Premier Zhao grinned as his latest press conference got underway; he had made one of his cryptic announcements about a 'monumental unveiling', which the Eastasian media knew could mean anything.

"I have invited you all here to announce that the Eastasian People's Space Agency has put forward a proposal which has the government bouncing with enthusiasm. The EPSA has shown us initial plans for a facility which will be placed in orbit of this planet, a 'space station' so to speak. The facility will be named Fenghuang Station, as it will symbolise the peace and prosperity that we have achieved; imagine it, Eastasian workmanship out there, in the heavens with all the stars.

Of course, the Fenghuang also symbolises union. To this end, the EPSA will be proud to work with their counterparts from other nations who may be interested in collaboration on this project. Fenghuang Station will be a proud monument to the wonders that the people can achieve when in harmony with others."

The Emperor sat down confortably at his desk on airborne VC-26F Condor, which was en route away from Japan. Because the setting there looked exactly like the press room in the Fortress of Comhghall, there was no way to tell that the Emperor was, in fact, airborne. Even the sound of the aircraft was washed out and everything was perfectly modelled to the placement of the wallpaper. "Ladies and gentlemen of the Empire, good afternoon." It was still the afternoon in Layarteb City. "I have come to you this afternoon to make a special announcement. I have just signed an agreement with the United Eastasian Republic to begin construction of an international space station, whose partners may also include the United Federation of Eurasia. This space station, which shall be named Fenghuang Station, initially, will be a marvellous project of international cooperation and peace.

"The Layartebian Space Agency will be a major partner in the development and construction of this magnificent creation. Our Space Transport System is like none other in the world and will be one of the most important pieces of construction for this project. It is my hope that you, the Layartebian people, see this as the opportunity that it is.

"Thank you and have a good day." The broadcast terminated.

After some period of delay brought about by various bureaucratic processes taking longer than expected, the EPSA contacted their counterprts in cooperating nations in order to organise a general meeting; ideas would be sounded out for the construction of Fenghuang Station, and a provisional starting date could be reached as well.

All delegates of cooperating agencies were invited to attend the gathering at the EPSA headquarters in Ulan Bator.
