone who knows these people. And I think I have a suitable candidate." He raised his glass. "You."
The general nearly dropped his glass.
"Me? I don't have any diplomatic experience at all. Hell, you can't appoint a..."
"I can. I've checked with the Defence Ministry. Lucius was kind enough to fax me the necessary documents himself. They are waiting at your room, if you are interested, that is."
"I'm flattered, Minister." The general bowed. "I would be honoured to accept."
"Excellent. Just stop the bowing, please. We know each other far to well for that."
Riefenstahl nodded and took another sip of his drink.
"Point taken. Still, I can't thank you enough, Marius. A sunset posting in a friendly country is more than I've ever dreamed of. It's going to take time getting used too."
"Take as much time as you need. It's going to take a while before everything's finished." He looked at his watch. "Time to go to bed, isn't it?"
He threw a one-hundred thaler bill on the table and rised to his feet.
"See you in the morning, ambassador. Have a good night." He saluted parodically and walked away.

Before the palace staff retired for the night, a courier was dispatched with a copy of the treaty to the Parliament Building. He was accompanied by four guards, and a police escort, which were warranted by the importance of the documents he was delivering. He arrived around 9:30.

The treaty was carried into the building, and then sent down to another courier in the basement. The second courier, bearing a locked metal briefcase, placed the treaty and its related documents, including transcripts of the meeting, into the case and then locked it with a key, not unlike the type used to seal a safety deposit box.

The case was then taken down the hall to an elevator, which opened up to reveal a lavishly decorated interior. He unlocked a panel, which contained several brass buttons engraved with the levels below. These controls were kept hidden behind the panel, so that they could not be tampered with or even discovered by prying eyes.

He pushed a button marked "Level Three", and then the doors closed, allowing his descent. He soon reached the third level of a concealed bunker, about a hundred meters below the basement.

He proceeded down a granite floored hallway, with plain white walls and a ceiling the same color, and soon entered through a door into a large square chamber. The chamber, being about forty feet across, had beige marble paneling affixed to the walls, held in place by polished bronze clips. The clips were decorated with rosette patterns, with the notable exception of one to the side of a polished metal door at the opposite end of the room. It had a small button in the middle, which when pushed, opened up a sliding panel behind which lay a keyhole.

A second key was used to unlock a combination dial, which was needed to open the door. This was also quickly done, and then the door was free to move. He pulled open a door nearly a two feet thick, made from layers of depleted uranium and titanium, covered with a layer of polished chrome, and laser engraved with the seal of Parliament on the front.

The courier had always admired the seal, but his duties precluded him from spending much time admiring the artwork in the Parliament Building, and this was compounded by the simple fact of the lack of any decoration in this part of the complex. With his shift about to end, he sighed and proceeded forward, and laid the case on a table in the vault, before leaving and sealing it again. He would arrive the next morning to retrieve it for viewing by the Senate.

The amount of security employed here, perhaps inordinate, was necessary because of some prior incidents with international treaties in the past. On more than one occasion, a treaty was lost in disasters or accidents, stolen (this happened only once), or placed in an insecure location. This had been remidied by the construction of the bunker nearly forty years before the present time.

With his duties completed, the courier departed from the building, ascending the elevator along the way, and went home for the night. Parliament would reconvene in the morning.

IN CHARACTER:

In the early morning hours, the people of the capital awoke to find a new day beginning. The far eastern portions of Monavia and the islands that lay far offshore had already been bathed in sunlight for several hours, and it was midday over the Queen Theodora Islands in the extreme east.

Around 6:00 in the morning, the palace returned to its normal daytime activity, with the night staff retiring and the day staff preparing to start their duties. The royals slept in until 6:30, but they could no longer stay asleep once the curtains covering the window overlooking the bed were drawn away by one of the maids. She had been making rounds through the living areas, opening up drapes and coverings to illuminate the building.

The day proceeded as normal, with the business of the day beginning as usual by about 8:30 in the palace. Parliament was already in session, which typically began at 7:00A.M. The Cabinet Ministers were by that time preparing for their duties, and some new business was being attended to.

For the past four months, the dealings with other countries had prompted the Cabinet to meet daily in the council chamber of the palace, which was also used to receive diplomatic personnel. This was about to change, starting in another week or so, where the original schedule of one meeting every two weeks was to be re-implemented.

The Representative Assembly had been going through its usual opening procedures, with the ceremonies having already ended and the first pieces of legislation being put under debate by this time. A bill for creating a park in a neighboring city, which was to house an avian sanctuary was the first to be debated, though it was shelved for the next day due to a lack of information needed to make a decision. There were not enough decided members to hold a floor vote yet.

As for the Senate, it was also dealing with its issues, though it had more serious business at hand. Discussion of certain items had been finished, and small talk between some Senators had begun, as if the atmosphere was to be relaxed for a short while. The treaty would be debated in about another half an hour, after Their Imperial Majesties had arrived.

As the braziers in front of the palace were being extinguished, and the tableware was being washed in the kitchen, the royals and their necessary attendants were being driven to the Parliament Building. The limosine, accompanied by its usual set of two attenants and a pair of security vehicles driven by Royal Guardsmen, proceeded toward its destination.

In the basement of the building, a courier boarded the previously mentioned elevator, opened up the panel, selected the third bunker level, and quietly descended to the place there the treaty was stored for safekeeping. He entered the vault, retrieved the metal case, reboarded the elevator, and was soon carrying the case through the front lobby.

In the lobby located on the ground floor, the courier set the case down on a table, before catching his breath for a short time. Several officers of the Royal Guard, which had been stationed around the grounds, were in the business of patrolling the area, thus providing some degree of safety to the courier and the documents that he was carrying.

He then rose from his seat, after an interval that was brief but filled with the lively chatter of people filing into the lobby who would then go their own seperate ways. He took the case down a side hall, and waited there for the arrival of the royals.

Shortly afterward, the limosine carrying the monarchs was driven up to the front of the building, and then was soon relieved of its occupants. The entry of the Monavian king and queen, as well as that of some other important people, was the signal for the Parliament to silence itself. The Representative Assembly would watch the Senate's proceedings on a projector screen in a theaterlike room built for this type of purpose, asthe treaty was being debated.

The royals entered the lobby, wakled majestically to the entrance to the Senate Chamber, and then they walked into the room to be greeted by a warmly receptive crowd.

The Senate burst into applause, providing the couple with a standing ovation that would dwarf most other meetings with these people. The usual national addresses that were given out every year also held much significance, but it was still less than this occasion possessed.

The queen and king were greeted by many people as they made their way down the aisle dividing the room, and then took up their seats at the far end, in two special thronelike chairs flanking the Chancellor, who presided over Senatorial proceedings. The formalities began, and soon afterward, the call was given to bring in the treaty.

The courier took the metal case containing the treaty, brought it down the aisle to a table below the rostrum, and unlocked it. He then produced several papers, the treaty being one of them, and then left the room. Some people in attendance said a few words on the matter, mainly in the form of background on the proceedings of the previous day at the palace, and also explained a few things about the other relevant documents enclosed int he case.

Business began, then, after it had gone on for a while, the monarchs departed for the palace to resume the duties of state. While they left, the Senate was examining the documents, making comments, and then slowly making their way to dealing with the treaty itself.

The day wore on, with the Senate reviewing the documents. The treaty was discussed, some debate followed on the matter, and the agenda was mostly completed. The documents were placed back into the metal case, and then stowed back in the underground vault in the bunker under the Parliament Building.

The next day, the Treaty was the main focus, and it was soon subjected to a vote. At 5:00P.M. the senators began to cast their votes, and soon the tally was read, before being recorded in the journal kept to record the Senate's proceedings.

The treaty exceeded the 70% requirement for ratification, and thus it was approved by the Senate.

The next day, after the newspapers had declared the approval of the treaty in their headlines, the document finally arrived at the palace for the signatures of the monarchs. It was signed:
