Subject: Terminating Membership in the CAP

I speak to you today in an official business. A while ago, our government made the decision to accept the invitation of the nation of Credonia, to join in on their Coalition of Anti-Terrorist Powers, the CAP. This step concerned many of our citizens, for we are known as peace-loving people that despise all needless killing.
But we still accepted the invitation. We planned on being a voice of reason. One that constantly reminds the surely civilized other members of basic things like human right and and to make sure that really only terrorists are targeted. We have made this clear before. Or at least we thought that we did. Over the short time we have been member of the CAP we have sadly come to realize that no voice of reasoning is wanted.
I, in representation of the government of Thal_Ixu, want to explain this step to make sure there will be no unnecessary steps that might cause harm to any nation.
Our representative for the CAP was asked by the Highlord to start a discussion about possible ways to fight terror in the world. We tried to raise the question wether war and military operations are always the best choice to confront terrorism or if their may sometimes be ways that could be more effective. It has been made clear to us, that other way are not wanted. Instead we have been shocked by planys to kill innocent civilians because their might be terrorists living somewhere in the same area as these civilians do. After being suspected of supporting terrorism ourself simply because we couldn't agree with these methods we had to act.
As from this moment on, the Constitutional Monarchy of Thal_Ixu is by decision of the Parliament and the Highlord sairence terminating its membership in the Coalition of Anti-Terrist Powers. We will continue on our way to confront terrorism but it seems that we have to find our own way in this. We believe that this is the best decision for everybody involved.
To finish, we want to make clear that we don not support terrorism, despite the fact that soem may believe this just because we choose to attempt different solutions. We will not accept any repressions that might come follow from this decision be they from CAP-Members or any other nation.

It is unfortnate that your government has made this decision. Terrorists do not discriminate between " kinder, gentler" targets and more militaristic targets. THEY don't care if YOUR civilians die when they attack. They don't care about anything except the death and destruction of your way of life.
Despite what you or anyone else may think about President Bush, the war against terrorism IS a war. And war is about beating the enemy. If the enemy hides it's troops amongst their civilian population, then they should expect civilian losses. They base their reasoning upon the fact that "bleeding heart" nations simply cannot attack the enemy when it would cause the loss of civilian life.
Xeraph rejects that reasoning. Three times, Xeraph has experienced loss of life and property due to terrorist actions. When, and if, that again happens, The Empire of Xeraph will use all weapons necessary to completely and utterly destroy the terrorist nation responsible for the attack. This goes for attacks on Xeraph itself, not it's allies........unless those allies wish us to aid them in the total annihilation of the terrorist nation. And might I add that if there is a nation giving sanctuary to a terrorist organization, that the only way that the harboring nation can avoid destruction is by seeing to the expulsion of the terrorists within 12 hours of our warning.
I certainly do hope that Thal_Ixu never has to experience the horrors of terrorism.
Xeraph will nonetheless be there for you, in whatever capacity you should need us, whether to fight together, or to pick up the pieces.

I agree in full, though if he is so unwilling to shed blood in the name of freedom, he might as well be doing so in the name of terror.

Official Message from the Credonian Presidential Palace

"Credonia is saddened to see your nation pull from the Coalition of Anti-Terrorist Powers, however, we stand firm in our belief that the present situation brewing in WyattLand requires direct military intervention to prevent any further loss of life from terrorist factions. We are disappointed to hear that your government believes that your concerns have fallen upon deaf ears, however, I must stress the point that other forms of action will be taken in future conflicts if necessary. Military intervention is the #1 best method for getting rid of terrorists and prevention the harboring and supporting of terrorist and CAP will remain an advocate of the military removal of such governments and regimes that engage in terrorist harboring and/or supporing activities unless a more peaceful, more effective and efficient method is found, at which time, we will not hesitate to institute that method.

We understand that military action is messy and is probably not the best way to deal with terrorists but at this time, it is the most effective, and we will contiue to use unrestricted military action against terrorists until no more terrorists exist within our world. The members of CAP do not wish to see you leave, however, if you feel that we are not using every peaceful resource at our finger-tips, then we wont stop you from leaving. Let me inform you though, Credonia mounted an effective military attack on terrorism, with impressive results. Peaceful force was never an option. When Credonia re-declared its war on terror, your government should have known what it was getting itself into given Credonia's past war on terror. If you want to go and fight your own war on terror, thats fine, more power to your nation, but I can assure you that your nation wont have half as much success as the CAP under my leadership will have using "peaceful" methods compared to military action."
