To: All nations who have or have had successful secret police forces

My recent decisions have galvanized much public opinion against my government, and provoked devastating riots which have been quite costly both financially and in terms of lives lost. Maintaining order is becoming increasingly difficult. The country is virtually on the brink of civil war. I request aid in building up a secret, undercover police force that can detect, locate, and eliminate all potential threats before they can strike and disrupt order. Crushing dissent grows less easy by the way. Any help would be profoundly appreciated. Many thanks.
