General message to the international community sent by the Emmitian Imperial Ministry for Relations and Defense.
"La ce numesi Pirokajuon,
The Pirokajuon, mariya sa [His Majesty] Nicanor Angelicus has seen it necessary and essential for the soldiers of Emmitia to be properly trained to defend the shores and plains of their homeland. Unaccustomed to the latest training procedures, the Emmitian Defense Ministry and the Pirokajuon sends a general plea for assistance from foreign militaries.
The plea sent by the order of the Pirokajuon requires the foreign nation in question to provide drill commanders to educate the Emmitian military on military training techniques. The fee for such training may be discussed at an earlier time, and high diplomatic relations can very easily be considered if the foreign nation in question so considers it.
Lodging, food, and necessities shall be taken care of by the Emmitian Defense Ministry, as well as a salary paid by the ministry.
Once again, Emmitia is highly open to discussion as to the fee or diplomatic relations required to attain a high standard of training for it's ten million armed forces and militia troops.

[OOC: Is 10,000,000 too high? It's less than .05% of the population, but it still seems far too high for a military. I've heard of anywhere from .5% to 5% is an acceptable amount, but what's a good number?]
