This is for the Chinese Empire, which as of 1906 is an NPC nation

General background
China is weak and getting weaker as of 1906. The Boxer Rebellion in 1900 ended with the capital of Beijing being sacked, the Dowager Empress Cixi being forced to flee and humiliating terms being imposed on China. In 1904-05, the Japanese and Russians used Manchuria as a battleground and now Japan has de facto control over Manchuria as well as Korea (which was a client state of China for thousands of years).

The Empress is getting old, and starting to lose her control over China. She remains however the de facto ruler of China as the Emporer Guangxu is under house arrest and under her control.

Until recently, Sun Yat Sen was the leader of the principal opponent of Cixi, but his untimely dissappearence has robbed the KMT party of its unifying leader.

Chinese New Provincial Armies
The Chinese army is organised around each province raising it’s own regular troops and militias. The largest and best trained (they trained in the European style) of the regulars was the Beiyang Army, the same province controlled the navy as well. The organisation must remain in the same style as this as long as the present administration remains in power (makes it easier for mods to work out opposing troops in rebellions and such).

Britain has a small garrison in both Shanghai (the international city portion) and Hong Kong, and a Gunboat flotilla assigned to Chinese waters

The Americans have a small garrison at Tientsin and Shanghai, and a gunboat flotilla assigned to Chinese waters. Both the Americans and British patrol the Yangtze River as well.

Small garrisons from Austria Hungary, Italy, Japan, and Russia are in Shanghai.

Germany has a small garrison at Tsingtao, which it de facto controls

Portugal still owns Macao

The Japanese have de facto control over Manchuria and have control over Port Arthur plus a sizeable army of 2 corps in Manchuria itself.

As Song Jiaoren takes command of the movement, Wang Jingwei begins to move quietly to begin to consolidate his power, using his old connections to Sun to try and get people to join him.

However, he is opposed by a new man, Chaing Kai Shek, who is studying at the Military State Academy in Japan and opposes Wang's version of Sun's ideals, saying his leftist ideology will lead to recklessness and more death. His military background and his membership in the Hongmen (along with Sun)is of particular note, and attracts those who prefer a more conservative interpretation of Sun's vision.

The two thus vie for the command of the Tongmenhui. However, Chaing's connections and ideological consistency win the day, and thus, he is made permanent head of the Tongmenhui....however, he does appoint Song Jiaoren as a deputy. Wang, however, will continue to make trouble for some time....

In the case of Sun Yet Sen the government announces that after several weeks of extensive investigation and following new leads, that the case ahs been blown wide open. The perpetrators of the deed were none other then insidious agents of the Imperial Chinese court. Several Chinese, allegedly the perpetrators and spies, are paraded through St. Petersburg and then publicly executed as spies and murderers.

The Russian Duma, in concert with the Tsar, demands that the Chinese government pay reperations and immediately hand over those higher ups in the Chinese court responsible for this horrible transaction of justice and violation of Russia's soverignty.

The Far Eastern Military District begins mobilization and an HQ is transferred from Warsaw.

Meanwhile, she has her subordinates indirectly feel out the Americans, British and Japanese to see if they will prevent Russia from enlarging its sphere of influence.

Japan questions as to whether this is a violation of the Open Door Policy, and Russia is informed Japan would not tolerate an attack on China. Troops in Korea and Manchuria are called up and ordered to stop any Russian troops that come into Manchuria, but are ordered not to fire unless fired upon.

Empress Cixi is informed that she has japan's support despite past conflicts, and Japan extremly secretly offers to annex manchuria to protect it (OOC: not going to work but worth a shot)

The French Foreign Ministry quitely suggests Russia back down and accept the Empress Cixi's offer to "turn over the heads of the guilty parties" and perhaps press for an indemnity, which the other powers will undoubtedly support once it becomes clear Russia has no intention of invading.

Witnessing this opportunity fall into his lap, Chiang takes action, against the advice of Wang, who insists otherwise. He immediately infiltrates agents into Shanghai and Peking, and proceeds to have them begin spreading propaganda depicting the Empress as both a vicious killer willing to go to any lengths to keep her faltering grip (other incidents of murder and power grabbing within the royal family as well as more common cases of human rights abuses are emphasized along with the Sun Assasination), and as a clumsy sellout, who woud try to kowtow to foreign powers to save herself. They are also to begin urging the people in these areas to work to make life for the Qing as hellish as possible, to the point of overthrow.

A new political party is set up in the French influenced Hainan province. Based largelly on Hainan Dao it is has growing popularity with many local people, especially business owners who are keen to prosper from more trade with the West. The party is widely known to be pro-western and particularly pro-French, the majority of the populace recognise that it is probably bank-rolled by the French officals and many suspect specific allocations from the metropolitan French budget on the matter, though not many seem to care and only want a stable party in power to provide better links to trading partners abroad. The local Qing governor turns a blind eye to it and orders his police and militia forces to let the party go about it's business, many suspect he is on their bankroll.

The Chinese Radical-Federalist Party

The Party preaches Republicanism, cooperation/integration with the West rather then conflict, an opposition to Northern domination (Beijing being the capital), and the return of authority and responsibility to the Chinese Provinces (localism) and the reversal of the Qin dynasty’s legacy of Strong Central Control, which according to them has ruined China by placing it perpetually at the mercy of strong central authorities who care nothing for the local peoples.

It criticizes the Chinese United League (Tongmenhui, KMT) for waging a ruinous campaign of tension and for being Japanese puppets, useful idiots who are being used by the Japanese to weaken and infiltrate the country by destroying the Central Authority without liberating the Provinces from the tyranny of powerlessness. The solution to China’s weaknesses is to return power to the local administrations and peoples, in other words, the destruction of the Chinese Unitary State and its replacement by a decentralized Federation.

The party starts organizing itself and recruiting from the local provincial elite as well as those who have a grudge against the Central Government in Beijing.

The KMT begins attempting to counter the Federalists with propaganda pointing out their foreign funding and promoting themselves as the best party to rule the country. They target the lower and middle classes promising a strong democracy for all of China. They appear to garner some support amongst the people but many would still like to remain with the current status quo ro chose alternative parties.

People in northern China and Mongolia observe a column of bluish light, nearly as bright as the Sun, moving across the sky. About 10 minutes later, there was a flash and a loud "knocking" sound similar to artillery fire that went in short bursts spaced increasingly wider apart. Eyewitnesses closer to the explosion reported the sound source moving during each barrage, east to north. The sounds were accompanied by a shock wave that knocked people off their feet and broke windows hundreds of miles away. The majority of eyewitnesses reported only the sounds and the tremors, and not the sighting of the explosion; to different eyewitnesses the sequence of events and their overall duration is also different.

The explosion registered on seismic stations across Eurasia, and produced fluctuations in atmospheric pressure strong enough to be detected by the recently invented barographs in Britain. Over the next few weeks, night skies were aglow such that one could read in their light. In the United States, the Smithsonian Astrophysical Observatory and the Mount Wilson Observatory observed a decrease in atmospheric transparency that lasted for several months.

Meanwhile, telegraph communication from Beijing ends abruptly. Within days, survivors from the area report that Beijing has been completely and utterly destroyed.

If the astromonical body that hitTunguska had arrived must minutes later, a possible impact area would have indeed been Beijing based on the angle of approach and with a little bad luck (which was rolled randomnly). Slightly earlier, and St. Petersburg would have seen a similar horror.

At this point in history, the only explanations would have been either a meteor or the hand of God, depending on your beliefs.

Beining has been destroyed by a 15 megaton explosion and no longer exists except for smashed rubble and the remnants of some of the sturdier palaces. The entire Imperial family is gone, as are 2 garrison units that were in the city, the foreign legations and embassies, and of course priceless historical treasures. The Great Wall also has a hole about 1 kilometer across at its nearest approach to Beijing.

By mid July, scientists from around the world are making their way to Beijing. They discover immediately that an area over 2,150 square kilometers (830 sq mi) has been destroyed, with nearly 3 million people dead. Hundreds of thousands more have fled the area or are homeless.

No crater is discovered, which baffles scientists for many years to come.

game effect, Chinese population falls by 4 million over the course of this year, but is rapidly returns to historic levels by 1910. Beijing and 6 resources are completely destroyed but 6 of the resources that were in Beijing are now in Tientsin (nearest major city). Imperial China within 2 months balkanizes as local nobility and military leaders find themselves without oversight.

The KMT makes its move in several proviences as well.

Japanese forces quickly cooperate with local military forces to ensure order is maintained in Manchuria after the destruction of the Chinese Imperial government. Japanese troops are on hand to quell uprisings in manchuria and to overall keep order. Most Chinese troops seem content with Japanese forces

Chaing Kai Shek takes the opportunity to begin the long-awaited revolution that Sun Yat-Sen has been planning. He orders KMT cells in Fujian, Guangdong, Shandong, Zhejiang and other areas the KMT has invested itself in or has sympathy to take control and begin "the struggle to take back the nation from the Manchu barbarians, and fulfill Brother Sun's dream of a strong China." Chaing also has his Hongmen connections begin providing aid to the people in areas named in the name of the United League, and has his missionary connections try to persuade people to support the United League, to try and secure support.

Open IC:

Several mutineers in Hebei Province linked with an element of the KMT led by Huang Xing (http://en.wikipedia.org/wiki/Huang_Xing) (a former associate of Sun's now working reluctantly with Chaing in this universe), inspired by the opportunity granted by the sudden "gift from Heaven" as it is dubbed by revolutionaries everywhere and by Huang's idea of staging a revolt in Central China, launch theWuchang Uprising (http://en.wikipedia.org/wiki/Wuchang_Uprising) early--catching even Chaing off guard. He then quietly vows to have Huang watched more closely, even as the revolutionaries try to sieze the province from the governor.

Another mutiny takes place in Guangdong as well, starting before the Wuchang Uprising. It involves KMT Rebels trying to kidnap the Qing governor in Guangzhou. (OOC: http://en.wikipedia.org/wiki/Huanghuagang_Uprising)

Both revolts are staged by the KMT, even as Chaing sails to Fuzhou, and proclaims the creation of the Republic of China, calling for a "Government of National Unity to bring order to China and make it strong again."

The entire Far Eastern military district is put on alert as soon as contact is lost with the Russian legation. As details finally begin to be known and newspapers print the stories, hundreds of thousands of Russians flock to churches to pray and plead with God to spare them from calamity and destruction. The Tsar and government officials urge calm, while speaking with top scientists.
