Subject: Equipment Procurement

I have been instructed by our government to inform your government of Norway's intentions to upgrade and expand our national defense forces equipment with those of American manufacture. Our plans at the present time consist of the following:

From the Lockheed Corporation:
6 x C-130H Hercules tactical airlift planes
18 x F-104G Starfighter interceptor planes
6 x TF-104G Starfighter advanced trainer planes
12 x P-3C Orion maritime patrol planes

From the Raytheon Corporation:
15 x MIM-23A Hawk surface-to-air missile batteries

From the General Dynamics Corporation:
810 x FIM-43C Redeye M171 missile launcher units
4,860 x FIM-43C Redeye surface-to-air missiles

We are also interested in acquiring six of the Boeing B-52D Stratofortress, which we would like to have converted to serve as maritime patrol planes using much of the equipment fitted to the P-3C. We understand that your Air Force is phasing out a good number of B-52s at the present time, and as a NATO ally, we may be in an opportune position to aquire said aircraft. We are not sure if you have a policy regarding export of such aircraft, however since we are not intending to use said B-52s in a strategic bombing role, we hope it may be easier for us to acquire them. One further point that has been brought up is that it may be strategically important to have a NATO nation in possession of maritime patrol aircraft with equivalent performance to the Soviet "Bear-F" type, particularly due to our proximity to the Soviet Union itself.

We are pleased to hear our procurement plans have been successful. On a related matter, we wish to have several crews of the Royal Norwegian Air Force trained in the United States to operate the aircraft types which we are unfamiliar with; namely the C-130, P-3, and B-52. We intend to use these crews to train any additional personnel within Norway.
