It was nightime.
5 Military commanders and generals sat at the end of a large and long oak table. The President of Merdessa, Ivanov, President of Blekova, Demchenko and President of Brenitzia and Bulkania, Mradic sat opposite one another around the table.
A camera was sitting at one end of the room to capture the meeting
The room was well lit with miniature chandeliers strategically placed on the roof for full lighting and with 2 Portraits of the late president Boris Groza on either side of the end wall behind the military generals
TRANSCRIPT OF THE MEETING...............................................................
Mradic "This meeting has been called in light of a national crisis....." Mradic was interupted by Demchenko
Demchenko "The crisis was largely engerneered by you!"
Mradic "We are here to come to a descision and vote unaninously on what has to be done not to argue and cause even more fracturing!"
Ivanov "Mradic carry on..."
Mradic "Very well. I would like to say that this meeting is called to discuss the nature of the Leadership of each of the republics and if its the right direction"
Demchenko "The system has been messed up for at least 20 years it no longer works for us"
Mradic "This meeting is not only to discuss the ethnic problems but also the economic and political situtaion of Bulkania"
Demchenko "Well like I said everything about the system is messed up now, nothing is working for us anymore"
Mradic "You propose abandoning our communist system!? Preposterous, we have used it since 1946!"
Demchenko "I propose no such thing! I do however propose reforms"
Ivanov "I would like to put the situation as I see it to you all. Unlike the other socialist nations our economy saw moderate growth, the system DID work for us. HOWEVER mismanagement in the last decade and with the collapse of our biggest aide donors have not seen the system work well for us.
Merdessa was allowed to operate a mixed economy and we are the richest republic in Bulkania. I propose free market reforms and a mixed economy be brought to the rest of Bulkania"
Mradic "You want to sell off all of Bulkania's assets to foriegners?"
Demchenko "Can we address this issue later, I want to get down to the business of your illegitamate rule and your consolidation of power in the Bulkanian Republics!"
Mradic "I reject the comment that my rule is illegitimate!"
Military General "President Mradic, Bulkania is in serious trouble of dissolution. Can we put to the vote that the Bulkanian Military move into Blekova to control any seccessionist movement"
Demchenko "Thats rediculous! you called me here just to outvote me on an issue such an invasion!"
Mradic "All presidents must vote on a matter of National security...I vote yes"
Demchenko "I vote flat out NO! and the rest of you must know the disasterous consquences in which a Bulkanian military invasion of Blekova would cause!"
Mradic "Ivanov, your vote?"
Ivanov "I will not vote at this time"
Mradic "what!? Whats the problem just vote!"
Ivanov "I am willing to talk more on the matter, for now I will not vote"
Mradic "If we are to debate like this everytime Bulkania is threatened with dissintegration, Bulkania will dissolve before a decission is ever reached!"
Ivanov "This matter can not be resolved now, I suggest we talk about the Political Problems and if we can continue with the Communist System"
Mradic "Its entirly out of the question that we abandon our political structure! Unlike some other communist states we operate on a mixed economy, our shops are full and our people are allowed to travel abroad there are not problems in our political structure!"
Demchenko "I propose we make constitutional changes that will allow a Multi-party system to emerge, Mradic we have to wake up to the international standard of human rights"
Mradic "So your all here to destory Bulkania. From 1946 up to this moment we are Bulkania, After this meeting is finished you want to destory that!?"
Military General "Should the Bulkanian State dissolve what is to Become of the Military structure!? the army is ethnically mixed, if the state is to dissolve do we just split the army up into thrids and send them to thier respective republics!?"
Mradic "The dissolution of Bulkania is totally out of the question"
Ivanov "I think we should call nation wide election and possible hold a public referendum on the Political issues"
Demchenko "Well Mradic no military action will be taking place in Blekova we now ask that you leave the Blekovan leadership to take the steps it desires it handling tis own problems"
Mradic "What sort of provocation is that!? was that a declaration of indepedence!"
Demchenko "No it was not. I only ask we decentralize the system to allow the republic more autonomy"
Mradic "Stanov proposed such things and look where its gotten us"
Demchenko "You never let him pass the laws, you overthrew him, remember!?"
Mradic "Well just what will this meeting address then!?"
Demchenko "Blekova doesnt want to become a province of Brenitzia so Mradic keep out of our affairs, we dont want Bulkania to dissolve but your are the biggest threat to national unity!"
Mradic "Thats an outragous statement Demchenko!"
Ivanov "Demchenko, is it true Blekova has taken control of the Railways in Blekova?"
Demchenko "Yes its true, we have also taken over all State owned companies that the central government no longer can control and instead Blekova will manage its own economy. Also since the 50's the central government has states that Blekova be the "Bread basket of Bulkania" becuase of this we are largely agriculture and thats why we are the poorest republic. I reject this policy and as of this moment we will build up our own industry how we see fit"
Mradic "We you've completely thrown me after that independence speech"
Demchenko "It was not an independence speech"
Ivanov "You want us to operate as a confederacy?"
Demchenko "Look I can see Blekova will not progress under the current centralized system, Infact Blekovan economic growth was negative 1.9% we are getting poorer and its becuase of failed central government policies. We requested larger grants from the central governmet but we saw nothing. Also the central government focused on building Merdessa's infrustructure for thier thirving tourist industry and let our own infrustructure disintegrate"
Mradic "Blame Stanov for such problems, I only just arrived on the scene I can fix these problems"
Demchenko "Every politician in the central government considers Blekova to be the black sheep of Bulkania, well not anymore...Goodbye I leave this meeting, If you will not conceed anything to Blekova we will declare independece"
