ICCD is offering to open a new special alliance that intends to start the formation of a strong bond.
Members will be allowed land use rights petition with consideration as foederati. This consideration will be below full citizens but above other foreigners.
In return foederati will be required to provide personnel to the common foederatus security force. This force will be used for the benefit of all foederati. In addition to physical defense these forces will also be used for intelligence, relief and any other missions so required for the benefit of the foederati.
Foederati will be given special refugee status. Upon having security clearance confirmed they will not be restricted to refugee centers for the indefinate holdings period.
Foederati who reside in ICCD will have their time as foederati count for 1/10th time when applying for citizenship. That being for ever 10 years living in ICCD it will count towards the mandatory precitizenship term. While citizenship testing and qualifiers still have to be done, they can be done in less time.
Foederati will be offered special scholarships and exchange program oppourtunities. They will also be offered preffered trade allowances and eased governmental contracts.
Also there will be a Foederati Committee which will discus concerns or otherwise in regards to the ongoing plan and course of action of the body.
