Secret IC:

Czar Roger Fabus is looking for some method to rally all the people behind the banner of a common cause... But in the meantime...

Massive Movement For Democracy protests have begun to rage out of control in Jackson City. The movement mushroomed from 12 million to approximately 70 million. The Republican Guard refused to open fire to disperse a peacefully assembling crowd of approximately 500,000. However the SRG didn't hesitate and they did open fire, mowing down approximately 6,000 people before the crowds dispersed. Subsequently only the SRG and several proven divisions of the RG are allowed inside Jackson City, the rest of the RG is being kept outside to guard the approaches to the city.

Over 2,000 T-98 tanks have deployed to guard Stalingrad Estate against a possible reservist force coup that was rumored to be readying in Tennessee.

Street battles have broken out in twenty-six counties between paramilitaries with the WKM and members of the MFD.

Western Sahara continues to see clashes between the right-wing white "Volunteer Guard" and the muslim "Militant Jihad Front."

Ooc- Note while the MFD has gained support, they are still just a tiny minority.

Czar Roger Fabus was still in the hospital recovering from his surgery to remove the tumor from his brain...The voices were gone now, he was thinking clearly.

An advisor whispered to him, "Czar, internal pressures are nearly becoming too much... We don't know where the loyalty of the regular army lies, not anymore... Perhaps your father should rule again?"

Roger dismissed the idea, "No, father is too ill, the stress would kill him... We can see domestic opposition to my government evaporate overnight if only there was a war or something of that sort... Yes, if only some moron would attack us, it'd be a blessing in disguise... Perhaps even a terror attack would do. We could stage one ourselves if we had to, then rally everybody behind an anti-terror banner... Afterall, who wouldn't support a campaign against terror? It will give us the excuse to pass numerous laws in the name of patriotism... But alas, I wish limiting freedom wasn't necessary."

The advisor whispered back, "Then you mean to say you aren't a hardliner?"

Roger shook his head, "Not really, but the only way to get the cabinet to go along with anything is through hardline policies... As soon as I can, I'm going to start sacking the cabinet officials and changing the party structure..."

The advisor nodded and smiled.

"This is Joseph Mladic of the White People's Radio and Television network announcing that the Federal Senate has been revivied and will hold their first elections in Mississippi in four weeks. This was done by order of the Czar Roger Fabus, who is still recovering in the hospital, and our thoughts and prayers are with him."

Ooc- The legistlature in Mississippi ended about 1-2 years after Curtis Fabus seized power and then had the SRG alpha company make sure the Senate voted to disband themselves.

"An end has been declared to the absolute monarchy in Mississippi and Czar Roger Fabus has accepted to allow the senate to retain the power to pass laws." Paul Stahlecker

Ooc- Previously the Czar ruled by decree. He is still the executive and judicial branch though, just no longer the legislative.

Secret IC:

Roger Fabus was rolling around in his hospital bed, twisting and turning, "Goddamned peasants, they seek to limit my right to rule!"

His advisor said, "But didn't you speak of reforms?"

(Roger) "Reforms are one thing, but having to deal with senate... Oh well, I guess I'll get used to it... Father dealt with them before."

(Advisor) "Your father used the SRG to disband them!"

Public IC:

"This is Czar Roger Fabus speaking from a hospital in Mississippi... I will not repeat the mistakes of my father, and I intend to be open about some issues... First of all, father distorted casulty figures in Western Sahara. We lost about twenty times what he reported. Secondly, he bombed Bir Gandus into the ground in a fit of rage when he learned I was shot and presumed dead. I hold no grudge against any of the people in Western Sahara... I wish that they could get along, as in Mississippian Egypt... It seems that the obvious solution is an immediate cease-fire between the Volunteer Guard and the Militant Jihad Front. I will begin allocating funds and workers to rebuild the homes and cities destroyed or damaged during the insurgency campaign. I ask that all people realize both sides have fought well and suffered well, and that further suffering is not needed. If either the christian or the muslim militants refuse to observe this cease-fire, we will send Federal forces to oversee it."

(Response from Cleric Gunther Felben, of the Jihadists) "We will meet your terms... But we will not disarm, for our own protection, and we will keep our eyes on you, infidels..."

(Response from Herman Thaller of the Volunteer Guard) "We will also meet this cease-fire, but we will not disarm, for our own protection, and we will keep our eyes on the muslims..."

"The exact terms will be discussed in the Western Saharan Commonwealth Senate, the newly formed Federal Senate, and the muslim clerical alliance in the muslim communities of Western Sahara." Paul Stahlecker

Secret IC: A radical faction of about eight army generals are currently meeting to discuss rallying armored forces to surround the capital and depose the increasingly moderate Roger Fabus and replace him with a hardliner, their most obvious choice would probably be Field Marshal Francisco "Chemical" Salazar, but he might not want any part in this coup plot...

Meanwhile, the SRG and RG have reported civil unrest has nearly died out, it seems the Movement For Democracy considers the Senate to be fine, for now, and they don't want a "popular election" for the executive branch, they are fine with their current monarch.

Roger was lying in bed when his favorite commander, Field Marshal Bertrand Navarre came up to wish him well.

(Roger) "Hello Navarre, what brings you here?"

Navarre looked nervous and cautious, he shut the door and started to talk rapidly.

"Sir, there is a movement against you, within your own ranks... It is dangerous, I'm not even sure we can trust the RG anymore, the men I command... As Imperial Wizard of the WKM, you have my full support... Just answer me a few questions, you do believe in our superiority, yes?"

Roger nodded, honestly as well, he did indeed believe in it.

Navarre smiled then asked one more question, "You may legal opposition parties, yes? But never the communists, right?"

Roger looked at him, sighed, then said, "Yes, opposition parties can be legalized, they can have seats in the senate if they win them... As for communists, it makes no difference, they've never had any real support here... But no, I will not legalize them because it would eventually have them and the hard right elements clashing in street fights or worse. Also, I despise communism as it is counter to the laws of nature and God."

Navarre looked puzzled, "Well sir, what exactly are you?"

Roger looked at him and firmly and proudly said, "You could say a blend of nationalism, fascism, monarchy, and socialism, it's a mix of the best aspects of each."

Navarre grinned, "That is why you like to rule absolute, yet you give billions of dollars away to help the workers and such, and you keep a close eye on the businesses, yes?"

Roger was rapidly loosing his strength but managed to nod.

Navarre was pleased, he was certain that Roger was the right type of person for the current times, not holding firm to set ideals as did his father, but not willing to compromise core principles.

Roger beckoned for Navarre to come in closer, he did so.

Roger struggled to whisper, "Bertrand, I want you to make sure the use of torture is abolished by the police, and also that political secret police are severely curtailed in what they can police against... Only sedition should be a crime, not voicing opposing viewpoints, so long as they are done in a peaceful manner."

Bertrand nodded his acknowledgement and then said, "Czar, you need your rest."

Roger shook his head, "I'll be okay, but you're probably right... Now go and make the announcements."

Navarre jumped to attention, threw his left hand into the air and shouted, "Hail the Czar, long live Roger Fabus!"

Roger had to hold back a laugh, he found such rituals to be mildly entertaining at best, and pointlessly repetitive at worst.

Navarre left and headed towards the nearest radio station to broadcast the announcements, which would be heard around the world shortly. (ooc- by the time you've read the post, the announcements were made)

Announcements:

"This is Field Marshal and Imperial Wizard Bertrand Navarre... We are announcing the legalization of all opposition parties except for the communists, marxists, and other organizations deemed extremist left-wing. We are also announcing general amnesty for all those detained under the political restriction acts of Curtis Fabus, approximately seven and one-half million people will be released from prisons and detention camps. We are also announcing an end to all reeducation camp programs that were established under the Curtis Fabus regime... We are also going to acknowledge that in 2002 a genocide was carried out in Mississippian Libya by some extremist citizens of the colonial government and that while the then Premier Curtis Fabus did nothing to help it, as it was carried out by private citizens, he did nothing to stop it, and so we intend to work out a reparations plan for the survivors and their families. We also acknowledge that there were numerous genocides in Western Sahara, by White Christians against non-whites, by non-whites against Whites, by white muslims against White Christians, the situation was a mess. But we have finally reached a solution that was accepted by all groups concerned. Bir Gandus will have semi-autonomy within the Western Sahara commonwealth nation, and it will be treated as a semi-independent government with their own locally elected officials to oversee all issues of immediate concern to themselves and the surround areas. They will still be under Federal and Commonwealth control, but they may govern their city under Islamic law if they so wish... Again, the Czar Roger Fabus is currently recovering from his surgery and we wish him all well, God be with him."

Secret IC:

Roger Fabus had just been moved back to the Stalingrad estate after he was declared stable... His brother William Fabus was there, waiting to speak with him. William was enraged, how dare his older brother slander father like that, and to essentially the world.

Roger was carried through the door, as he had been dozens of times after dozens of hospital trips resulting from dozens of different battles, all against enemies father said, "Had to be destroyed", but were those battles really necessary? Did it really matter if some tribal village in Angola was left standing, who had they bothered? Did it really matter if some protestors were smashed to pieces for voicing opposing opinions, did opinions really carry the same weight as a rebellion, they weren't rebels, just people with different ideas...

Roger wasn't sure what to believe... But when he happened upon a tape of his father with a married woman from another country, he suddenly realized his father was at least morally, a hypocrite... He had always spoken to him about the virtures of celebacy, and such... Roger had only been with one woman in his entire life, Alice, the woman who was now his wife... And here his father was screwing any women he met... But he couldn't blame his father for such matters, he knew how troubled he'd been by the death of his mother. His mother, he hardly remembered her, he was so young when she died, he wished he'd been able to know her better, how much could you remember from somebody you only knew for about five years.

When William saw Roger was being carried into the house, he jumped from his seat and shouted, "You traitor! You're worse than Henry!"

Roger smiled and then replied, "No, Henry doesn't actually believe in our inherent superiority, I do, so you should like me more. Anyway, a few changes never hurt anything."

William was shoked, he didn't know what to say, "But you could shake our regime to death, is that your goal?"

Roger shook his head, "No, but a bridge must be built to move slightly with the wind, or else it shakes to pieces... We have to be willing to bend every now and then, a few changes for the sake of stability, as the times require. Don't you see? Besides, a dialogue of varying opinions never killed anybody."

William sighed, "I guess so, I just hope you know what you're doing... I trust you, Roger."

The SRG men carried Roger upstairs and towards his bedroom.

Ooc- Yes, but belief in White Christian Supremacy is the glue that holds it all together. Whether they are absolute monarchists, national socialists, fascists, democracy, republic, parliamentary supporters, limited monarchy, socialist, etc, the people all support Roger because he speaks for the issues they consider most important. So most people are willing to work within the system to resolve any disputes they have.

Ooc- Of course don't attack me... That was before Roger learned there are internal movements against him, and it was secret IC. :D I'd say expect something similar to what happened in late USSR with Gorbachev to possibly happen with Roger and the most extreme right-wingers... Roger is out there in rightfield, but nowhere near asfar-right as Salazar, Smith, Schacht, and a few others. But Schacht is fiercely loyal to the Fabus family, as is Smith... Salazar it is currently unsure where his loyalties are.

I just hit All-consuming, and my budget 8.095 trillion with 3.23 trillion in the armed forces. Using the following.

Note that the CM military budget was only about 5.1 trillion, but that was only 35% and they weren't an all-consuming with an avg tax of 53%. CM was powerhouse with flat tax about 45%. So it seems Decisive Action will eventually have an overall larger budget than CM did.

Article 3: God’s grace has shined down on Curtis Fabus and made him holy. His decisions shall be law.

Article 4: Our guiding principle shall be that we must secure the existence of Mississippi and a future for White Mississippian children. Although we shall do our best to secure the safety of whites anywhere they may be in trouble.

Article 5: The power to levy, adjust, and collect taxes shall be in the hands of the Premier.

Article 6: Congress shall have the power to disband any court high or low, local or county, at anytime for any reasons.

Article 5: The power to levy, adjust, and collect taxes shall be in the hands of the Senate, but the allocation of funds shall rest in the hands of the Czar.

Article 6: If a 2/3 majority vote is achieved, and the Czar agrees, the Senate may use their power to disband any court high or low, local or county.

Article 7: The Czar may maintain a private army of reasonable size to assure the safety of his person and his estate/s.

Article 8: The right of white people to procure and maintain firearms and ammunition for whatever reason they choose, including but not limited to, hunting, collecting, target shooting, self-defense, militia duty, etc, shall not be infringed. Article 10: The Czar must give notice to the Senate within sixty days and updates every thirty days after committing troops to a foreign theatre of operations.

The Senate is currently debating overturning some old laws, or at least modifying the laws. The laws being debated are listed below.

Government Allocation Act of 1987- Allowed for the government to tax up to 80% of a person’s annual total income. Secretly allowed that Premier Fabus would get 1% of all national taxes (Each year he gets about 170 billion from taxes, and about 300 billion from his various corporations) Signed into law by Arthur Frick.

Legislative Reform Act of 1987- Disbanded the Congress, and granted the responsibilities of Congress to the Premier. Signed into law by Arthur Frick.

State Sponsored Church Act of 1987- Established Southern Baptist as the state sponsored church that would be supported by federal taxes. Signed into law by Arthur Frick.

Divorce Reform Act of 1987- (Basically setup laws that allowed for divorce courts to favor the man. After the act was passed, 98% of custody cases ended with the man getting custody. Although divorce remains very rare in CM with less than 2% of marriages end in divorce) Signed into law by Arthur Frick.

Big Brother Act of 1995- Established that all automobiles would be required to have tracking chips installed in them. Signed into law by Arthur Frick.

Labor Control Act of 1995- Required that all people making below $40,000 per year would have to have a chip installed in them (So the bosses can keep track of the workers and make sure they’re working). Signed into law by Arthur Frick.

Public Utilities Usage Act of 1995- Prohibited local utilities owned by whites from doing business with non-whites. Required non-whites provide their own power, water, sewer etc. Signed into law by Arthur Frick.

Media Reform Bill of 1995- Decreed that all non-whites would be permanently banned from any and all forms of media that might wind up viewed or read by whites. Signed into law by Arthur Frick.

Hospital Reform Bill of 1995- Declared that under no circumstances would a non-white be admitted to a white hospital, and that no white doctor, nurse, etc would be allowed to treat a non-white, and vice versa. Signed into law by Arthur Frick.

Property Reallocation Act of 1995- Declared the property of non-whites would become belong to the government in the event of their death. Signed into law by Arthur Frick.
