Politics in Modern Russia
After the collapse of the socialist regime after World War Three, the LTA forces installed a provisional Russian government headed by Alexei Nikolaevich Romanov who had the unique distinction of being the legitimate heir to the Russian Imperial Throne and a major force in the exiled Russian community. Once order had been established in Russia, a new constitution was ratified by the provisional government that, which after heavy-handed political maneuvering by Alexei, saw the establishment of a Republic government with a strong executive branch. While several political parties remain banned in Russia, for the most part the country remains politically free and voter turnout high. While socialism remains a powerful force in Russia, the centralist party, United Russia dominates current political life in Russia.[/QUOTE]

Russia's defense has been divided into three sectors. Western Homeland Command covers an area stretching approximately from Moscow to the western borders (of Poland, the SU, and Belarus), Central Homeland command is approximately from Moscow to the Urals, and Eastern Homeland Comand is from the Urals to the Pacific.

Units moved during the Siberian Crisis have been returned to home bases.

Russian Foreign Relations

Since WWIII, Russia's role in world affairs has been subdued. While in a defense pact with the USA, Russia has not been a part of any of the multitude of global alliances emerging post-war. Once one of the world's largest arms exporters, the market for Russian arms is now much quieter. Even in the United Nations Russia has been fairly quiet. Belarus, one of the members of the Union that did not leave after the war, is on its way to separation, with independence arriving in a few years. There are groups that want independence for Caucasia and Siberia, and these matters are the subject of a heated debate.

The Military announced massive expansions to the Army and Air Force Reserve forces this year, better enabling the country to respond to any attack. Reserve Air Force units are primarily light ground attack planes, for countering invading land forces, while the majority of army units will be flak and garrison troops. In addition, each Homeland Comman is recieving a secondary Command Group to support them.

Egypt has accepted Russia's offer but offers to pay a full point per oil point. We were already paying 1.5 points per oil from the Federation (greedy bastards) and would feel as if we are cheating you after your extended hospitality. We are ordering only two oil points, as hydroelectric and nuclear power supports a large portion of our industry and we already have an imported oil reserve. Once again, we thank you for your assistance in these times of trouble.

Alexei Nikolaevich Romanov, Russia's long-standing Prime Minister, has announced he will be retiring in 1964. Svetoslav Roerich, Prime Minister of the Cabinet, has sought the role. However, Benedikt Subbotin, a young member of United Russia, is currently leading in polls. Subbotin, who fled to Europe with his family at a young age, studied classics in England before returning to Russia at the end of the Third Great War. While some criticize him for leaving Russia, others recognize the immense contributions he has made to the education system, helping restructure it. He would be the first Prime Minister, and one of the few high ranking government officials, to be educated in a free society. Only the youngest Russian adults can say the same.

Roerich has stated that Russia needs to maintain Alexei's course, which is countered by Subbotin's statements that the time for rebuilding is over, and that Russia must now take a more active role in establishing itself as a great country again. The Siberian crisis, Subbotin claims, illustrates how far Russia has fallen, as has the failure to reintegrate St. Petersburg. Roerich believes a more moderate course is the safest option, to prevent another terrible war.

Belarussian build to be posted soon. Figure Caucasian groups use it to help destandardize infrastructure from Russian status. All major infrastructure is being changed, largely being translated into native languages. Government buildings need to be renovated and expanded, and schools need to be adapted into local languages. In addition, independent security forces are established. In game terms this equals 3 Garrison Units and 5 Reserve Light Infantry divisions. Much of the equipment is Russian, though American and British manufacturers provide some material as well. Weapons imports from SCT and CSPS nations are denied.

The Duma votes to temporarily increase spending for 1964, fueling debate in the competition for Prime Minister. Subbotin supports the increase, saying the temporary economic harm is neccessary to provide for Russian defense, which has been substandard since the Third Great War. Roerich believes that too large an increase will only provoke actions from hostile powers.

The Duma, now located in Perm, discusses the state of the war, and the state of the nation and world. Pressure grows to fight the war to the finish with the Scandic Union, but a significant number of voices call for just the return of Petrograd and annexation of the Russian parts of Kazakhstan.

Continued Scandic ownership of Petrograd is renounced by nearly everyone in the Duma however, and the demand that the Scandic Union give up its nuclear armed missiles is a main demand as well.

Meanwhile, with nearly 2 million civilians dead because of the war, a sizeable element in the Duma wants nothing less then the total dissolution of the Scandic Union.

Threats by the FNS create a stirr as well, and sentiment is that the Latin Americans are a long way away (as far as their army is concerned) and their supply links run through Russian territory.

Indochinese military officials approach the Russian governemtn concerning the purchase of a Su-25 Close Air Support aircraft wing for use in the Democratic Republican Airforce.
Also of intrest is the Su-27 fighter currently under devlopment by Sukohoi. The Indochinese Airforce would be most intrested in purchasing these aircraft when they become available.

Russia in the Twilight Years
-1965: Duma and other government begins operating out of Perm. With nuclear power plants largely destroyed/damaged, conversion to natural gas begins. Hydroelectric plants are unable to cope with increase demand, and massive power shortages hamper reconstruction. Many damaged factories are scrapped to provide immediate employment. The government begins rebuilding and repairing factories. A hastily armed milita takes over most policing duties. Senior politicians are called to a constitutional convention, where the future of the Russian government will be decided.
-1966: Some government offices return to Moscow, blackouts become more infrequent as new power plants become available. The constitutional convention is forced to take a three month recess as debates heighten. Organized crime is on the rise, despite the best effort of the police forces. Jobless rates decrease, and national airline service is reinstated.
-1967: Russian shipping reaches pre-war levels in terms of tonnage, although with the return of St. Petersburg, greater emphasis on European trade is seen. Industry is at 85% of pre-war levels, although agriculture is lacking due to crop damage and radiation. The Army begins restoring itself, providing another source of jobs.

The Luftwaffe kindly asks Russia if it would move the buying date for the Su 27 up a year. With the current events, Germany feels that a fighter as powerful as the Su 27 is vital and waiting a year may have dire consequences.

To help with the decision, Germany offers production rights on the new MBT that is scheduled to come out in '73.

1970: Energy aid to China ends. Redistribution of troops means signifigant numbers of troops are in Asian Russia. While wary of growing Chinese power, no action has yet been taken. Constitutional convention reconvenes, proclaiming a constitution similar to that of the USA (and most successor states), with a President, Supreme Court, and two houses, one with equal distribution of seats by Oblast, one with proportional distribution by population. The United Russia Party gained the most seats in the Duma, the New President and Vice President are the following, for office of President Yuri Vladimirovich Andropov has won the popular vote, and he has named his Vice President to be Mikhail Sergeyevich Gorbachyov, the President was sworn in on January 22nd. In his address to the Russian People, he outlines a new policy for the Federation and which calls for closers relations with Europe and the Americas. Also he calls for a tougher stance against the growing signs of aggression from China.
