We the people of the ancient race, declare our cities to be open places of study and contemplation for people of all races. This offer is extended to the private citizens and government officers of all people across the two galaxies we inhabit. The great, formerly lost city (vis uban) shall be the cntre of all the greatest learning in the Milky Way galaxy (as the scattered groups of humanity call it). We hope our cities will be recognised as homes for all the 'tribes' of humans that exist across the universe, scattered though they are. We will offer a shafe shelter for any group of humans fleeing from opression and torture, or the actions of unjust governments.
HOWEVER
We will not shelter armies, nor will we allow anyone with a scanning device enter our city. Whilst most of our technology is far beyond the understanding of the vast majority of humans, we do not want spies hanging around,

Anybody wishing to enter Vis Uban must do so via a Stargate, and submit to a scan before going through. Failure to do so will result in instant death upon hitting a forcefield at the other end of the gate.
