What happens if more than one individual wants to represent a state? Is it first come first rule or will the multiple members of a state have to form a government with assigned roles and responsibilities?

you dont need for it to confirm. if you pick it first its yours. when you sign up use the state name not the NS name. ill make a thread where NS nations are listed.

i'm assuming there was a nuclear war or somesuch, the reason for the dissolution of the states so how would the mainlanders attack/interact with hawaii/alaska
