The Emir today decreed, as approved by the Legislature that anyone can broadcast on any free frequency, but frequencies that are registered are forbidden to be broadcast upon. There are /no/ restrictions for broadcasts on these free frequencies, especially along the borders of more puritanical countries.

Already a combination of entrepenuers and college students have started a variety of very naughty networks, including The Sex Channel, Cannabis Network, and an old favorite among the [now not] underground: Crazy Co-eds.

The Emir also decreed that he doesn't mind if people parody him, and already he has been portrayed as a 'tiger under the sheets' on many of the networks to the Emir's apparent amusement.
